REQUEST: Approve the purchase of VxRail datacenter solution from Abtech
technologies for $284,898.01.
Recommendation
By Minute Motion, that the City Council: Approve the purchase from Abtech
Technologies of Dell hardware, switches, and services, to install and configure a
VxRail datacenter solution in the amount of $284,898.01. Funds are available in
the Equipment Replacement Fund.
Strategic Plan
Although the City's internal I.T. infrastructure is not addressed in the strategic plan, its
upgrade underlays, and is essential to, all projects and services performed by the City.
Information Technoloqv Master Plan
Server Upgrades and Consolidation is listed as Initiative 13 in the Information
Technology Master Plan adopted by the City Council on February 23, 2017. It was
rated as a high priority by the I.T. Steering Committee.
Executive Summary
Staff requests to purchase a new server and storage solution at a cost of $284,898.01.
This will consolidate and upgrade all the computer equipment in the main server room
(datacenter) at City Hall. The solution proposed is the latest technology, and will allow
for easier growth, more computing power, and easier maintenance. This project is
necessary due to the age and lack of warranty of the current equipment. The current
equipment will be reused in an offsite backup role, providing another layer of data
redundancy to our operations.
Background Analysis
The datacenter is the main computer room for the City of Palm Desert, and is utilized as
the central "brain" for all the applications across the network. This is critical to all IT
related functions — from voicemail and phone service to printing a business license —
nearly all staff functions require contact with the datacenter. This important piece of the

IT infrastructure deserves attention and investment.
The current solution in the datacenter is a virtual server environment, originally
implemented in 2008. A virtual server solution consolidates and shares the compute
and memory resources using host servers. The storage is separated from the compute
and memory on a storage area network (SAN). We have had several updates to the
hardware and software during this time, most recently a new SAN in 2016, and new
hosts in 2014. The host servers are now at the end of warranty, and need to be
replaced.
Since 2008, the technology has evolved and improved, with the latest solution being a
Hyper -Converged Infrastructure (HCI). This technology combines the storage,
compute, and memory into nodes, and those nodes into a cluster, with all of resources
shared across the cluster. This new architecture increases the overall reliability of the
datacenter, removing the single point of failure in the storage. This solution also makes
maintenance easier, being able to patch and update the entire system, without any
downtime. Future growth is much more affordable, by simply adding nodes to the
cluster; we can add more storage, memory, or compute power.
The proposed solution is a four node cluster — four physical servers that will have
pooled resources between them. The proposal also includes software licenses, network
switches, five years of support, and migration of our existing environment. The proposal
uses a government pricing contract, NASPO Program (Contract Code 45AH), fulfilling
the competitive bidding requirement (PDMC 3.30.160.E).
Fiscal Analvsis
Approval of staff's request will result in an expense of $284,898.01 from the equipment
replacement fund. Funds are budgeted and available for this fiscal year, account
number 5304190-4404000.
