REQUEST: Reject all bids presented for the 2019 Citywide Striping Project and
direct the Director of Public Works to readvertise for bids (Project
No. 564-20).
Recommendation
By Minute Motion:
Reject all bids presented for the 2019 Citywide Striping Project; and
2. Direct the Director of Public Works to readvertise for bids.
Strategic Plan
The Citywide Striping Project is an on -going maintenance activity and, as such, does not
contribute directly to the objectives of the Strategic Plan.
Background Analvsis
The 2019 Citywide Striping Project was advertised for bid in the Desert Sun on April 12,
2019 and April 18, 2019. On May 14, 2019, sealed bids were received and opened by the
Office of the City Clerk with the following results:

Following the bid opening, the highest bidder called into question whether all bidders
interpreted in the same manner a technical specification contained within the bid
documents. The technical specification is intended to improve the quality of the paint to
be used in the project. After reviewing the issue, the City Attorney found potential
ambiguity in the specifications and recommends the City Council rejects all bids presented
per Palm Desert City Code Section 3.30.100(I), revising the technical specifications, and
rebidding the project. Therefore, staff would like to readvertise the project beginning June
19, 2019, open bids on July 16, 2019, and request Council award a contract at the August
22, 2019, City Council Meeting.

Fiscal Analvsis
This project was included in the CIP Budget for Fiscal Year (FY) 2018/2019; it is an on-
going maintenance activity with no fiscal impact beyond the contract amount.
