REQUEST: Authorization to designate five Police Department LIDAR units as
surplus and dispose of them as appropriate.
Recommendation
By Minute Motion, designate five Police Department LIDAR units as surplus and
authorize staff to dispose of them as appropriate.
Commission Recommendation
The Palm Desert Public Safety Commission reviewed this matter at their November 14,
2018, meeting and recommended that the City Council proceed with staff's
recommendation.
Strategic Plan
This matter is related to the Public Safety and Emergency Services section of the Palm
Desert Strategic Plan, specifically under Priority 1: Enhance the Delivery of Public
Safety Services. The priority's strategy is to expand the existing superlative services
provided by the fire and police departments to address future growth and safety
concerns. One of the action steps is to identify Public Safety needs including new
equipment. Staff's recommendation meets this goal because the Police Department will
ensure it maintains the appropriate and current equipment to accomplish their mission.
Background Analvsis
LIDAR is an acronym for "light detection and ranging" and uses light in extremely fast
pulses to detect an object's speed. One advantage of laser speed guns is that they are
nearly impossible to detect beforehand. LIDAR operates similar to radar, but targets a
single vehicle and cannot be detected. It sends out a beam of energy at a certain
frequency. Part of this beam gets reflected back to the gun by the targeted vehicle. By
comparing the difference in frequency between the transmitted and received beams, the
unit can calculate the speed of the target vehicle.
The Palm Desert Police Department recommends the disposal of five LIDAR units that
are no longer in use. This equipment is no longer under warranty and is inoperable
because of missing or damaged parts. The traffic team is currently using a Pro Laser IV
model. An effort to repair and certify the older model units is not cost effective and,
according to the Department, almost as expensive as purchasing new ones. The
Department also has no need for spare units that require frequent certification.

Based on the inspection and recommendations of the Police Department, the LIDARs
identified below are recommended to be designated as surplus and presented for
disposal.

Staff will investigate if the units can be disposed of at auction and if not feasible, they
will be considered salvage.

SUBJECT: Palm Desert Police - Obsolete Equipment
An inventory was conducted of specialized equipment purchased by the city of Palm Desert for
the Palm Desert Police Traffic Team. The equipment listed below has been thoroughly inspected
with regards to working condition and functionality. The equipment is no longer operable due to
missing or damaged parts. Repairing this equipment would not be cost effective due to the outdated
technology and components.

This equipment is currently at the Palm Desert Sheriffs Station located at 73705 Gerald Ford
Drive, Palm Desert. I am requesting direction from die city of Palm Desert as to returning the
obsolete equipment for liquidation or destruction.
