Approval of the 2019 Ronnie's House for Hope Winter Festival scheduled for Saturday, December 7, 2019; and 2. Temporary waiver of Palm Desert Municipal Code (PDMC) sections: a. 11.01.140 (Amplified Sound in City Parks); b. 11.01.080.0 (Placement of Advertising Signage in City Parks); c. 11.01.080 Q (Vendor Sales in City Parks); and d. 11.01.080 W (Possession/Consumption of Alcohol in City Parks) pursuant to PDMC 9.58.040. Strateqic Plan Obiective Approval of the 2019 Ronnie's House for Hope Winter Festival would help address the following priorities outlined in the 2013/2033 Strategic Plan, Envision Palm Desert — Forward Together. Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. Parks and Recreation Priority 3: Make recreational and exercise opportunities available in all public spaces. Tourism and Marketing Priority 2: Grow existing events and develop new events to enhance the desirability of Palm Desert as a year-round destination. Background Analvsis The Ronnie's House for Hope Winter Festival, scheduled for Saturday, December 7, 2019, is planned as a community "open to all" celebration for residents of the Coachella Valley and neighboring Riverside and San Bernardino communities. Its primary purpose is to attract 500+ people to Palm Desert Civic Park where community organizations and institutions will gather to showcase the many services and activities they provide in the area. Family resources will be the primary theme but the purpose is to celebrate and have fun. Participating organizations are encouraged to provide interactive activities for the attendees. March 28, 2019 — Staff Report Page 2 of 2 Approval of the 2019 Ronnie's House for Hope Winter Festival The festival will include musical performances by local schools and dance groups, exhibitor/vendor booths, food vendors, games, raffle, petting zoo, silent auction area and pictures with Santa. Admission is free. Ronnie's House for Hope is a non-profit 501 (c) (3) that assists children and families coping with the grieving process. Currently Ronnie's House is located inside the Bermuda Dunes Learning Center, but the organization is looking to create events such as the Ronnie's House for Hope Winter Festival to bring awareness to the organization and to raise funds for a permeant location.
