Gaugush, Management Specialist II REQUEST: Approve Amendment No. 1 to Contract No. C36800 with Michael Baker International, Inc. of Palm Desert, California, for On -Call City Surveyor Services, extending the term through June 30, 2020 Recommendation By Minute Motion, 1. Approve Amendment No. 1 to Contract No. C36800 with Michael Baker International, Inc. of Palm Desert, California, for City Surveyor Services, extending the term through June 30, 2020. 2. Authorize payment from the project account for any work directly related to the San Pablo Corridor Improvement Project, which will be reimbursed by bond funds. 3. Authorize the City Manager to execute Amendment No. 1 to Contract No. C36800. Funds are available in the Public Works Administration Account. Funds are also available in the San Pablo Corridor Improvements Project Account, which will be reimbursed by bond funds. Strategic Plan While this action has no direct effect on any one of the specific goals in the Strategic Plan, it allows the furtherance of all goals by providing consistency in the daily operations of municipal government. Background Analvsis On March 22, 2018, the City Council awarded Contract No. C36800 to Michael Baker Intemational, Inc., of Palm Desert, California, for On -Call City Surveyor Services for a term of one (1) year in an amount not to exceed $100,000. March 14, 2019- Staff Report Amendment No. 1 to Contract No. C36800 Page 2 of 2 A provision for an extension was not included in Contract No. C36800, as it was anticipated the City would be filling the vacancy created by the resignation of the previous City Surveyor. However, as of this date the position has not been filled and the need for a contract firm to perform the required duties remains. Therefore, staff is requesting that Contract No. C36800 is extended through June 30, 2020, and remaining Contract funds are carried -over to Fiscal Year 2019-2020. One of the projects requiring immediate attention that would normally be assigned to the City Surveyor, is tasks associated with the San Pablo Corridor Improvements Project. In an effort to keep this project moving forward in a timely manner, and avoid any delay, staff is requesting that MBI, as the contract firm, move ahead with these duties. This includes, but is not limited to, the creation of plat(s) and legal descriptions for Temporary Construction Easements, marking out monumentation, verifying restoration of any disturbed monuments, etc. Since the costs associated with this work are direct project costs, staff requests paying for the survey services related to the San Pablo Corridor Improvements Project from Project Account No. 4514342-4400100, which will be reimbursed by bond funds. Fiscal Analvsis The funds for this request are available in the Public Works Administration Account and the San Pablo Corridor Improvement Account. C36801 FIRST AMENDMENT TO AGREEMENT WHEREAS, the City of Palm Desert ("City") and Michael Baker International, Inc. ("Contractor"), entered into an agreement, dated March 22, 2018, for on -call City Surveyor services ("Agreement"), the parties wish to amend the Agreement effective March 14, 2019. NOW, THEREFORE, the parties agree as follows: A. Term is amended to add the following paragraph to the end of the existing section, as amended. "The term of this Agreement is extended, and shall include the time period from July 1, 2019, through June 30, 2020." B. All other terms and conditions of the Agreement shall remain unchanged, and shall remain in full force and effect.
