CALL TO ORDER
Gregory Ballard, Housing Commission Chair, convened the meeting at 3:30 p.m.

A. MINUTES of the Housing Commission meeting of April 10, 2019.
Motion was made by Commissioner Melody Morrison to approve the
minutes of the Housing Commission meeting of April 10th, 2019.
Motion was seconded by Commissioner Jann Buller and carried by 6-0
vote (AYES: Buller, Guinaw, Katz, Mireles, Morrison, and Ballard;
NOES: none; ABSENT: Ault).

V. NEW BUSINESS
A. Award of Contract to Liberty Landscape
Randy Chavez, Landscape Supervisor, stated that in previous years, the
landscape maintenance contract was awarded to the lowest bidder. In this
instance, the solicitation process was evaluated based on performance. A
selection committee that included two Project Managers and a Capital
Improvement Project Specialist reviewed the proposals and ranked them
based on man power, equipment, additional work costs and other factors.
Liberty Landscaping scored the highest.
Commissioner Melody Morrison asked if Liberty Landscaping's performance
was based on their past experience maintaining at the rental properties.
Mr. Chavez stated that the committee purposely did not have a landscape
staff member that oversees the rental landscape contract for the properties
as part of the selection committee. The committee reviewed references,
resources, equipment being proposed, and costs and found that Liberty
ranked the highest.
Motion was made by Commissioner Dennis Guinaw to forward the
recommendation to the Housing Authority to Authorize the Award of
Contract No. HA38270 to Liberty Landscaping, Inc. for landscape
maintenance services at the Palm Desert Housing Authority
properties, Landscape Maintenance Area 3 (LMA 3), in an annual
amount of $334,500 for contract services and an annual not -to -exceed
amount of $85,000 for extra work (Project No. 903-20) Motion was
seconded by Commissioner Juan Mireles and carried by 6-0 vote
(AYES: Buller, Guinaw, Katz, Mireles, Morrison, and Ballard; NOES:
none; ABSENT: Ault).
B. Lowe's Home Centers, Inc./Home Depot U.S.A, Inc./HD Supply Facilities
Maintenance at the Palm Desert Housing Rental Properties
Jessica Gonzales summarized the staff report.
Commissioner Melody Morrison commented that HD Supply Facilities is
owned by Home Depot and asked if their monies are combined because
they share supplies.
Mrs. Gonzales responded that Home Depot specializes in commercial
supplies wherein HD Supply provides commercial supplies also but different
types of variations.

Teresa Vakili added that HD Supply Facilities Maintenance is a different
division from Home Depot and specialize in industry supplies for apartments
such as fans, appliances, etc.
Mrs. Gonzales stated that Home Depot, which is close proximity to Palm
Desert, is used mostly to obtain supplies that may be required on the
same day.
Motion was made by Commissioner Juan Mireles to forward the
recommendation to the Housing Authority to Authorize the use of
Lowe's Home Centers, Inc., Home Depot U.S.A., Inc., and HD Supply
Facilities Maintenance for Purchase of Materials, Supplies and
Appliances for FY 2019/2020 Motion was seconded by Commissioner
Greg Ballard and carried by 6-0 vote (AYES: Buller, Guinaw, Katz,
Mireles, Morrison, and Ballard; NOES: none; ABSENT: Ault).

SUCCESSOR AGENCY TO THE
HOUSING AUTHORITY AGENDA
A memo summarizing an agenda item that will be reviewed at the May 9tn
2019 City Council meeting related to housing was provided to the
Commission as informational.
Jessica Gonzales stated that Allied Affordable Housing, LLC wish to extend
their lease and entitlements for the proposed Arc Village project located on
a housing authority property.
Councilmember Liaison Kathleen Kelly stated that the proposed
development is located behind Desert Arc adjacent to Las Serenas. The
developer has had difficulties obtaining the requisite funds to do the
project, however, it seems now like they may have found an additional
funding source to apply.
Commissioner Greg Ballard asked if this project will be a prevailing wage
project.

Mrs. Gonzales replied that because monies from the low/moderate fund
were used for the project it prompts the prevailing wage requirement. The
project is being proposed as a 36-unit residential community 100%
affordable and will be a separate complex from the Las Serenas
community.
C. RPM Company Monthly Reports for March
• Monthly Occupancy Status Report
• Report #1 - Monthly Occupancy and Average Rent Statement
• Report #2 - Monthly Net Operating Income Statements
The Commission reviewed the Reports for March.
Teresa Vakili reported that the properties are 98.9% occupied. Staff
completed 93 re -certifications, contacted 518 applicants from the interest
list, and added 257 new applicants to the interest list.
Councilmember Liaison Kathleen Kelly asked about the number of
occupants in the rental units.
Mrs. Vakili replied that a demographic report was recently completed and
would be happy to bring the report to the Commission for review at the next
meeting.
Commissioner Jann Buller asked about the Smoking Policy's progress.
Mrs. Vakili reported that the residents are putting the efforts to comply,
however, there were residents that were served Notices. At one of the
larger complexes known as One Quail Place, families complained about
the designated smoking area near the pool. She noted that it may become
an issue which may result in moving the designated smoking area to
another location.
Commissioner Arthur Katz inquired on the reason why some complexes
have designated smoking areas, other than the size of the complex.
Mrs. Vakili stated that there is a requirement in place where smoking areas
have to be 25 feet away from the buildings. Only two properties that have
151 plus units, One Quail Place and Las Serenas, met those requirements.
Councilmember Liaison Kathleen Kelly added that the Housing
Commission initially recommended to convert all properties to 100%
smoke -free however, the Council offered an alternative to keep designated
smoking areas at the two larger properties. This would offer residents and

prospective residents' options of complexes where there are designated
smoking areas in place.
D. HOUSING AUTHORITY PROPERTIES UPDATE
An update on the Housing Authority Properties was provided to the
Commission for review (April)
Teresa Vakili summarized the report highlighting that staff completed 448
service requests.
Commissioner Gregory Ballard asked about any issues that may arise
during the hot summer months.
Mrs. Vakili responded that HVAC service requests are significantly high
during the summer months. Southern California's Edison Energy Program
has been active in replacing AC's, 10 years and older, prior to breaking
down at a low cost of $500 per AC.
F. Authority Home Improvement Program (HIP) Update (Jessica)

Jessica Gonzales reported that inquiries about the Program have
been less. Homeowners are typically referred to other programs
such as the Energy Savings Assistance Programs where they pay
a minimal cost and do not have to lien their properties.

Discussion regarding scheduling a regular Wednesday meeting.
Jessica Gonzales stated that she did not receive input, objections, and/or
conflicts from Commission members regarding moving the meeting to a

different Wednesday of the month; the fourth Wednesday was mentioned
as being a conflict.
Based on the City's Conference Room Calendar, the best option suitable
for a Housing Commission meeting is the first Wednesday of the month.
With Commission's concurrence, staff will add an item to the June's
Agenda for the Commission's consideration and for recommendation to the
Housing Authority to change the Housing Commission meeting to the first
Wednesday of the month. Once approved, the first meeting may take place
in July of 2019 or at the beginning of next year.
At this time, Jessica Gonzales stated that she contacted the Coachella
Valley Housing Coalition ("CVHC") regarding their annual housing tours.
They offer a western region tour during the spring that took place last
week. They will be offering an eastern region tour sometime in the fall that
will cover properties in Coachella and Mecca. Jessica asked the members
to send her an email if they are interested in the eastern tour so she may
forward their contact information to CVHC.
Councilmember Liaison Kathleen Kelly added that she attended both tours
and found both interesting.
IX. ADJOURNMENT
With Commission concurrence, Chair Ballard adjourned the meeting at 4:00 p.m.
to June 12t" 2019.
