A. MINUTES of the December 5, 2016, Palm Desert Youth Committee meeting
Upon a motion by Member Johnson, second by Member Berenbaum, and a 11-0-1 vote
of the Youth Committee, (AYES: Berenbaum, Chang, Cho, Dan, Fitzpatrick, Haile, Johnson, C.
Kim, L. Kim, Shaw and Wood; NOES: None; ABSTENTIONS: None; ABSENT: Lauer, the
December 5, 2016, Minutes were approved as presented.
VI. NEW BUSINESS
A. APPOINTMENT of Member to lead the Pledge of Allegiance and provide an
update on Youth Committee activities at the January 26, 2017, City Council
Meeting.
Upon consensus by the Committee, Member Frary was appointed to lead the Pledge of
Allegiance and provide an update on Youth Committee activities at the January 26, 2017 City
Council Meeting.
B. Staff presented a "No -Idling Zone" program to decrease air pollution around Palm
Desert schools.
Upon consensus by the Committee, members were in favor of the project and a sign-up
sheet for a sub -committee was circulated.

Mayor Harnik discussed the City Council's recent review of allowing drive -
through restaurants in Palm Desert; discussed the success of the Desert X sculpture
exhibition; informed the Committee of the CV Link meeting that will be held in the Palm
Desert City Council Chamber on May 15, 2017 at 6:00 p.m. and invited them to attend.

Mayor Harnik presented Ms. Ahmad with a thank you gift for her years of service on
the Youth Committee.
Janine Judy, Event Chair, presented information on the Relay For Life (RFL) event on
October 7, 2017 and invited members to join the RFL planning committee.

Ms. Glickman discussed holding a meeting on this topic over the summer and
passed around a sign-up sheet.

Ms. Glickman is working with the Joslyn Center to determine dates for summer
workshops and will update Youth Committee members over the summer.

IX. REPORTS AND REMARKS
A. COUNCIL MEMBERS
Mayor Harnik presented information from the Southern California Association
of Government's General Assembly held in Palm Desert in May. One of the
big takeaways for her was a presentation on the progress of autonomous
vehicles.
She presented information from the International Conference of Shopping
Centers where she learned about "big data" and parking geo-fencing.
She reported that the Environmental Impact report for the CV Link was
approved by the Coachella Valley Association of Governments Executive
Committee and the CV Link in Cathedral City has already broken ground.
A Youth Committee Member inquired as to the Mayor's announcement that she
will be running for Riverside County Supervisor and Mayor Harnik
acknowledged that she would be running.
B. Legislative Review Committee
Ms. Glickman and Mayor Harnik presented to the committee Assemblymember
Evan Low's proposed bill ACA 10 which proposes to lower the voting age in
California from 18 to 17. The bill purports that lowering the voting age will
increase voter turnout and that if youths are engaged at an earlier age they will
continue to vote as they grow older. After a lengthy discussion, the Committee
and alternate members determined that they would not advise the lowering of
the voting age by an informal vote of 14 opposed and 2 in favor.

Janine Judy presented on and invited the Youth Committee members to
volunteer for the Relay For Life on Saturday, October 7, 2017 in the Civic
Center Park. A sign-up sheet was circulated.
B. YMCA of the Desert — Y Be Fit Desert Challenge
Rob Ballew presented on and invited the Youth Committee members to
volunteer for the YMCA's Y Be Fit Desert Challenge event on Sunday,
October 1, 2017 in the Civic Center Park. A sign-up sheet was circulated.
C. Palm Desert Chamber of Commerce — Golf Cart Parade
Rob Ballew presented on and invited the Youth Committee members to
volunteer for the Golf Cart Parade on Sunday, October 29, 2017. A sign-up
sheet was circulated.
D. Discussion of Administrative Services — Lori Carney, Dir. of Administrative
Services
Ms. Carney talked with the Committee about her role at the City and
presented information on how to prepare for a job/college interview.

SEPTEMBER 11, 2017
Upon a motion by Member Frary, second by Member Berenbaum and carried by
a unanimous vote by the Youth Committee, Member Chang was elected to serve as
Youth Committee Chair for the 2017/18 school year.

Members Ross, Berenbaum, Johnson, C. Kim, L. Kim, Shaw, and Wood were
nominated. Members Shaw and Wood withdrew their nominations. Members

The summer workshop went well and the Joslyn Center would like to

Ms. Glickman reminded the Committee members that if they volunteer to assist

let them know.
Ms. Glickman proposed changing the meeting day from the first Monday of the
month at 6:00 p.m. to the second Monday of the month at 6:00 p.m. due to
numerous conflicts in the schedule. This item will be placed on the November
agenda for a vote.
The YMCA sent staff a note thanking the Youth Committee for their service at
Y-Be Fit.

A. Relay For Life — American Cancer Society Fundraising Event
Staff presented a Thank You card from Janine Judy, Event Chair for the 2017
Relay For Life event, expressing her extreme gratitude to the members who
volunteered their time for their annual event.
B. Desert X Presentation — Marianne Falk
Ms. Falk presented information on the 2017 Desert X event and the upcoming
2019 Desert X program. She invited the Committee to get involved with the project
and passed around a sign-up sheet.

2018 Youth Committee Goals —
The Youth Committee would like to continue on its current path with no new
goals. Staff has challenged the Committee members to bring forward any new
goals they would be interested in pursuing. One member expressed an interest
in starting a community gardening program. Staff informed the Committee that
such a program already exists and will schedule the City's Landscape
Specialist to speak to the group about it at its January 2018 meeting.

The workshop went well with numerous seniors in attendance.
b. Anti -bullying Workshop — November 29, 2017
The workshop went very well and included a good deal of important
information for the Committee members. Staff will schedule a meeting
of the anti -bullying sub -committee to present at the after -school
program at Carter Elementary School.
c. Holiday Party — Lincoln After School Program — December 8, 2017 —
The party went very well this year. One Committee member
commented that it went more smoothly because musical chairs was
not played.
d. Youth Committee Presentation - Palm Desert Charter Middle School
January 18, 2018 — 4:00 p.m.
This event is being rescheduled to a date TBD.
