Aryan, Risk Manager REQUEST: Receive and File Emergency Services Coordinator's Monthly Report for September 2019. Recommendation By Minute Motion, receive and file. Backqround The City of Palm Desert and Indian Wells have contracted for a shared Emergency Services Coordinator, via a contract with the Riverside County Emergency Management Department. This position oversees many areas including, but not limited to, emergency planning, staff training, community outreach, coordinating exercises, grant management, emergency response, and post -event recovery. The attached report provides details on the Coordinator's activities for the month of September 2019. Fiscal Analvsis No fiscal impact is associated with this item. Please note that for FY 2019/20, the City budgeted $78,019 for its share of these contracted services. Staff also pursues an annual Federal matching grant to offset a portion of these costs. Moore Lauri Aylaian City Attorney Director of dministrative Services Director of Finance City Manager Attachment: Emergency Services Coordinator Monthly Report (September 2019) 61MI'AT .W17-:�l Greg Papazian Service Area: City of Palm Desert PALM DESERT Division: Operations Reporting Period: Sept. 4, 2019- Oct. 3, 2019 In support of the City of Palm Desert's, Emergency Preparedness Program, I engaged in, or completed, the following activities during the reporting period: ■ Community Outreach: o Completed a CERT Refresher course on behalf of the City (photo below): o Attended the Riverside County Emergency Managers Association meeting on behalf of the City of Palm Desert Supported a MMASC event at the East County EOC for local government officials to learn more about emergency response during large disasters o Attended the Housing Commission meeting and provided information to commission members regarding earthquake preparedness o Attended Council meeting recognizing September as "National Preparedness Month" c Attended a presentation by the Coachella Valley Disaster Preparedness Network (CVDPN) on transportation infrastructure in a post -earthquake environment • City Internal Activities: In conjunction with RSO, coordinated an "Active Shooter Awareness" Training for City Staff and conducted a departmental walk through o Met with Economic Development to discuss potential opportunities surrounding post disaster recovery for small businesses in the City o Preparing for the Great Shakeout drill on Oct. 17t", City Staff will be participating and practicing earthquake protective actions, building evacuation, and staff accountability Completed three (make-up) sessions for staff in regards to the Emergency Mass Notification System installed at City Hall a Coordinated with City Emergency Team Leads to complete their Office Emergency PlanA/Vorksheets (OEPs) c Coordinating with FEMA and City staff to secure federal reimbursement for events related to the 2114 rain event County of Riverside Emergency Management ❑epartment Monthly Report: September, 2019 Page 2 of 2 ■ EOC Activities: o Participated in the Sept. Monthly Disaster Net Radio Drilt o Investigating options to establish monthly service for the City's Satellite Phone o Working with facilities to make functional improvements to EOC Future Activities: o Work with City staff to coordinate a potential Teen CERT offering and more CERT basic classes o Update the City's Emergency Operations Plan (EOP) o Refresh emergency supplies in EOC and at the Corporate Yard o Prepare for November 2019 CERT class o Prepare for Great Shakeout drill in October
