Recommendation By Minute Motion that the City Council: 1. Authorize Amendment No. 1 to the El Paseo Parking and Business Improvement District (EPPBID) contract C37061 with FG Creative in the amount of $55,000; and 2. Authorize the City Manager and/or Mayor to execute any documents required to effectuate said action on behalf of the City; and 3. Appropriate $40,000 of unobligated EPPBID monies to Account No. 2714491-4321500. Committee/Commission Recommendation At its regular meeting on November 21, 2019, the EPPBID Board reviewed and unanimously voted to recommend adoption of the proposed additions to its marketing plan. Executive Summary Approval of this request would authorize an amendment to the EPPBID marketing contract with FG Creative in the amount of $55,000. These funds will be used to expand the existing marketing plan, using unobligated monies in the EPPBID fund and co-op funds available specifically for this purpose in the Marketing budget. December 12, 2019 - Staff Report EPPBID Mid -year Marketing Plan Adjustment Page 2 of 3 Background Analvsis The original EPPBID budget for FY 2019-2020 is $250,000, which was approved by the City Council in June 2019. The EPPBID fund ended the last fiscal year with a balance of approximately $82,000, so at its regular meeting of November 21, 2019, the board approved adding $40,000 of those monies to its budget to help expand its marketing efforts in four key ways: • Online Digital Campaign • Programmatic Summer Campaign • Outdoor Billboard Program • Creation of a year-round campaign to promote restaurants and art galleries on the street These four initiatives are based on key lessons learned from marketing efforts of past years, and will greatly help to round out the original marketing plan with a focus on the stated goals of the EPPBID Board: 1. Build greater awareness of the El Paseo brand to the target markets. 2. Increase outreach to the merchants to drive expanded engagement. 3. Drive qualified traffic to El Paseo with a focus on increasing revenues. 4. Incorporate special events with select partners. In the City's Marketing budget, $15,000 has been earmarked as co-op funds specifically for use with the EPPBID. The proposed projects represent opportunities to co -brand El Paseo with Palm Desert, and thus offer an effective and efficient use of these funds. Fiscal Analvsis $40,000 of the requested total for the amendment is available in the unobligated EPPBID fund. The City and the Consultant may be referred to herein individually as a "Party" and collectively as the "Parties." RECITALS A. The City and Consultant desire to enter into this Amendment No. 1 to the Agreement. B. The Parties entered into that certain Professional Services Agreement ("Agreement') Contract No. C37061 by and between City of Palm Desert and FG Creative, Inc., dated June 27, 2019 ("Contract'). Such amount includes extra work as authorized by this Amendment and described in Exhibit A - Section 2. attached hereto. Other extra work may be allowed as is authorized in the Agreement.
