STAFF REPORT
CITY OF PALM DESERT
ADMINISTRATIVE SERVICES DEPARTMENT

REQUEST: Authorization to designate seventeen Police Department bicycles
and related equipment as surplus and dispose of them as
appropriate.
Recommendation
By Minute Motion, designate seventeen Police Department bicycles and related
equipment as surplus and authorize staff to dispose of them as appropriate.
Commission Recommendation
The Palm Desert Public Safety Commission reviewed this matter at their October 10,
2018, meeting and recommended that the City Council proceed with staff's
recommendation for the disposition of seventeen bicycles. This action was before staff
realized that they could reutilize four of the bicycles for use by Palm Desert employees
for travel to locations nearby the Civic Center.
Strateqic Plan
This matter is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Prioritv 1: Enhance the Delivery of Public
Safetv Services. The priority's strategy is to expand the existing superlative services
provided by the fire and police departments to address future growth and safety
concerns. One of the action steps is to identify Public Safety needs including new
equipment. Staff's recommendation meets this goal because the Police Department will
ensure it maintains the appropriate equipment to accomplish their mission.
Background Analvsis
The Palm Desert Police Department recommends the disposal of seventeen bicycles
that are no longer in use, with many over a decade old. The Department inspected
these items to ascertain their working condition and serviceability. They are no longer
under warranty and some have outdated or missing components, which are costly to
replace and potentially more expensive to repair than purchasing a new bicycle.
Police staff also indicated that some of the bicycles' frames have visual stress cracks
due to their years of service, which may cause injury to the rider. Officers on bicycle
patrol travel on varying terrain and traffic conditions that require them to operate with
safe equipment. Based on the inspection and recommendations of the Police
Department, the bicycles and related equipment identified below are presented for
disposal.

Staff typically recommends disposal of such items at public auction, but the Police
Department indicated they may be unsafe for law enforcement use. However, staff
examined the current inventory and found four bicycles that can be used by City
employees for destinations near the Civic Center, upon their refurbishment. These
commutes are not as physically demanding as law enforcement use and can be
accomplished safely by staff members. Staff recommends disposal of the remaining
thirteen bicycles appropriately based on their condition, as they would be ineligible to be
donated or auctioned for sale.
Fiscal Analysis
There are no costs associated with staff's recommendation. However, if the bicycles
cannot be disposed of as salvage, the City may incur disposal costs that are unknown
at this time, but should not require any further appropriation of funds.

SUBJECT: Palm Desert Station Obsolete Patrol Bicycle Equipment
An inventory was conducted of the Palm Desert Police bicycle patrol equipment purchased by the
city of Palm Desert for the Palm Desert Station. I consulted the current bicycle patrol instructor
from the Riverside County Sheriff's Training Center with regards to the working condition and
serviceability of the bicycles currently at the Palm Desert Station. The bicycles listed below are no
longer under warranty and have outdated components. Some are missing parts and would be costly
to replace. Replacing the outdated components on these bikes would cost more than purchasing a
new bicycle. The bicycles also have visual stress cracks in the frames due to the years they have
been in service. Any failure in the bicycles damaged and aged components could cause injury to
the officer or person riding the bicycle. Bike patrol officers are riding on different terrains and
through traffic and need the best equipment when doing so. Based on the inspection and
recommendations of the Patrol Bike Instructor, the bicycles listed below are well past there service
life and are no longer safe to be utilized as patrol bicycles to the Palm Desert Police.

This equipment is currently at the Palm Desert Sheriffs Station located at 73705 Gerald Ford
Drive in the city of Palm Desert. I am requesting direction from the city of Palm Desert as to
disposing these damaged and obsolete bicycles.
