CALL TO ORDER Vice Chairperson Boren convened the meeting at 9:00 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Approve the Minutes of the regular meeting held on May 8, 2019. Commissioner Campbell moved to approve the Minutes of May 8, 2019. Motion was seconded by Commissioner Hauer and carried 4-2-1 with Campbell, Hauer, Miller, and Myrland voting AYE with Adney and Darby ABSENT, and Boren ABSTAINING. Art in Public Places Minutes Julv 10. 2019 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Susan Marie Weber Mayor Weber reported that the City Council approved Music in the Air by Mario Pikus as the public art component for Palm Desert Garage Town as well as the approval of The Strength of the Sky by Jimmy Descant that will be included in the 2019/2020 El Paseo Sculpture Exhibition. Mayor Weber reported that she attended a meeting with the Mountains Conservancy and there was discussion that the Friends of the Desert Mountains are working on an expansion at the Visitor Center. She commented that she liked the placement of Gerald Clark Jr.'s sculpture and the possibility of having another piece of art in that area in the future. B. PLANNING COMMISSION REPORT — Lindsay Holt Mr. Stendell reported that the Wave House is still under construction. He noted that the developer informed the City at the onset of development that they wanted to create revenue from the project which would include an event site and overnight stays. The Planning Commission considered a Conditional Use Permit (CUP) to allow for that use with specific conditions (including twelve large events a year). The Planning Commission recommended to the City Council inclusion of an overlay zone to consider the uniqueness of the rehabilitation. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic No report. VI. CONSENT ITEMS HELD OVER NONE 2 Art in Public Places Minutes Julv 10, 2019 VII. NEW BUSINESS A. REQUEST FOR CONSIDERATION OF A SPONSORSHIP FROM THE PUBLIC ART FUND FOR DESERT@WARREN BY KAREN AND TONY BARONE Ms. Lawrence referred to the staff report included in the agenda packet regarding the request for consideration of a sponsorship from the public art fund for Desert@Warren by Karen and Tony Barone. Ms. Lawrence stated that the Barone's temporary exhibit that was located at the Atrium in Rancho Mirage has ended. The Barones were looking for a different location to exhibit a new Desert@Warren and staff suggested the northwest corner of Town Center Way and Highway 111 in front of the Whole Food parking lot. Nine concrete pads would be poured to accommodate nine individual bunny sculptures that would remain on display for one year. The artists would work with the property owner and be responsible for liability insurance and maintenance of the sculptures. The artists are requesting a sponsorship in an amount up to $10,500 which includes the installation and removal of the concrete pads. Upon question by Commissioner Boren, staff would have to ask the property owner if the pads could remain on the property for future placement of sculptures. The pads will include solar lighting. It was the concurrence of the Commission to have the sculptures installed by October at the above mentioned location for one year. Commissioner Campbell moved to approve the sponsorship from the public art fund for Desert@warren by Karen and Tony Barone. Motion was seconded by Commissioner Myrland and carried 5-0-2 with Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Adney and Darby ABSENT. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE 3 Art in Public Places Minutes Julv 10, 2019 X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Lawrence reported that Hiroko Momii's exhibit will be on display from July 5 to September 6. The opening was July 8 and was well received. Robert Bergazyn's exhibit of photographs will open September 13 with the reception on Monday, September 23. B. Docent Tours Ms. Lawrence reported that she is going to meet with one of the more experienced docents to help recruit additional docents and set up a training schedule. The next docent led tour will be of the 2019/2020 El Paseo Sculpture Exhibition on Saturday, September 7. C. 2019/2020 El Paseo Sculpture Exhibition The Strength of the Sky by Jimmy Descant will be installed on Pad 3 on July 11. Music in the Airwill be moved to Palm Desert Garage Town to fulfill the public art component for the project. XI. REPORTS AND REMARKS A. STAFF Ms. Lawrence reported that Olek's Love Across the USA mural was removed from the outside of the Council Chamber on July 9 and may be installed for display in Joshua Tree National Park. Ms. Lawrence stated that she received the Year in Review from the Americans for the Arts Conference and would present it at a future meeting. Ms. Lawrence stated that David Hermann will present the Civic Engagement Program to the Commission at its September meeting. 4 Art in Public Places Minutes July 10, 2019 B. COMMISSION REPORTS Commissioner Myrland asked about the City's public art maintenance program; specifically, Fat Happy that is located at the bus shelter on Highway 111 and San Luis Rey. Ms. Lawrence stated that Same Day Express is the contractor that maintains the City's public art collection. The contract includes cleaning and waxing each sculpture twice a year and minor repairs as needed. The contract also includes the maintenance of the El Paseo Sculpture Exhibition two to three times a month. Additionally, the contractor responds to staff immediately when there are vandalism and graffiti issues. Commissioner Myrland reported that she finished writing two articles about Flat Black Art Supply at the Westfield mall. They hold art labs on Sunday afternoons from 1 — 3. A fee of $10.00 includes art supplies, instruction, and assistance from artists. Commissioner Boren reported that Mayor Weber, Ms. Lawrence, Commissioner Adney, and she met with Thomas Wooten and Melissa Kimble from the Palm Springs Art Museum in Palm Desert regarding better communication and interaction between the City and Museum. There was discussion on how to better use the Galen for City events, activities, programming, better signage, etc. Ms. Lawrence stated that Thomas Wooten is available to periodically attend the Art in Public Places Commission meetings to give an update on activities that are taking place at the Museum. There was discussion to open more dialog between the City and the Museum. They discussed the possibility of having a museum staff member attend the City Council meetings on a quarterly basis and provide an oral or written report of the Museum's activities.
