REQUEST: Approval of Alcohol Concessions at the 2019 Fall Concerts in the Park
Recommendation
By Minute Motion, approve:
Temporary waiver of Palm Desert Municipal Code (PDMC) section 11.01.080 W
(Possession/Consumption of Alcohol on City owned property) pursuant to PDMC
9.58.040 for the 2019 Fall Concerts in the Park.
Strategic Plan Obiective
Approval of Alcohol Concessions at the 2019 Fall Concerts in the Park does not address
priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert — Forward
Together.
Backaround Analvsis
The City of Palm Desert continues to strive for ways to enhance City produced events in order
to increase the overall enjoyment of its residents and visitors experience. Things like
increasing the number of food vendors at this year's Independence Day, which decreased
the long wait times and increased food options for those in attendance. As well as securing
notable bands, like Berlin for the free Concerts in the Park series.
As we look to a new year of Concerts in the Park, we continue to seek additional amenities
that will add to the concertgoer experience. One amenity that we would like to add is a beer
and wine garden. Concertgoers have inquired about the possibility of this amenity, as well as
a local business who is currently seeking City approvals to relocate to Palm Desert. Staff
would recommend that we do a test pilot beer garden at the Fall Concerts in the Park series
in order to evaluate this added amenity. The sale, possession, and consumption of beer and
wine would be limited to a fenced beer garden area, located east of the stage, next to the
food vendors.
If passed, Staff will partner with La Quinta Brewing Co., who is extremely experienced in
hosting and managing beer gardens, as they have partnered with other cities and local
organizations to create the same offering at other events. Staff will also work with La Quinta
Brewing Co., to ensure approval of the Palm Desert Police Department, secure a Palm Desert
business license, and the necessary permit issued by the Alcohol Beverage Control Board.

Fiscal Analvsis
In order to create the designated beer garden area, fencing and other items would need to
be rented. As part of the FY 2019/2020 budget, funds are available in Account 1104416-
4306101.
