Report for August 2019.

Background
The City of Palm Desert and Indian Wells have contracted for a shared Emergency
Services Coordinator, via a contract with the Riverside County Emergency Management
Department. This position oversees many areas including, but not limited to, emergency
planning, staff training, community outreach, coordinating exercises, grant
management, emergency response, and post -event recovery. The attached report
provides details on the Coordinator's activities for the month of August 2019.
Fiscal Analvsis
No fiscal impact is associated with this item. Please note that for FY 2019/20, the City
budgeted $78,019 for its share of these contracted services. Staff also pursues an
annual Federal matching grant to offset a portion of these costs.

In support of the City of Palm Desert's, Emergency Preparedness Program, I engaged in, or
completed, the following activities during the reporting period:
Community Outreach:
o Served as a panelist for the Palm Desert Area Chamber of Commerce "Business
Breakfast Panel discussion on Earthquake Preparedness" at Desert Willow
o Completed instructor training on the BuIIEX fire pan simulator in preparation for the
City's November Community Emergency Response Training (CERT)
o Attended a community meeting coordinated by the Citizens on Patrol (COPs) and the
Coachella Valley Disaster Preparedness Network (CVDPN) regarding "earthquake
preparedness" in Palm Desert
o Procured new AED batteries and coordinated with Fire to ensure the AEDs located at
Desert Willow are operational and properly maintained
o Coordinating with City staff to hold a CERT "Refresher" course
City Internal Activities:
o Finalized new Emergency Handbook for City staff and posted Handbook to the City's
Intranet, hard copies will be bound and distributed to City staff
o In conjunction with the vendor, completed training for City staff on the newly installed
Emergency Mass Notification System also known as "Activate"
■ Conducted a test notification on 8/14/19 and sent out a follow up survey for staff
to report issues or concerns
o Coordinated a conference call with FEMA's Project Manager to help assist the City with
reimbursement related to the Feb. 14th 2019 storm event
o In conjunction with City facilities, procured AED signage to increase the visibility of the
devices located at City Hall
o Packaged and returned five (5) old AED units to vendor for reimbursement credit on
new units
o Coordinating with City Emergency Team Leads to complete their Office Emergency
Plan/Worksheets (OEPs)
o Coordinated with Clerk's office to have a Mayoral proclamation having the month of
September recognized as "National Preparedness Month"
• EOC Activities:
o Completed a FEMA recognized 8 hour in -person Train Derailment and Hazardous
Materials Identification course, the content of the course is directly relevant to the City of
Palm Desert EOC, as Union Pacific rail traverses the City boundary
o Completed 8 hr. Emergency Vehicle Operations Course for Mobile EOC
o Investigating options to establish monthly service for the City's Satellite Phone
o Working with facilities to make functional improvements to EOC

Future Activities:
o Work with City staff to finalize a CERT Refresher and coordinate a potential Teen CERT
offering
o Explore ways to enhance the City's emergency preparedness website
o Update the City's Emergency Operations Plan (EOP)
o Refresh emergency supplies in EOC and at the Corporate Yard
o Prepare for November 2019 CERT class
o Prepare for Great Shakeout drill in October
