Recommendation By Minute Motion, authorize staff to issue a Call for Entries seeking artists for the 2021/2022 El Paseo Sculpture Exhibition. Commission Recommendation At its regularly scheduled October 9, 2019 meeting, the Art in Public Places Commission voted unanimously to curate the 2021/2022 El Paseo Sculpture Exhibition. Strateqic Plan Obiective Palm Desert's public art program, particularly the El Paseo Sculpture Exhibition, creates a better community for residents and visitors to Palm Desert. This concept is in line with the Arts & Culture Mini -Vision of the 2013-2033 Strategic Plan, Envision Palm Desert — Forward Togetherwhich states: "Arts and culture give a community its soul. Palm Desert is the cultural core of the Coachella Valley. Cultural tourism drives economic growth in Palm Desert. The community is host to internationally recognized cultural events that bring significant economic benefits to the City. Palm Desert is a leader in arts education, ensuring a well-rounded population that possesses high levels of creativity and critical thinking skills." Discussion Staff is requesting authorization to seek proposals for artwork to display during the 2021/2022 El Paseo Sculpture Exhibition, which is located in the median on El Paseo between Highway 74 and Portola Avenue. As with years past, all sculptures included in the exhibition will be on loan to the City for a two-year period with installation scheduled for November 2020. In order to properly plan for the 2021/2022 Exhibition, solicitation of new artwork needs to begin well in advance of the installation dates, and approval of the Call for Entries will initiate this process. October 24, 2019 - Staff Report 2021/2022 El Paseo Sculpture Exhibition Call for Entries Page 2of2 Upon receipt of the proposals, the Art in Public Places Commission will recommend 18 sculptures to be displayed on El Paseo, and up to four alternate sculptures in the event that one or more of the 18 artists are unable to participate. Staff will then come back before the City Council with the recommendation of sculptures to be included in the 2021/2022 El Paseo Sculpture Exhibition for final approval. Fiscal Analvsis At this time, authorization to issue the Call for Entries has no financial impact. Funding for the artwork honorariums, de -installation and installation costs, marketing, etc. for the 2021/2022 El Paseo Sculpture Exhibition will be requested as part of the 2020/2021 budget. The exhibition space consists of eighteen lighted concrete pads located in the median along a one and one half mile stretch of prime retail. The artwork will remain on exhibition for approximately two years, with installation tentatively planned for October - November 2020 and de -installation planned for October 2022. DEADLINE: Friday, February 21, 2020 at 11:59 p.m. MST HONORARIUM: A $5,000 honorarium will be provided for each selected artwork. Participant is responsible for delivery and pick-up of artwork per scheduled date. ELIGIBILITY: • All artists, gaRleries, museums/non-profit arts organizations, and private collectors are encouraged to apply. • Artists who have participated in the 2019/2020 El Paseo Sculpture Exhibition are not eligible to apply. TO APPLY: The required materials as stated below must be submitted electronically by midnight (MST), Friday, February 21, 2020 to www.callforentry.org. Once on the website, the RFP can be easily found by searching for public art projects in California. If you are unable to apply online, contact Amy Lawrence at 760-837-1664 or alawrence@cityofpalmdesert.org for alternate application methods. Required materials include: • A current resume or CV, including current contact information. • Up to five (5) images of proposed sculpture in jpeg format via email, CD, or flash drive. • Description of the piece including materials and dimensions. Three (3) references. ■ A maximum of two sculptures for consideration per artist. TENTATIVE TIMELINE: February 21, 2020: Applications due by midnight (MST) March 11, 2020: Selections made by Art in Public Places Commission — 18 sculptures plus up to 4 alternates April 9, 2020: City Council review and approval of selections April 13-17, 2020: Selected artists notified October 19 — November 5, 2020. Tentative dates for exhibition installation January 2021: Exhibition dedication (date to be determined) October 2022: De -installation of exhibition GUIDELINES: ■ All sculptures MUST fit on one of the existing concrete pads. Sixteen pads measure 84" x 84" with a usable corner -to -corner space of 57" x 67". A horizontal base could use the maximum 84" length of the base if its width is within the 67" dimension. One pad measures 48" x 48" and one measures 96" x 300" (8' x 25'), and could accommodate multiple pieces or one with a much larger base. • Sculptures should be no less than 8' and no more than 10' in height on their own inclusive of a base, with the exception of artwork being proposed for the 48" x 48" pad for which the artwork can only be a maximum of 5' tall. Additionally, there are a few pads that can accommodate sculptures up to 13'. • Sculptures should weigh no more than 3,000 pounds. • Sculptures should be suitable far viewing from all angles. ■ All sculptures MUST be designed with tabs or other devices that can be utilized to easily secure the artwork to the concrete pads. Pads may not be altered in any way to accommodate the artwork. ■ Power for the sculpture itself is not available on site. If the sculpture requires power then it is suggested that it include a solar component. • Artworks must be constructed of durable materials that are able to withstand the harsh weather conditions of the desert (high winds and extreme temperatures). • Sculptures must comply with all appropriate engineering requirements. SALE OF ARTWORK: • Artwork may be sold during the exhibition, but must remain onsite throughout the duration of the exhibition. • The City does not take a commission for the sale of the artwork. THE CITY OF PALM DESERT WILL PROVIDE THE FOLLOWING: • Installation and de -installation of the artworks • Exhibition advertisinglsignage • Pads/lighting/maintenance • Onsite insurance DISCLAIMER: ■ The City of Palm ❑esert reserves the right to reject any and all submittals and decline to award contracts for this project. • The City is currently exploring potential renovations to El Paseo and if this does occur it may affect the timeline of the Exhibition.
