REQUEST: Approval of 2019 Palm Desert Golf Cart Parade
Recommendation
By Minute Motion, approve:
1. Palm Desert Golf Cart Parade scheduled for Sunday, October 27, 2019;
2. El Paseo road closures for the event;
3. Consumption/Possession of Alcoholic Beverages on Public Property Pursuant to
Palm Desert Municipal Code 9.58.040; and
Strateaic Plan Obiective
Approval of the 2019 Palm Desert Golf Cart Parade would help address the following priorities
as specified in the 2013-2033 Strategic Plan, Envision Palm Desert - Forward Together:
- Economic Development Priority 3: Create and attract entertainment and events to
enhance and expand the Palm Desert economy and lifestyle.
- Parks and Recreation Priority 3: Make recreational and exercise opportunities
available in all public spaces.
- Tourism and Marketing Priority 2: Grow existing events and develop new events to
enhance the desirability of Palm Desert as a year round destination.
Discussion
The 55th annual Palm Desert Golf Cart Parade, is scheduled to take place on Sunday,
October 27, 2019. This year's theme is "Let the Good Times Roll". New elements being
added to the event as an effort to increase and elevate event activities and encourage
attendance will include:
- Pooch parade and classic cars leading off this year's parade.
- Classic Car Show pre -parade.
- Addition of two fenced off beer gardens along El Paseo.
Another alteration to the parade festivities this year, is a modification to the parade route and
overall layout of the event. In the past, the parade has required a road closure of EI Paseo
from Portola to Monterey Ave and a closure on Larkspur Lane. This year the parade will
minimize its road closures to only El Paseo, from Portola to Sage Lane. The change comes

as the event producer tries to minimize the impact of road closures to the businesses and
residents near El Paseo. All closures will open as soon as safely possible once the parade
ends.
Upon City Council approval, staff will work with the producer and other City departments to
ensure that an adequate traffic control plan is in place prior to the event and that advance
notification is given to residents off of Sage Lane, who will be impacted by floats at the end
of the parade. Additionally, staff will ensure that sufficient police services are provided (at the
cost of the producer) and that all insurance, inspections, and permits are in place (i.e.
encroachment, ABC, etc.)
Fiscal Analvsis
City staff has recommended the tradition of constructing a City float entry for the parade.
Funding for the City's float construction in the amount of $5,000, as well as for the City's
annual Golf Cart Parade sponsorship in the amount of $40,000 were previously approved by
the City Council as part of the FY 2019/2020 Special Events and Sponsorships budget at the
meeting of June 27, 2019.
