Attached to this memorandum is an interim status report on the progress made to date. LAURI AYLAIAN CITY MANAGER LA/de Enclosure (as noted) E 3 4 5 E. 7 City of Palm Desert 2019 Goals 22 August 2019 Status Update Open the Palm Desert HUB to attract high Council approved tenant tech entrepreneurial businesses and jobs. improvement work and budget, terms for iHUB lease from landlord, and for sublease to Cal State. Landlord's request for rent increase will return to Council for consideration 8/22. Prepare a Broadband/Fiber Master Plan. This project has not yet started. Present analysis of alternatives for visitor Goal accomplished. Council has services delivery and begin work on City chosen option for development of Council's chosen option. a visitor center from shipping containers. Conceptual design underway. Produce a five-year financial forecast. Goal accomplished. Disposition and Development Agreement not yet execution. Report to be provided to City Council 8/22. 2019 Goals — 8/22/2019 Status Page 1 8 Implement E-TRAKiT for online permitting, plan review, inspections, and building records. 9 Develop and implement Build Palm Desert, a citywide program to build a high performing, high morale organization. 10 Conduct an El Paseo demonstration project of parklets and bulb -outs (based on the Gibbs Study), with consideration for including Lupine in the demonstration. 12 13 14 Develop and implement a 90-day pilot program for shared mobility devices. Use knowledge gained to evaluate/define a potential permanent program. Continue community -wide civic engagement efforts and create an ad hoc advisory committee to help guide the process. Begin construction of Phase 1 of the San Pablo corridor improvements. Complete design of President's Plaza and have project ready to bid. Software capability to be installed late fall / early winter. Development Services is determining which permit types to first provide via online transaction. System will take at least six months to 'Wring out." Goal revised to phase in over two years to allow for necessary groundwork. Specialty facilitator(s) to be selected within 60 days. Design completed for El Paseo and Larkspur and project advertised for bid, but no bids were received. Request to negotiate competitively with three firms on agenda for 8/22. Work should commence, but will not be completed, prior to Golf Cart Parade. Pilot program considered and rejected by City Council. Goal accomplished. Work of advisory committee underway and ongoing. Goal accomplished. Design revised at request of City Council in order to respond to input from merchants. Project on target to be ready to bid at end of 2019. 2019 Goals — 8/22/2019 Status Page 2 15 Begin construction of CV -Link improvements in Palm Desert. General Plan Amendment and revision to EIR will go to Council for consideration in September. Construction management contract being presented to Council 8/22. Design (managed by CVAG) lags for Painter's Path connection to Bump `n 'Grind and connection to Hovley Lane.
