Aryan, Risk Manager REQUEST: Approval of a Human Resources and Risk Management Vendors List for authorized vendors and service providers in FY 2019/20. Recommendation By Minute Motion: 1. Approve and authorize staff to use vendors on the Human Resources and Risk Management Authorized Vendors and Service Providers List for FY 2019/20; and 2. Approve exception to purchasing requirements as provided by Sections 3.30.100, 3.30.120, 3.30.130, and 3.30.140 of the Palm Desert Municipal Code for Fiscal Year 2019/20. Strateoic Plan Obiective This item is not related specifically to the Palm Desert Strategic Plan; however, some of the services provided do indirectly assist in implementing the Plan's goals. For example, staff development is one of the services indicated. Engaging and educating staff on current trends and best practices benefits the City's overall mission and fosters creativity and innovation. Background The Human Resources and Risk Management Departments utilize a small group of vendors and service providers on a regular or as -needed basis. The vendors identified on the attached list are by their nature unique, as noted, and staff is requesting an exemption from regular bidding procedures for these professional services and supplies. In the case of medical providers, toxic substance testing, and facility restoration services, these services are generally used on an emergency basis. Due to set-up charges involved with the City's proprietary artwork (i.e. City seal and logo), it is not cost effective to bid custom recognition items each year (e.g. service award pins, business card and custom recognition items) from the identified vendors. Staff receives bids for these items every two to three years. Staff Report: Approve Human Resources/Risk Management Vendor List June 27, 2019 Page 2 of 2 Approval of the attached vendors list will simplify the purchasing process for certain materials and professional services, especially emergency services, for which bidding is not practical. Therefore, staff respectfully requests an exception to the standard purchasing procedures as outlined in the Palm Desert Municipal Code (Sections 3.30.100, 3.30.120, 3.30.130, and 3.30.140). Purchases and/or services valued at more than $50,000 will follow the standard procedure for procurement, except for emergency restoration items that are likely covered under the City's property insurance program. Fiscal Analvsis With the exception of emergency restoration and/or air quality testing services, these expenditures are included in the FY 2019/20 budget. There is no additional fiscal impact beyond what was presented to the City Council at a City Budget Study Session earlier this year. LEGAL REVIEW DEPT.
