ROLL CALL Present IV. CONSENT CALENDAR Approve the Minutes of the regular meeting held on July 10, 2019. Commissioner Campbell moved to approve the Minutes of July 10, 2019. Motion was seconded by Commissioner Miller and carried 6-0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Darby ABSENT. Art in Public Places Minutes September 11, 2019 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Susan Marie Weber No report. B. PLANNING COMMISSION REPORT — Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported the following actions from the ARC meetings. Plans for the La Quinta Brewing Company near the DMV on Technology Drive were continued. An 8,000 square foot building for a restaurant called Maple and Mimosas at University Village was approved. Reviewed final construction drawings for a three story assisted living project on Portola Avenue and Country Club Drive. Plans for Chick-fil-A near Monterey Avenue and Dinah Shore Drive were continued. The proposal for a remodel at the Palms to Pines shopping center for two buildings at the west end were continued. D. PRESENTATION OF CIVIC ENGAGEMENT PROGRAM — David Hermann Mr. Hermann circulated an Enhancing Civic Engagement in the City of Palm Desert packet and gave a presentation. VI. CONSENT ITEMS HELD OVER NONE 2 Art in Public Places Minutes September 11, 2019 VII. NEW BUSINESS A. SELECT AND APPROVE A TITLE FOR THE 2020 STUDENT ART AND ESSAY CONTEST After much discussion, it was the concurrence of the Commission that the title for the 2020 Student Art and Essay Contest would be, This Makes Me Smile.... Commissioner Campbell moved to approve, This Makes Me Smile... as the title for the 2020 Student Art and Essay Contest. Motion was seconded by Commissioner Adney and carried 6-0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myriand voting AYE with Darby ABSENT. B. RECEIVE AND FILE INFORMATIONAL REPORT OF PROPOSED SCULPTURES MAIZ GODDESS, STANDING FIGURE, AND BIG SKULL AND HORN IN TWO PARTS IV FOR DISPLAY IN THE FAYE SARKOWSKY SCULPTURE GARDEN AT THE PALM SPRINGS ART MUSEUM IN PALM DESERT LOCATED AT 72567 HIGHWAY 111 Ms. Lawrence explained that the lease agreement between the City of Palm Desert and the Palm Springs Art Museum in Palm Desert states that the City is to pay for up to twenty honorariums for sculptures that are installed at the Museum. Once those twenty honorariums are fulfilled, the City will no longer be responsible to pay for honorariums for the sculptures at the Museum. To -date, the City has paid for eleven honorariums. Ms. Lawrence reminded the Commissioners that when Mayor Weber, Ms. Lawrence, and Commissioners Adney and Boren met with staff at the Museum, it was decided that Thomas Wooten would attend the AIPP Commission and the City Council meetings quarterly to give a report of the activities at the Museum. There was concern from the Commissioners that the Museum does not acknowledge publicly that the City sponsors the Museum. Commissioner Adney moved to receive and file the informational report of proposed sculptures Maiz Goddess by Erwin Binder, Standing Figure by John Buck, and Big Skull and Horn in Two Parts IV by Jack Zajac for display in the Faye 3 Art in Public Places Minutes September 11, 2019 Sarkowsky Sculpture Garden at the Palm Springs Art Museum in Palm Desert located at 72567 Highway 111. Motion was seconded by Commissioner Campbell and carried 6-0-1 with Adney, Boren, Campbell, Hauer, Miller, and Myrland voting AYE with Darby ABSENT. Vlll. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Lawrence reported that Hiroko Momii's exhibit closed on September 6, and was well received. Robert Bergazyn's photographs have been installed in the gallery. The gallery opening will be held on Monday, September 23 from 5:30 to 7:00 p.m. The next exhibit will open on November 22 with Darleen Wilkerson's batik artwork. C. Docent Tours Ms. Lawrence reported that the first tour of the season was held on Saturday, September 7 of the El Paseo Sculpture Exhibition with two people in attendance. Ms. Lawrence reported that there is an article in the BrightSide to recruit docents for the City's docent program. The deadline to submit applications is September 20. One of the current docents will assist in interviewing and training the new docents. The upcoming First Weekend docent tour will be on Saturday, October 5, at the Library. It was suggested that the docents be trained on the sculptures at the Museum to encourage people to visit the Museum and learn about those sculptures as well. El Art in Public Places Minutes September 11, 2019 C. 2019/2020 El Paseo Sculpture Exhibition The Strength of the Sky by Jimmy Descant was installed on July 11, on Pad 3. Music in the Air by Mario Pikus was moved to Palm Desert Garage Town to fulfill the public art component for the project. Ms. Lawrence circulated the new 2019/2020 El Paseo Sculpture Exhibition rack cards to the Commissioners. XI. REPORTS AND REMARKS A. STAFF Ms. Lawrence stated that Mayor Weber agreed to issue a proclamation to declare October as National Arts & Humanities Month and will be presented at the October 10, City Council meeting at 4:00 p.m. The Commissioners are encouraged to attend the City Council meeting to accept the proclamation. Ms. Lawrence gave an update on the sponsorship for the Barone's sculptures. Staff is continuing to work with them regarding the required permits, insurance, etc. Footings may be set for the individual sculptures instead of pouring concrete pads. The sculptures should be installed by November 1. Ms. Lawrence reported that staff is working on a new public art map. Ms. Lawrence stated that the Commission should be able to take a field trip to San Pablo in January to review the placement of the artwork at the roundabout. Ms. Lawrence presented the Americans for the Arts Year in Review. B. COMMISSION REPORTS None 5 Art in Public Places Minutes September 11, 2019 XII.
