REQUEST: Appoint Dennis Flaig to the Board of Directors of the El Paseo
Parking and Business Improvement District.
Recommendation
By Minute Motion, appoint Dennis Flaig to the Board of Directors for the El Paseo
Parking and Business Improvement District.
Board Recommendation
At its regular meeting on November 21, 2019, the El Paseo Parking and Business
Improvement District (EPPBID) Board of Directors voted unanimously to recommend to
the City Council the appointment of Dennis Flaig to the Board.
Strategic Plan Objective
This action has no impact on the Strategic Plan.
Background Analysis
Per its bylaws, the EPPBID Board fills vacancies via a different process from the City's
other committees and commissions. The bylaws require that applicants be interviewed by
a membership sub-committee of the Board, which then reports its findings to the entire
Board. The Board then by majority vote recommends a candidate to the City Council to
fill the vacancy.
The appointment of Mr. Flaig, General Manager at Saks Fifth Avenue Palm Desert, to the
Board will fill a vacant position formerly held by Paul Hietter that expires at the end of
December 2021. Mr. Flaig not only sits on the senior leadership team at Saks Fifth
Avenue, which is a primary retail anchor for El Paseo, but he also brings an abundance
of past board experience. This combination will help enhance the EPPBID board's
effectiveness as the City moves forward with plans to revitalize the street. Based on these
factors, staff supports the Board's recommendation.

There is no fiscal impact associated with this action.
