Palm Desert Charter Middle School's Panther 5K scheduled for Saturday, January 25, 2020; and 2. Road closures on El Paseo between Highway 74 and Portola Avenue. Strategic Plan Obiective Approval of Palm Desert Charter Middle School's 2020 Panther 5K would help address the following priority as specified in the 2013-2033 Strategic Plan, Envision Palm Desert — Forward Together: Parks and Recreation Priority 3: Make recreational and exercise opportunities available in all public spaces. Discussion Palm Desert Charter Middle School (PDCMS) is requesting to hold their 8t" annual Panther 5K on Saturday, January 25, 2020, utilizing the City's certified course on El Paseo with road closures between Highway 74 and Portola Avenue. Over the past 7 year's the Panther 5K has successful raised $110,000 for the school while encouraging adults, kids, and families to participate in a healthy activity. As a refresher, at its meeting of April 25, 2013, City Council approved a total of six events that require road closures on El Paseo annually, and, in 2014, City Council approved the PDCMS Panther 5K as one of these six events. Traditionally this event has been held on a Sunday and for the five years that the event has been held on El Paseo, there have been no complaints from the merchants about the event as PDCMS is usually cleaned up and off the street by 10:30 a.m. when a majority of the stores open. This year PDCMS is looking to host their event on a Saturday. By moving the event to a Saturday PDCMS is estimating a 33% increase in entries, which would give the school and estimated $6,200 in increased funds. PDCMS presented the proposed date change to the El Paseo Business Improvement District on June 20, 2019 and received the districts approval for 2020. STAFF REPORT APPROVAL OF PALM DESERT CHARTER MIDDLE SCHOOL'S 2020 PANTHER 5K August 22, 2019 PAGE 2 Last year, PDCMS worked with The Gardens on El Paseo management on approval to place portable restrooms, sinks, and trash/recycle bins in the El Paseo Village parking lot. They were also required to notify nearby residents on San Pablo in advance of the event. Upon approval of the 2020 event, staff will ensure that all of these conditions are met again this year. As with previous years, for safety precautions, hard closures will be utilized at all major intersections and sworn police officers will be required at designated locations along the route. It is anticipated that all roads will be open by 10:30 a.m. Fiscal Analvsis There is no direct fiscal impact to the City associated with this request. Palm Desert Charter Middle School will be responsible for all costs related to the event.
