Aryan, Risk Manager REQUEST: Request to purchase six Zoll automated external defibrillators. Recommendation By Minute Motion, 1. Authorize the purchase of six Zoll automated external defibrillators (AEDs). 2. Declare five AED units as "surplus," to be traded into Zoll for a reduced purchase cost. 3. Authorize the use of Riverside County's vendor, Zoll, under Palm Desert Municipal Code Section 3.30.160 (J): Sole Source. Commission Recommendation On March 13, 2019, the Palm Desert Public Safety Commission recommended that the City Council approve staff's recommendation. Strateqic Plan This item is related to the Public Safety and Emergency Services section of the Palm Desert Strategic Plan, specifically under Priority 1: Enhance the delivery of public safety services. The priority's strategy is to expand the existing superlative services provided by the fire and police departments to address future growth and safety concerns. Automated external defibrillators can be used by trained individuals to render potentially lifesaving care, prior to the arrival of paramedics. Executive Summary Approval of Staff's recommendation permits staff to move forward with the replacement of six automated external defibrillators (AEDs) that are past their recommended operational life expectancy. These devices are deployed in various locations throughout the City of Palm Desert as indicated in the table below. An AED is used to help those experiencing sudden cardiac arrest. It's a sophisticated, yet easy - to -use, medical device that can analyze the heart's rhythm and, if necessary, deliver an electrical shock, or defibrillation, to help the heart re-establish an effective rhythm. Five of the units are past the recommended 10 year service life and the City Hall AEDs are also no longer supported by the manufacturer. The other unit is located at the Aquatic Center and while close to its service life, the Fire Department recommends replacing it now because it is not a standardized Zoll AED. Staff will keep this unit as a backup. Zoll is currently on contract with Riverside County Fire Department as a sole source vendor. Having a single AED type insures easier access to replacement parts (pads and batteries) and more importantly, simplifies the training/use, increasing the chance of a successful defibrillation. Fiscal Analvsis The purchase price for six new AEDs is approximately $8,200, and is budgeted this fiscal year, no appropriation is required. LEGAL REVIEW DEPT. Indian Wells BACKGROUND: Indio The City of Palm Desert owns and maintains eight AED's that are located in public spaces throughout Jurupa valley the City. Five of the eight AED's are past the manufactures recommended life span of 10 years. In addition to being outside of the manufactures recommended life span, these AED's have electrode pads Lake Elsinore and batteries that are set to expire in the next 6 — 8 months. The manufacturer has discontinued support La Quinta for the FR2 AED's, and batteries are no longer being produced. Menifee RECOMMENDATION: Moreno valley Fire recommends that the City replace six of their eight FR2 and FRX AED's (located in Table 1 below) with the Riverside County Fire Standard, Zoll AED Plus. This manufacturer and AED model Norco are currently on contract with Riverside County Fire. Palm Desert Having one AED deployed throughout the entire Fire Department Contract decreases cost and Perris improves efficiency. Because they are a contracted vendor, parts are easily and readily accessible at discounted pricing. Pads and batteries can be purchased through our contracts and easily billed back to Rancho Mirage the City. Lastly, having one AED model simplifies the instruction and use of the AED and increases the chances of early and successful defibrillation.
