HomeMy WebLinkAboutFY 19-20 - DWGR - Operating Expense VendorsSTAFF REPORT CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT MEETING DATE: June 13, 2019 PREPARED BY: Randy Chavez, Landscape Supervisor REQUEST: Streamline the use of vendors for the Desert Willow Golf Resort by granting an exception to the bidding requirements and approving the Operating Expense Vendors List for Fiscal Year 2019/20. Recommendation By Minute Motion: 1. Grant an exception to the bidding requirements, as provided for by Section 3.30.160 (K) of the Municipal Code, not to exceed $50,000 for any one vendor during Fiscal Year (FY) 2019/20; and 2. Approve the Desert Willow Golf Resort's Operating Expense Vendors List. Strategic Plan This is an ongoing maintenance function and as such, does not directly contribute to the objectives of the Strategic Plan. Background Analvsis Each year, Desert Willow Golf Resort (DWGR) requests approval from the City Council to use on a regular basis the vendors on the attached list, pursuant to Section 3.30.160 (K) of the Municipal Code. This section gives the authority to DWGR to obtain routine and recurring services, supplies, and maintenance using one of these vendors. The vendors on this list are used because they offer immediate accessibility, wholesale and/or discounted pricing, or they are the only local source. The approval of the list simplifies the process to purchase and acquire the services needed during events where time is of the essence. Following the best interest of the City, staff evaluates the estimate of the most readily available vendor, and if it deems the cost too high, another vendor from the list is contacted. When time is not of the essence, staff will ensure competitive pricing by obtaining and evaluating quotes from two to three vendors from the list. On May 25, 2018, staff posted at City Hall a notice inviting vendors to apply if they wish to be added to the list for FY 2019/20. The notice, along with a list of the vendors for FY 2019/20, remained in place the entire fiscal year. June 13, 2019 - Staff Report DWGR Various Operating Expense Vendors List Page 2 of 2 A notice for FY 2020/21 replaced the previous notice on May 30, 2019, and will remain posted for the entire fiscal year, so potential vendors can apply for next year's approval.
