Mayor Pro Tern Susan Marie Weber questioned the
reimbursement fee in the amount of $107,430 for The
Airstream located at Hotel Paseo. She stated that she
attended an event at Hotel Paseo and was concerned that
the bar was placed in front of the artwork, and was not
aware that the bar was included as part of the refund of the
public art fee. Mr. Stendell stated that staff reviewed the
paperwork that the developer submitted and the
reimbursement for The Airstream and its surrounding area
only (chairs) will be refunded. Staff talked to the developer
to let him know that the bar cannot be placed in front of the
artwork but can be located in a different area. Because
some of the receipts that were submitted by the developer
did not apply to the artwork, the developer will only receive
the amount of $94,972.77 for the reimbursement fee. The
request for the reimbursement of $94,972.77 will be on the
next City Council agenda. The developer will request
reimbursement for Kismet in order to receive the full amount
of the fee that was paid into the public art fund.
PLANNING COMMISSION REPORT — Lindsay Holt
Mr. Stendell reported that a micro -brewery opened on
Country Club Drive and Washington Street.
Two dispensaries opened — one on Deep Canyon Road and
Highway 111 and one near Washington Street and Country
Club Drive.
1,100 homes were approved adjacent to the two Universities
near Cook Street.
ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
— John Vuksic
Mr. Vuksic reported that the ARC approved Denny's
Restaurant that will be located on Washington Street and
Avenue of the States.
Two industrial buildings on Cook Street were approved.
Chase Bank, where Denny's used to be near Westfield Mall,
was continued.
Final working drawings for The Leaf (high end dispensary)
that will be located on El Paseo, were approved.

A new store front design for Gucci that is moving to The
Gardens on El Paseo was approved.
VI. CONSENT ITEMS HELD OVER
NONE
VII. NEW BUSINESS
A. APPROVE SPONSORSHIP IN AN AMOUNT UP TO $7,500
FROM THE PUBLIC ART FUND FOR THE LOVE ACROSS
THE USA MURAL PROJECT BY OLEK
Ms. Lawrence stated that Debra Mumm of CREATE Center
for the Arts approached the City regarding a partnership of
Olek's Love Across the USA mural project. The project will
consist of a crocheted mural of a portrait of Minerva
Hamilton Hoyt who worked with the government to protect
Joshua Tree National Monument, Death Valley National
Park, and the Anza-Borrego Desert State Park. CREATE
Center for the Arts will hold mini workshops for community
members who will crochet sections of the mural. Once the
mural sections are completed, Olek will return to assemble
the sections and install the mural at City Hall the first week in
April and it will remain on display for a few months. Ms.
Lawrence showed a video of Olek. Ms. Mumm stated that
she is excited to have this project in Palm Desert. The City
will create a wood structure that will support the mural and
will be placed in front of City Hall. The mural will be 12 '/2
foot by 29 '/2 foot. Ms. Mumm stated that she is looking for
another location in Palm Desert as there is a possibility that
the mural may return to this area and be displayed again.
Ms. Mumm stated that Olek will be in the desert on January
22 to give a talk. The Commission asked to see the design
before it recommended approval. Ms. Mumm stated that the
Commission's approval would be based on Olek's existing
works. Chairperson Boren asked that the mural be on
display for three months. There was discussion from the
Commission to include the quote, "Apostle of the Cacti" on
the mural.
Commissioner Adney moved to approve the
sponsorship in the amount of $7,500.00 for Olek's Love Across
the USA mural project for 60 days and to include the quote,
"Apostle of the Cacti". Motion was seconded by
Commissioner Campbell and carried 4-0-2 with Adney, Boren,

Campbell, and Miller voting AYE with Commissioners Darby
and Hough ABSENT.
VIII. CONTINUED BUSINESS
Minutes of the regular meeting of September 18, 2018.
Commissioner Adney moved to continue the minutes of
the regular meeting of September 18, 2018. Motion was
seconded by Commissioner Miller and carried 4-0-2 with
Adney, Boren, Campbell, and Miller voting AYE with
Commissioners Darby and Hough ABSENT.
IX. OLD BUSINESS
NONE
X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Lawrence stated that Sun City Palm Desert Printmakers
are on exhibit in the Gallery and the opening reception is
Monday, January 14, at 5:30 p.m. Ms. Lawrence reported
that the Student Art and Essay Contest will follow.
Ms. Lawrence will send out the Gallery Call for Artists in
January.
B. Docent Tours
Ms. Lawrence reported that the docents have been trained
on the art and artists that are in the 2019/2020 El Paseo
Sculpture Exhibition and are ready to give tours.
Ms. Lawrence reported that the next docent guided tour is of
the 2019/2020 El Paseo Sculpture Exhibition on January 5 at
9:00 a.m.
C. Documentary Film Series
Ms. Lawrence stated that all of the films have been finalized.
The films/dates are as follows. January 17 - Desert X. Land
Art at the Edge of the City, February 21 - Eames: The
Architect and the Painter, March 21 — As Is by Nick Cave;
and April 25 - Herb and Dorothy 50 X 50. The films are held

at UCR beginning at 6:00 p.m. Ms. Lawrence is finalizing
the speakers for the films.
D. First Weekend
Ms. Lawrence reported that the January 5, First Weekend
event is the Live Well Festival at the Civic Center Park.
Also, Friends of the Desert Mountains will hold a Desert
Mountains Art Fair at the Santa Rosa and San Jacinto
National Monument Visitor Center.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Lawrence reported that the three murals at the Aquatic
Center have been completed and she presented photos of
the project. The Commission discussed the possibility of
having an article about the murals in the BrightSide. Ms.
Lawrence will talk to David Hermann about it.
Ms. Lawrence reported that she is working with the Desert X
staff on a couple of projects. The exhibition period for
Desert X is February 9 through April 21. Homme Adams
Park and the site where Phillip Smith's piece at Gerald Ford
and Cook was during the last exhibition are being
considered as possible locations. There is a small location
near the Chamber of Commerce, as well as near the Santa
Rosa & San Jacinto Mountains Monument Visitor Center,
and the Union Bank parking lot on El Paseo.
Ms. Lawrence reported that she is working with the Palm
Desert Sister Cities Foundation to bring a traveling exhibit
called International Young Artist and Author Showcase to the
Palm Desert Library Community Room that includes
submissions from youth around the world.
Ms. Lawrence reported that 17 of the 18 sculptures for the
2019/2020 El Paseo Sculpture Exhibition have been
installed. One of the sculptures was damaged at the artist's
studio and staff allowed him additional time to repair it and
will deliver the sculpture in January.
The dedication of the 2019/2020 El Paseo Sculpture
Exhibition will be held on Tuesday, January 29 at The
Gardens on El Paseo at 10:00 a.m.

Ms. Glickman presented the Americans for the Arts Year in
Review.
B. COMMISSION REPORTS
Chairperson Boren inquired about collaborating between the
City's docents and the Palm Springs Art Museum in Palm
Desert. She would like the Courtesy Carts to continue their
route beyond the El Paseo Exhibition and include the
sculptures in the Sculpture Garden as part of the tour. There
was discussion from staff that the Courtesy Carts must stay
within Portola Avenue and Highway 74. Chairperson Boren
will talk to staff to see if there are other alternatives to
educate the Courtesy Cart drivers on the artwork at the
Museum.
XII. ADJOURNMENT
Chairperson Boren adjourned the meeting at 10:40 a.m.
