REQUEST: Consideration of Approval of Music in the Air by Mario Pikus as the
Public Art Component for Palm Desert Garage Town
Recommendation
By Minute Motion, approve Music in the Air by Mario Pikus as the public
art component for Palm Desert Garage Town located at 73660 Dinah
Shore Drive, Palm Desert.
Commission Recommendation
At its meeting of May 8, 2019, the Art in Public Places (AIPP) Commission
recommended approval of Music in the Air by Mario Pikus as the public art component
for Palm Desert Garage Town with a 6-1-0 vote with Commissioner Boren absent.
Strateqic Plan Obiective
The installation of public art creates a better community for residents and visitors to
Palm Desert. This concept is in line with the Arts & Culture Mini -Vision of the 2013-2033
Strategic Plan, Envision Palm Desert— Forward Together which states:
"Arts and culture give a community its soul. Palm Desert is the cultural core of
the Coachella Valley. Cultural tourism drives economic growth in Palm
Desert. The community is host to internationally recognized cultural events
that bring significant economic benefits to the City. Palm Desert is a leader in
arts education, ensuring a well-rounded population that possesses high levels
of creativity and critical thinking skills."
Discussion
Palm Desert Garage Town has selected Music in the Air by Mario Pikus as the public
art component for the project. Mario Pikus is a well -established artist whose sculptures
have been included in two separate El Paseo Sculpture Exhibitions. In fact, Music in the
Air is currently part of the 2019/2020 El Paseo Sculpture Exhibition. The sculpture will
be acquired by direct purchase from the artist's representative and installed in front of
the project's main building as depicted on the attached map.

Per the contract with Mario Pikus for the exhibition, "at the time of removal, a
comparable artwork in scale and medium that has been approved by the City must be
installed on the empty site." Staff was sent photos of two replacement options by the
artist's representative, both of which were not aesthetically appealing to the Art in Public
Places Commission. As such, the Commission directed staff to contact one of the
2019/2020 El Paseo Sculpture Exhibition alternates that had previously been approved
by the Commission and the City Council to see if he had an acceptable replacement.
Staff contacted artist Jimmy Descant and was able to secure a replacement that was
approved by the Commission at its meeting of May 8, 2019. (Please note: replacement
of the sculpture will come forward for the City Council's consideration under separate
staff report).
Additionally, Mario Pikus' representative has agreed to reimburse the City for the
remaining months of his honoraria as part of the 2019/2020 El Paseo Sculpture
Exhibition. Detailed information will be included in the staff report for replacement of the
sculpture.
Fiscal Analvsis
Palm Desert Garage Town paid $24,000 into the Art in Public Places Fund, and the cost
of the proposed sculpture is $15,000. Additional reimbursable costs will include site
preparation for the sculpture, transportation of the sculpture to the site, installation, etc.
Upon approval from the Art in Public Places Commission and the City Council, after
installation of the sculpture, Palm Desert Garage Town will be reimbursed up to $24,000
in eligible fees associated with purchase and installation of the sculpture per the AIPP
guidelines.
