REQUEST: Request for approval of out-of-state travel for one staff member to attend
the 2019 International City/County Management Association's (ICMA's)
International Regional Conference held from April 18-22, 2019, in
Timisoara, Romania.
Recommendation
By minute motion, authorize out-of-state travel for one staff member to attend the International
City/County Management Association's (ICMA's) International Regional Conference held from
April 18-22, 2019, in Timisoara, Romania:

There is no cost to the City associated with this request.
Backqround Analvsis
Since 1914, ICMA has advanced professional local government through leadership,
management, innovation, and ethics. Its vison is to be the leading professional association
dedicated to creating and supporting thriving communities throughout the world. ICMA currently
provides support to over 11,000 city, town, and county managers, their staffs, and other
individuals and organizations throughout the world. The management decisions made by ICMA
members affect millions of individuals living in thousands of communities, from small villages
and towns to large metropolitan areas.
The ICMA International Committee (Committee) serves as the primary advisory committee on
international issues to the ICMA Executive Board, helping them to implement the board's policy
on international activities. The Committee meets each year at the ICMA Annual Conference and
conducts a second meeting jointly with an affiliate organization in its home country. The
Committee focuses on issues and initiatives such as affiliate relations; knowledge base
exchange; capacity building and advocacy; membership and governance; and communications.
In addition, the conferences provide invaluable learning experiences amongst administrators since
the Committee consists of executive managers across the country.
Furthermore, the Committee annually awards the John Garvey Scholarship to assist an ICMA
member in gaining an international management perspective. Last year, the Management

Analyst in the City Manager's Office was the national recipient of this award, which included
attending a conference with the Committee in Tel Aviv, Israel. The conference is generally
available to Committee members and award recipients only (current and past); although, this
year's conference is open to additional participants.
Fiscal Analvsis
There is no cost to the City associated with this request. The affiliate organizations, which are
the European City Managers' Network and the Association of Public Administrators in Romania,
will cover all costs associated with the conference. In addition, the Management Analyst will
cover all other remaining costs (e.g., airfare and lodging).
