MINUTES
Wednesday, February 13, 2019

IV. CONSENT CALENDAR
Continue the Minutes of the regular meeting held on December 12,
2018.
Commissioner Adney moved to continue the Minutes of
December 12, 2018. Motion was seconded by Commissioner
Art in Public Places Minutes
February 13, 2019
Campbell and carried 5-0-1 with Adney, Boren, Campbell, Darby, and
Hough voting AYE, with Commissioner Miller ABSENT.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor
Susan Marie Weber
Mayor Susan Marie Weber reported that the City Council
approved the reimbursement of the public art fee for The
Airstream and Kismet for Hotel El Paseo.
B. PLANNING COMMISSION REPORT — Lindsay Holt
Ms. Holt reported that grading plans were approved for
1,300 homes near the universities on Cook Street.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
— John Vuksic
No report.

VII. NEW BUSINESS
A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
FOR 2019
Chairperson Boren nominated Commissioner Darby to serve
as Chairperson for 2019.
Commissioner Campbell nominated Commissioner Boren to
serve as Vice Chairperson for 2019.
Commissioner Boren moved to appoint Commissioner
Darby as Chairperson and Commissioner Boren as Vice
Chairperson for 2019. Motion was seconded by Commissioner
Hough and carried 5-0-1 with Adney, Boren, Campbell, Darby,
and Hough voting AYE with Commissioner Miller ABSENT.

VIII. CONTINUED BUSINESS
Minutes of the regular meeting of September 18, 2018.
Commissioner Darby moved to approve the Minutes of
the regular meeting of September 18, 2018. Motion was
seconded by Commissioner Hough and carried 4-1-1 with
Adney, Boren, Darby, and Hough voting AYE, Commissioner
Campbell ABSTAINING, and Commissioner Miller ABSENT.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Lawrence reported that the 2019 Student Art and Essay
Contest is on display in the Gallery. Ms. Thompson stated
that the entries were due on January 31 and Commissioner
Boren judged the art entries, Commissioner Darby read and
judged all of the essays, and Mayor Weber chose the Mayor
Awards. The Award Ceremony is Wednesday, March 6 at
6:30 p.m. in the Council Chamber. Staff notified the schools
of the winners yesterday. Commissioner Boren noted that
the quality of the art submissions was better this year.
Commissioner Darby added that the students seemed to
respond to the subject in the essay category — there was
much diversity. Ms. Thompson thanked Mayor Weber and
Commissioners Boren and Darby for judging the entries.
There was discussion as to how to get more support from
the school district to work in conjunction with the principals
and teachers to encourage the arts.
Ms. Lawrence reported that the Gallery Call for Artists is out
and proposals are due March 4. The Commission will
review the proposals at the March 13 meeting.
B. Docent Tours
Ms. Lawrence reported that the February First Weekend
docent led tour was of the 2019/2020 El Paseo Sculpture
Exhibition with six attendees on the tour. Ms. Lawrence has

been attending the tours to familiarize herself with the
program.
The March 2 First Weekend docent tour will be of the
sculptures at the Civic Center Park. There are currently
eight docents, with four actively giving tours.
C. Documentary Film Series
Ms. Lawrence reported that the film, Desert X. Land Art at
the Edge of the City, that was shown in January was well
attended.
Eames: The Architect and the Painter will be shown on
February 21 and is at its capacity.
D. First Weekend
Ms. Lawrence stated that Swing N Hops was scheduled as
the February First Weekend featured event, but due to the
rain it is being postponed to February 23.
The Wildflower Festival will be held on March 2 at the Civic
Center Park which was moved from the Santa Rosa & San
Jacinto Mountains National Monument Visitor Center due to
the Government shutdown. There will also be a 5K walk/run
at the Park in conjunction with the event.
E. 2019/2020 El Paseo Sculpture Exhibition
Ms. Lawrence reported that seventeen of the eighteen
sculptures for the 2019/2020 El Paseo Sculpture Exhibition
have been installed. Artist Stephen Landis, whose sculpture
was to be placed on Pad 18, had to decline participating in
the Exhibition. His sculpture, Tickets Please, had been
damaged in his studio and the City allowed him extra time to
have it repaired. Unfortunately, he was not happy with the
repair and decided to not participate in the Exhibition. Staff
referred to the alternates that were approved by the
Commission and City Council and is working with Shana
Mabari who will be installing lllumetric Rectangle in
approximately one or two months. Commissioner Darby
commented that it seems that the 2019/2020 El Paseo
Sculpture Exhibition did not receive much publicity. Ms.
Lawrence stated that she would talk to David Hermann, PIO,
about possibly getting additional exposure on the Exhibition.
Ms. Lawrence reminded the Commissioners that the APP for

the sculptures and artists have been updated with the new
information.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Lawrence gave an update on the Love Across the USA
project. Olek will be in Palm Desert on February 23 and 24
to hold instructional workshops at CREATE Center for the
Arts. Each participant will receive a portion of the mural to
crochet. Olek and her team will return to Palm Desert on
April 6 to assemble the mural and install it on the south
facing wall on the outside of the Council Chamber and will
remain on display for two months.
Commissioner Darby inquired about the Commission taking
a field trip of the Desert X sites. Ms. Lawrence will
coordinate a bus tour with the Desert X staff and set a date
for the Commission to tour the Desert X projects.
Ms. Lawrence reported that 500 — 600 people attended the
Grand Opening party for Desert X that was held on February
8, at Homme Adams Park. Screenings at the Dive -In
installation will be held on Saturday nights from 6 — 8 p.m.
The Walter White Wave House is a sound piece that can be
viewed on Saturdays and Sundays from 10 a.m. - 5 p.m.
Tickets are necessary as only eight people can enter the
building at a time. Visitors must sign a waiver and wear a
hard hat during the tour.
Palm Desert is home to one of three Desert X hubs where
the public can get information about Desert X.
B. COMMISSION REPORTS
Commissioner Hough reported that there is an exhibit at the
Galen called Shoulder to Shoulder that will close this week.
Artrageous will exhibit March 1 — 18 and the artwork will be
auctioned. Following is the Artist Council that will exhibit
through the end of March. Shoulder to Shoulder will return
to the Museum and exhibit through September.
Commissioner Boren is going to hold a training with the
Courtesy Cart drivers to educate them on the Sculpture
Garden at the Palm Springs Art Museum in Palm Desert.

She will provide flyers of the sculptures to the drivers so that
they can direct visitors to the Museum. She reported that
five additional sculptures will be placed in the sculpture
garden.
