Shadow Tour's Palm Desert Century Bike Ride on November 9, 2019, at University Park; 2. Road closure at University Dr. from College Dr. east to west and southbound lane closure of College Dr. between University and Frank Sinatra; 3. Temporary waiver of Palm Desert Municipal Code (PDMC) Sections: a) 11.01.140 (Amplified Sound in City Parks); b) 11.01.080 (Prohibited Conduct Generally in City Parks, Item Q —Vendor Sales); and c) 11.01.080 (Prohibited Conduct Generally in City Parks, Item W — Possession/Consumption of Alcohol in City Parks) pursuant to PDMC 9.58.040. Strategic Plan Obiective Approval of Shadow Tour's 2019 Palm Desert Century Bike Ride would assist in addressing the following priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert — Forward Together. — Parks and Recreation Priority 3: Make recreational and exercise opportunities available in all public spaces. — Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. Discussion Shadow Tour is requesting approval to hold the 9th annual Palm Desert Century Bike Ride. This event brings hundreds of people to Palm Desert from all over the country, consistently selling out the Homewood Suites and nearly selling out the Hampton Inn, and provides increased sales to numerous local businesses. Last year's event January 10, 2019 - Staff Report Approval of 2019 Palm Desert Century Bike Ride Page 2 of 3 demographics reflect that the 281 registered riders came from 14 U.S. states (including California), four Canadian provinces and one from the United Kingdom. Event feedback from the riders, hotels, businesses, and police department has all been very positive. Next year's event is scheduled for Saturday, November 9, 2019, and will again be held at University Park. Event setup will begin around 8 a.m. on Friday, event activities will begin at 5:30 a.m. on Saturday, and cleanup will take place around 6 p.m. Saturday evening. As with previous years, a DJ will start making announcements and alternating music sets around 6:30 a.m. At 11 a.m., there may be a small band for entertainment. As a result, staff is requesting a waiver of PDMC Section 11.01.140, Amplified Sound. (Note: music and announcements have not generated any complaints from residents or businesses in the past.) Additionally, as in years past, the applicant is proposing to have expo booths for sponsors and exhibitors with 10'x10' pop-up canopies to promote and sell products. As such, staff is requesting a waiver of PDMC Section 11.01.080 Q, Vendor Sales. Following the recent trend in recreational events, the applicant is also requesting permission to set-up a gated beer garden during the event, which will require waiver of PDMC Section 11.01.080 W, Possession/Consumption of Alcohol in City Parks pursuant to PDMC 9.58.040. If approved, staff will ensure that the applicant obtains the proper permits from the Department of Alcohol and Beverage Control (ABC) and works directly with the police department to secure the required public safety services that go along with serving alcoholic beverages at these types of events. The organizer plans to contract with Homewood Suites (hotel adjacent to the park) to serve as the host hotel and the Hampton Inn as the event hotel. Agreements with both hotels will be finalized at a later date. In addition, the organizer will work with California State University San Bernardino (CSUSB) Palm Desert to obtain approval to utilize the campus parking area for additional event parking if needed. The event's route includes approximately 4.3 miles one-way (8.6 miles roundtrip) within Palm Desert as the majority of the ride proceeds through other Coachella Valley communities to unincorporated areas at the east end of the route on Box Canyon Road. The ride will have*20, 32, 50, 60, 70, 100, and 125 mile segments with the complete route proceeding to Chiriaco Summit where riders will turn around and follow the same route back to University Park. Following are the sections of the route that are located within Palm Desert, and the street/road closures and other requirements: Palm Desert Route: • Riders will proceed south on College Dr. toward Frank Sinatra Dr. • Turn left heading east on Frank Sinatra Dr. and proceed past Cook St. • Continue on to Tamarisk Row Dr. • Turn left heading east on Country Club Dr., past Washington St. until riders reach Jefferson. January 10, 2019 - Staff Report Approval of 2019 Palm Desert Century Bike Ride Page 3 of 3 Street/Road Closures and Other Requirements: • Road closure at University Dr. from College Dr. east to west, and southbound lane closure of College between University and Frank Sinatra. • The organizer will be required to notify residents directly impacted by.the road closures in advance of the event. • Parking will be available at hotels, University Village business complex, and CSUSB Palm Desert campus. • Police officers and Citizens on Patrol members will provide traffic control to assist riders out of the city limits quickly and safely. On the return, police officers will be present along the route to ensure riders are obeying the rules of the road. • The organizer will relay to all riders before and during the event that safety is the number one priority and traffic laws shall be obeyed at all times during the ride. • City staff and police will work with the applicant to mitigate any traffic related issues as the event date gets closer in. Fiscal Analvsis There is no direct fiscal impact to the City associated with this request.
