Recommendation By Minute Motion: Approve and adopt Resolution No. 2019- 11 amending resolution No. 2018-58, by rescinding and replacing Exhibit "A" Schedule of Authorized/Allocated Classifications, adding classifications for Assistant City Manager, Student Intern, Temporary Office Specialist and Temporary Code Compliance Officer. Strateqic Plan Obiective The requested action supports the City's overall organizational health and as such is in service to all the goals outlined in the City's Strategic Plan, Envision Palm Desert , Forward Together by providing adequate staffing in key areas. The request for Student Interns also supports Economic Development goal 2, prepare people for the workplace of the future, and Education goal 3, creating community awareness of the building blocks for student success. Executive Summary Each year the City Council adopts a resolution outlining the authorized and allocated classifications for staffing the City in the next fiscal year. Resolution Number 2018-58, effective July 1, 2018, was also the culmination of a yearlong classification and compensation study, as well as some reorganization of staff and resources. Staff is requesting amendments to this document for two reasons. The first is to include the previously allocated positon of Assistant City Manager. The second is to create new classifications for temporary employees, which will allow the City to strategically hire certain special purpose temporary staff through direct payroll rather than an agency. Staff Report Adopt Resolution No. 2019- 11 Amended Allocated Classifications March 28, 2019 Page 2 of 4 Discussion Assistant City Manager: At least one (and at times several) Assistant City Manager (ACM) positions have been allocated and budgeted for many years, most recently in the Economic Development Department. The departure of the most recent incumbent provided the City Manager an opportunity to evaluate the position, its function and departmental oversight as part of the Citywide Classification and Organizational Study conducted in 2017/2018. During this evaluative period, this position was not included on the allocated positions schedule. The City Manager has completed her evaluation and determined that now is the appropriate time to fill the position and a recruitment is underway. The position now needs to be listed on the attached schedule. Temporary Staff/Student Interns: From time to time the City employs temporary staff members to fill gaps due to vacancies, long term medical leaves, and special (limited duration) projects/programs. The City also recruits and places interns each year, and currently operates their payroll through a temporary staffing agency. There are several reasons for using temporary staffing agencies for these situations, from selection to payroll taxes. One of these reasons has been related to CalPERS liabilities, however the landscape of common law employment continues to evolve and third -party staffing agencies cannot always provide the monitoring and reporting we need in order to remain compliant with changing laws. In order to appropriately track and monitor certain temporary positions it is necessary for the City to create a classification and process the assignment through our own payroll system. These classifications are defined as temporary, limited term assignments, and as such are not eligible for other City benefits, such as health insurance and vacation leave. Most assignments will continue to be filled on an as needed basis through temporary agencies Fiscal Impact Several positions were vacant during the current fiscal year; the resulting salary savings offset the addition of the Assistant City Manager for this fiscal year. The position will be included in the FY 2019/2020 budget.
