Grance, Director of Building and Safety REQUEST: Approve Resolution No2019-89 of the City Council of the City of Palm Desert approving Historic District designation for Kings Point at Palm Desert (Shadow Cove) Case No: CRPC-19-01, located on Cactus Court and Mesquite Court, as a local historic district. Recommendation Waive further reading and adopt Resolution NO.2019-89 , reaffirming the action of the Cultural Resources Preservation Committee, designating the Kings Point at Palm Desert (Shadow Cove) located on Cactus Court and Mesquite Court, with historic district designation, per section 29.50.010 of the Palm Desert Municipal Code. Strategic Plan The designation promotes the goals of the Art and Culture element of the City's Envision Palm Desert Strategic Plan because this district designation will increase public recognition and appreciation of an architectural and cultural resource. Cultural tourism events are growing in popularity and are scheduled throughout the Coachella Valley to celebrate this type of architecture. Tourists drawn to Palm Desert to view our growing list of cultural landmarks provide economic benefits to the City of Palm Desert. Committee Recommendation On October 29, 2019, the Cultural Resources Preservation Committee, at its regular scheduled meeting conducted a public hearing as required per PDMC 29.40.070, and unanimously recommended nominating the Kings Point at Palm Desert (Shadow Cove), located on Cactus Court and Mesquite Court, as a local historic district designation. Background Analysis Kings Point was designed in the mid-century modern style by Hugh Michael Kaptur in 1974, and built by Kings Point Development, Robert Grundt and David Green over two- years from 1974 to 1976. Kings Point at Palm Desert is the only multi-family complex designed by Kaptur and built by Grundt and Greene in the City of Palm Desert. It is also the largest example of his work in the City. December 12, 2019 - Staff Report Historic District Page 2 of 2 The thirty-six, one story, two and three-bedroom condominiums, are in a six-plex format of reflected floorplans. Each cul-de-sac comprises three six-plex units. Both the design and construction of the units ensured the properties followed the natural lay of the land. It was important to Kaptur and the developers to ensure uninterrupted sightlines, therefore all services were installed underground. Hugh Michael Kaptur, AIA is known as one of the most creative and innovative architects of the Palm Springs School. His designs of William Holden and Steve McQueen's homes are two of hundreds of projects he has completed over the years. He is deemed to be the last living mid-century modern architect in the western United States. In 2014, Hugh Kaptur was honored with a "Golden Palm Star" on the famed, Palm Springs Walk of Stars in downtown Palm Springs. Fiscal Analysis There is no fiscal impact associated with this action. CONSENT ITEMS HELD OVER — None CULTURAL RESOURCES PRESERVATION COMMITTEE DRAFT PRELIMINARY MINUTES OCTOBER 29, 2019 VI. NEW BUSINESS - None VII. CONTINUED BUSINESS — None VIII. OLD BUSINESS A. UPDATES: PROGRESS OF POTENTIAL DESIGNATIONS Russell Grance Director of Building and Safety reported on the Tallest Tree/Smallest Park. Randy Chavez from Public Works Landscape Division ordered a Class 1 Assessment on the tree on Highway 111 and Portola. He is waiting for the results. Mr. Grance spoke with Mr. Preston, a representative of Sandpiper Circle 3. They are having a homeowner association meeting to consider joining that district. Committee Member Don Graybill asked if that was the only HOA that is not yet included. Mr. Grance replied that only Circle 3 is considering a designation. Committee Chair Paul Clark commented that there are a lot more of the circles. Mr. Grance reported that we have 5-10 and 11-12 designated; that leaves Circles 1-4 and Circle 3 is considering it. Committee Member Kim Housken informed that there are some higher numbered circles, but she did not think these were designed by William Krisel. IX. PUBLIC HEARING — KINGS POINT AT PALM DESERT - SHADOW COVE CASE NO. CRPC 19-01. Committee Chair Paul Clark read a statement prepared by City of Palm Desert Staff. He clarified that the statement doesn't necessarily reflect his opinion or the opinion of the Committee, in as much as the public hearing is only beginning. The Kings Point Condominiums meet the following designation criterion as contained in the City's Cultural Resources Ordinance, and is hereby worthy of preservation and designation as a Local Historic District. Embodies distinctive characteristics of a style, type, period, or method of construction, or is a valuable example of the use of indigenous materials or craftsmanship; or D. Reflects distinctive examples of community planning or significant development patterns, including those associated with different eras of settlement and growth, agricultural, or transportation. Paul Clark, Committee Chair opened the matter for discussion for members of the Committee for any comments, questions or concerns. There were none, and Mr. Clark opened the Public Hearing. He invited members of the public to speak in favor of or in opposition to the proposal. Vicky Madler of Cactus Ct., who was present, assisted with a cell phone call from Canada from Juleen McElgunn. She lives on Cactus Ct. Ms. McElgunn and Martin Cattermole prepared this application. Ms. McElgunn wanted to be available to respond to questions because she could not attend the meeting. Ms. McElgunn wanted to know if anyone had any questions. Lora Marullo resides on Mesquite Ct. She and Ms. Madler are Homeowners Association Board Members at Kings Point. There was some trouble with the cell phone connection. Paul Clark, Committee Chair welcomed Mayor Susan Marie Weber. Ms. McElgunn called back and thanked the Committee for their time and attention and learning provided to her and her husband and the homeowners association as they worked through this process. It has been very helpful and beneficial for them to learn more. The links provided at the committee meetings were very, very helpful. Having a better look, and a deeper look at Kings Point and the development of it, is really appreciated and she knows the homeowners association does as well. Committee Chair Paul Clark thanked Ms. McElgunn for her comment. He inquired if there were any questions. He thanked Ms. Madler, and noted that is all the Committee needed. Ms. Madler thanked the Committee. Ms. Judy Garland, resides on Citrus Court, and lives in Kings Point, but is not part of the wonderful Kings Point Shadow Cove HOA. Ms. Garland inquired if there was any projection of grandfathering in any of their units into this designation. They have 4 streets, 3 of them are on Shadow Mountain. They are on Frontage and they are up for adoption. They really like Shadow Cove. Committee Chair Paul Clark asked if she was continguous to the project that is being considered. Ms. Garland responded, "Yes." but is located within a separate homeowners association. Mr. Clark clarified, but within the same development. He wanted to know if it was designed by Hugh Kaptur. Ms. Garland did not know. She noted that they looked the same. It was her understanding, but she was not sure. Committee Chair Paul Clark informed that we are well down the road with this particular application. It would be a good sign if it does get approved. It does take an action, which he hopes will happen by this Committee, and a referral for final action by the City Council, and a hearing at that level. To add you would disrupt. Ms. Garland clarified that she was thinking once they were approved, perhaps they could. Mr. Clark recommended that she speak with City of Palm Desert Building and Safety Staff. Russell will explain what the process is. It would require a separate application, and it would go forward separately. You will need homeowner association approval. If there is any objection, that is why we've had this second of three public noticed meetings/hearings. We hope there won't be any objection; that is why we have these hearings. People are noticed in the mail. Ms. Garland thanked everyone and appreciated their time. She also thanked Staff. Committee Member Don Graybill asked if this would this be a district as opposed to a landmark or building. Mr. Grance informed that yes, the one under consideration right now is a district. Mr. Clark added, more than one property. Mr. Graybill asked if anybody else would be included in that district, at a period of time. Mr. Grance explained, that yes, just as we did with Sandpiper. Mr. Grance noted that it would stay the same, just as Sandpiper's designation number stayed the same. Mr. Clark asked if Mr. Grance would please provide a quick synopsis of the benefits that this designation could give the property owners. Mr. Grance responded preservation, pride of ownership of the project in question. It also opens up opportunities should the homeowners like to participate in the Mills Act program. They can get up to 50% reduction of property taxes. There is a catch. It is a 10- year contract and those property tax savings have to be spent towards preservation. When entering into that contract there is a whole list of items that are acceptable as projects for preservation and the property owner has an annual inspection. They have to provide receipts to show how they spent those tax savings toward preservation projects. These can include interior and exterior improvements. It's all about preserving the property. Lora Marullo, Board Member at Kings Point Homeowners Association, resides on Mesquite Ct. She inquired if the Mills Act program is individual or through the homeowners association. Mr. Grance informed that these are contracts with individual property owners. Each individual property owner within that district has the opportunity to get into a Mills Act contract. It is a contract between the City and the individual. The Riverside County Assessor manages that amount of property tax savings. They have a formula. Committee Chair Paul Clark closed the public hearing. X. CONSIDER LOCAL HISTORIC LANDMARK DISTRICT DESIGNATION FOR THE PROPERTIES LOCATED WITHIN KINGS POINT— SHADOW COVE: 72720 CACTUS COURT A TO F, 72750 CACTUS COURT A TO F, 72755 CACTUS COURT A TO F, 72730 MESQUITE COURT A TO F, 72760 MESQUITE COURT A TO F, AND 72765 MESQUITE COURT A-F, AS A LOCAL HISTORIC LANDMARK DESIGNATION FOR CITY COUNCIL APPROVAL. Motion was made by Committee Vice Chair Juan Mireles to authorize staff to prepare a resolution approving local historic landmark district designation for properties located within Kings Point/Shadow Cove for City Council consideration. Committee Chair Paul Clark asked if the motion includes the findings indicated in his previous statement. Mr. Mireles responded, "Yes." Committee Member Kim Housken seconded the motion. She commented that they learned so much through the informal workshops and subsequent public hearings and thorough application that she did not have any comments today. She didn't want our Minutes to look blank. We've become so educated about the property, and that's why she was comfortable moving forward without discussing this. "I'm discussing that I'm not discussing." Motion carried by a 7-0 vote with Housken, Clark, Graybill, Mireles, Mortensen, Olesen and Toltzmann voting AYE; none dissenting. When Mr. Clark asked when this would hit City Council, Mr. Grance could guarantee it would not be November 14th. That meeting has a pretty heavy agenda. It will be in December or end of January. REPORTS AND REMARKS Committee Member Don Graybill inquired whether the next meeting would be a workshop or meeting. Mr. Grance explained that if we don't have anything we need to act on, it can be a workshop, unless something comes up. Discussion commenced. The November meeting will be cancelled and the next meeting scheduled for December 31, 2019 will be cancelled because City Hall will be closed. Mr. Grance remarked that in January, 2020, the Committee will be voting for Committee Chair and Vice Chair of this Committee. Susan Marie Weber, Mayor, recalled that the City Council voted that the timeframe for Commissions and Commissions will be changed to tie to our fiscal year, July 1st. A study will be done that may change the selection of officers too. Discussion commenced. Mayor Weber explained that they realized everybody was rushing around in December and January and it was always a struggle. Mr. Grance agreed that getting together at that time of year is a challenge. Letters will be sent out in April or May for effective dates of July 1, 2020, instead of January 1. Committee members with terms expiring will receive letters asking them to extend their term to June 30, 2020. Mr. Grance noted that we only have two Committee Members, Juan Mireles and K. Gary Olesen with terms expiring at the end of 2019. Mr. Grance suggested delaying the election of officers to coincide with the same timeframe. There are three Committee Members with terms expiring in 2020. Thomas Mortensen, Don Graybill and Paul Clark. Committee Members Kim Housken and David Toltzmann's terms expire in 2022. Discussion commenced. The process will become more clear after the letters are sent out. Committee Vice Chair Juan Mireles asked if we could do a motion now, but Committee Member Don Graybill noted that the item was not on the Agenda. Mayor Weber will go back and look at her notes about what they decided and about how to do that process, and she will follow that process. Russell Grance, Director of Building and Safety announced that new building codes will be adopted January 1, 2020. Committee Member Kim Housken asked Committee Member David Toltzmann what he thought, as a newcomer, of the Coachella Valley Preservationists meeting. Mr. Toltzmann said he thought it was good. There were familiar faces there and he is attending a lecture in November. Ms. Housken remarked that we had a lot of Palm Desert representatives at the last meeting. Committee Chair Paul Clark raised that there were four Committee Members in attendance, which was a quorum. Ms. Housken asked Mayor Weber to weigh in on this. Ms. Housken used the example of Committee Members attending a Chamber of Commerce or Rotary meeting. The Mayor responded that when it's a public meeting, it's assumed that the people are watching. It's those backroom meetings that are of concern. Breakfast meeting huddles. She said that they have been told, because they go to a lot of functions, all five of the City Council Members can attend, as long as they are not sitting huddled and chatting. Those in attendance of a meeting should not discuss City of Palm Desert business. They provide reports of activity going on in City of Palm Desert. Coachella Valley Preservationists is not a decision-making committee. Mr. Grance explained that you are not discussing any items that may be brought before this committee for consideration. If you were talking about a potential designation and the four of you were having a roundtable discussion with other people, that would be considered a violation of the Brown Act. As long as you are not discussing anything that would come before this committee at a public hearing. Discussion commenced. Mayor Weber used the example of four committee members discussing this meeting. Mr. Grance specified if you were discussing an item on the Agenda. Mayor Weber added and the item was going to be the subject of a public hearing. Ms. Housken explained that they talk about things that have happened. Mayor Weber announced that since there will not be any more meetings for the rest of the year, the Committee gift certificates from the City Council will be mailed. When she hands these out in person, she likes to say thank you on behalf of the City Council. She is very appreciative that they are serving on this committee. This has been a significant committee in the last four years. Russell and Suzanne have done things. She thanks them all the time; you know they put a great amount into doing this. We can't do it without the Committee's input. We cannot do it without you meeting. She loves the workshops and it's so wonderful that they take the time to do the workshops and educate ourselves and the public. It is her regret that she will not be the Mayor when the designation comes before City Council. She said as far as she knows she will still be on the City Council in January; those things won't change. She thanked the Committee very, very much for their service. If there is anything that we can do to assist you, she hoped they will speak up and not be shy because they appreciate their comments and things of that nature. She encouraged the Committee to email comments to the City Council, especially about the anticipated fiscal year change and their views about it, if it's easier for them at the end of the year. Committee Member Kim Housken thanked the Mayor for the gift cards, and Committee Chair Paul Clark thanked the Mayor for her assistance and for attending here. Mayor Weber thanked Committee Member Don Graybill for changing the meeting time, from 10:00 a.m. to 9:00 a.m. She has another meeting after this one and appreciated the flexibility • because she would not have been able to attend. She felt very special that it was done for her. She said that history is very important to everyone, not just her. She was very thankful. Committee Chair Paul Clark mentioned the Palm Desert Historical Society Lecture series. Mayor Weber thanked Mr. Clark for his lecture and was sorry that she missed it. She hoped it went well. Mr. Clark commented that it was the first. It was a good crowd but it was not a big crowd, but that was OK. Mayor Weber noted they are getting accustomed to getting back to their Friday night schedule. These were changed to coincide with another group. He checked his records and he had given a lecture on a similar topic about 11/2 to 2 years ago, but things change and a lot of people apparently didn't recognize it or hadn't heard it. We had some good questions, Mayor Weber recalled that the Palm Desert Historical Society is to send an emailed reminder notice to City of Palm Desert Staff about the Friday Lecture Series. Mr. Grance has not seen these emails. Mayor Weber wants to follow up on that to make sure those get sent out. Suzanne Cicchini, Recording Secretary inquired if we should follow up with the Palm Desert Historical Society, but Mayor Weber clarified that she will find out why they haven't sent these to City Staff. Committee Chair Paul Clark reminded that the Archaeological Society of the Coachella Valley is meeting with a lecture on November 8th at 6:30 p.m. Mayor Weber reminded everyone to check the Brightside Newsletter for upcoming events and speakers for the Palm Desert Historical Society. Committee Member Kim Housken reported that the Miles Bates House is really looking good. The cactus and the landscaping is really looking great. Committee Member Don Graybill said you have to get out of your car and look through the fence. Mayor Weber mentioned that she is working on a proclamation. One of her last proclamations will be to honor the Miles Bates House for bringing the midcentury modern team in to view it, because that helps the City of Palm Desert. Committee Member Kim Housken would like to attend. Mr. Grance mentioned that if he sees it on the Agenda, he will have Suzanne Cicchini contact everybody. Mayor Weber was happy to hear that. It would be nice. It's a wonderful thing. Mr. Grance mentioned that they put a lot of time and money into it. Mayor Weber said that Committee Member Housken learned a lesson not to be quiet when she told everyone about the Miles Bates House. She was so quiet about repeatedly telling people about the house. Ms. Housken remarked that she was a squeaky wheel. Mr. Clark remarked that she was persistent, but not shrill. Ms. Housken commented that these people had the vision; it wasn't anything like it is now. Mayor Weber remarked that things unfold in their own time when it works out. They might not have been in place if we had done it two years sooner. It sure did turn out well. Committee Chair Paul Clark reminded that Modernism Week is February 13-23, 2020. Mayor Weber noticed that the Miles Bates House was listed as one of the homes on the tour. Mr. Grance hoped the fence would be down. Mr. Graybill noticed that they are just getting started on the buildings that are behind it. Mr. Grance remarked that they could take the fence down from the front. Mr. Clark commented that it was good that Modernism Week is including other cities other than Palm Springs. When the Bates House was highlighted a few years ago, that brought people down to this part of the valley. Indian Wells is beginning to take some interest too. Mr. Graybill thanked Mayor Weber and remarked that it was an honor to have her here. Mayor Weber responded that she is clearly pleased to be here. Staff presentation at a meeting and subsequent public hearing held on October 29, 2019 before the Cultural Resources Preservation Committee. 4. Notice of the October 29, 2019, Cultural Resources Preservation Committee meeting was posted in the Desert Sun and at City Hall. 3. Notice of the October 29, 2019 Cultural Resources Preservation Committee was provided to the affected property owner as shown on the latest Riverside County assessment role. Owner was notified by first class mail. 4. Notice of the Cultural Resources Preservation Committee meeting included the notice requirements set forth in California Environmental Quality Act (CEQA). Resolution No. 2019-89 Page 2 of 3 WHEREAS, based on the Cultural Resources Ordinance 1168, the Cultural Resources Preservation Committee concludes the following: 1. Palm Deserts' character and history are reflected in its cultural, historical, and architectural heritage, and 2. Palm Deserts' historical foundations should be preserved as living parts of the community life and development in order to foster an understanding of the City's past so that future generations may have a genuine opportunity to appreciate, enjoy, and understand Palm Deserts' heritage, and 3. The Cultural Resources Preservation Committee has reviewed this site and determined it to be historically significant and could contribute to the economic and cultural revival of the City. WHEREAS, in view of all the evidence and based on the forgoing designation criterion, the Cultural Resources Preservation Committee concludes as follows: Kings Point was designed in the mid-century modern style by Hugh Michael Kaptur in 1974 and built by Kings Point Development, Robert Grundt and David Green over two- years from 1974 to 1976. Kings Point at Palm Desert is the only multi-family complex designed by Kaptur and built by Grundt and Greene in the City of Palm Desert. It is also the largest example of his work in the City. The thirty-six, one story, two and three-bedroom condominiums, are in a six-plex format of reflected floorplans. Each cul-de-sac comprises three six-plex units. Both the design and construction of the units ensured the properties followed the natural lay of the land. It was important to Kaptur and the developers to ensure uninterrupted sightlines, therefore all services were installed underground. Hugh Michael Kaptur, AIA is known as one of the most creative and innovative architects of the Palm Springs School. His designs of the William Holden and Steve McQueen homes are two of hundreds of projects he has completed over the years. He is deemed to be the last living mid-century modern architect in the western United States. In 2014, Hugh Kaptur was honored with a "Golden Palm Star" on the famed, Palm Springs Walk of Stars in downtown Palm Springs. Palm Desert, along with neighboring Palm Springs and Rancho Mirage, are together internationally-known as a center of important midcentury architecture. The buildings and site that constitute Kings Point at Palm Desert (Shadow Cove) represent an excellent intact example of American Modernist architecture. This midcentury architecture may therefore be viewed as an important component of the historic trend that has come to define the Coachella Valley and one that exemplifies a particular period of the nation, state, or local history. (Appendix A-1). Geographically, the properties are situated west of Hwy 74, and south of Shadow Mountain Drive, within the City of Palm Desert. The two cul-de-sacs of Cactus and Mesquite Courts are nestled on the slope above El Paseo Drive backed by the Santa Rosa Mountains. As you ascend Shadow Mountain Drive, the entries to both Cactus and Mesquite cul-de-sacs are angled off this main road. The entry streets slope up with the slope towards the mountains. The complex is a unique property in that the extensive space between and around the buildings provides an openness not found today in condominium developments. The soaring roof lines echo the Santa Rosa Mountains behind, while the six plexes are nestled into the slope of the hill becoming a part of their environment. Clerestory windows reflect the surrounding desert environment. Overhanging eaves create much needed shade during hot summer days. 'Nate:Abronia,The#7307(Apartment Complex)Palm Desert-1973 was never built.(Appendix D—Kaptur Findings Aid) 4 The thirty-six, one story, two and three bedroom condominiums, are in a six-plex format of 'reflected' floorplans. (Appendix A-5 — Kaptur, Lapham & Associates Floorplan) and Kings Point Development Plan 100-2 Bedroom and 2 Bathroom Brochure). Each cul-de-sac comprises three six-plex units. Within these are three unified floorplans- a three bedroom, and two—two bedroom plans which are then mirrored to create the six-plex format. The joined and staggered rectangular floorplans belie the 'hidden' courtyards which form the heart of each home. In addition, most homes have two additional patios to enhance outdoor living in the desert, one off the second bedroom and another off the third bedroom which link to the living room patio. The master bedrooms have access to the inner or a partially enclosed private courtyard. Both the design and construction of the units ensured the properties followed the natural lay of the land. This sensibility of connectedness with the land is re-enforced with Kaptur's selection of building materials — slump stone, thick stucco walls, use of vertical board and batten wood detailing and overhead trellises. It was important to Kaptur and the developers, Grundt and Greene, to ensure uninterrupted sight lines, therefore all services were placed underground. The condominiums are on slab concrete foundations with wood frame construction, utilizing slump stone interior feature walls which transcend to the outside, forming sloping walls which divide the outdoor patio spaces. The soaring roof lines were originally wood shake(now red tile), while the area over the bedrooms and garage is a flat roof style. Clerestory windows framed at the top of the pitched roof line provide light without increasing heat to the main living area. The living and dining rooms have expanses of glass that extend from the floor almost to the height of the eight foot ceiling and span the length of the wall to frame the outdoors and bring ample light into the rooms. This emulates what we know of Kaptur's philosophy of design;to create a feeling of being connected to the environment. Original windows were single pane, bronze aluminum frame and each home was equipped with a gas fireplace. Front doors for each unit are tucked inside small courtyard/atrium entries. Trellises over the entries provide shade and increase the feeling of walking up a pathway into a single family home. Overhead trellises which offered filtered shade are a Kaptur signature. (Keylon 2019; pg 28). In addition, similar to Kaptur Plaza, built the same year, there are 'eyebrows' surrounding the windows and doorways to shade the homes from the sun. To enhance the desert lifestyle, there are two tennis courts at the rear of the property as well as two pools and two spas, one at the back of each cul-de-sac. There is one small independent building at the front left entry to Cactus Court which continues to serve the property as a landscape and equipment storage shed. Slump stone walls encircle the two cul-de-sacs with landscaping which enhances the overall openness. The buildings are in virtually original exterior condition and design save the change to tile roofs as a result of wood shake having a very short life span in the desert. There have been a few other smaller exterior changes over the years, requested by homeowners and carefully granted by the Homeowners Association. 5 Kings Point at Palm Desert was designed by Hugh Michael Kaptur-AlA, who is known as one of the most creative and innovative architects of the Palm Springs School. His designs of the William Holden and Steve McQueen homes are two of hundreds of projects he has completed over the years. Tahquitz Canyon Golf Clubhouse and Tahquitz Plaza (now renamed Kaptur Plaza in his honor)are other notable examples of his work. Kaptur continues his architectural design services here in the desert. He is deemed to be the last living mid-century modern architect in the western USA. Alan Hess in his introductory forward in The Modern Architecture of Hugh Michael Kaptur' wrote, "...Kaptur springs directly out of the mainstream of American Modernism that stretches back into the nineteenth century." And "... he expanded the creative range of Mid-century Modern architecture." Included on this page, are comments from Kaptur and Robert Grundt, as well as interior and exterior pictures of the complex taken by Kaptur during the construction and sale of the properties in the mid 1970's. In 2014, Hugh Kaptur was honored with a 'Golden Palm Star' on the famed, Palm Springs Walk of Stars in downtown Palm Springs. His 'Star' is situated on the corner of South Palm Canyon Drive and West Baristo Road directly beside the Palm Springs Architecture and Design Center. (Appendix A-5— Hugh Kaptur`Golden Palm Star') Kings Point at Palm Desert exemplifies the unique characteristics of mid-century modern architecture with a 'Kaptur'twist. Some of these are: • `Dramatic high vaulted ceilings with clerestory lighting' (Appendix A-5 - Kings Point Development Brochure, 1976) and (Appendix A-8 - Tahquitz (Kaptur) Plaza Rendering) • `Eyebrows' around windows and doors (Appendix A-4 and Appendix A-8) • Angled outside walls between units and large overhanging eaves for sun protection • Slump stone as interior structural support walls and for landscape wails and edging • Wide open spaces between units with multiple patios and enclosed inner courtyards • Buildings that are 'one' with the land, that is, nestled and built into the landscape • Front entries are 'stepped back' and shaded with trellises—a Kaptur signature • Strategic combination of wood and stone on chimneys and outside walls • Use of underground utilities to preserve sight lines • Fully insulated walls and ceilings • Two car garages with automatic door openers • Modern GE appliances 6 On March 14, 2019, at 'An Evening with Hugh Kaptur'(Annenburg Theater), in his comments to the audience, Mr. Kaptur noted that he enjoyed designing interesting roof lines but in Palm Springs he was often prevented from doing so by city limitations. in his interviews with Mr. Kaptur for 'The Modern Architecture of Hugh Michael Kaptur', Steven Keylon noted(pg 127)that, "At Kings Point, he (Kaptur) was able to design soaring geometric rooflines." Some of the characteristics listed above seem 'every day' to us now but were `state of the art' in the 1970's and considered high end additions to the properties. Kaptur's inclusion of these features set his projects apart from so many others at that time and created an exclusive property.This is reflected in the premium selling prices of$44,950 for two bedrooms and$49,950 for 3 bedrooms,far above similar sized properties for that time.(Appendix A-7-Desert Sun article Kings Point Homes - Phase One and Phase Two Grand Openings articles). Many of the architectural features of Kings Point at Palm Desert are similar to Kaptur Plaza (formerly Tahquitz Plaza - a Palm Springs Class 1 designated property) also designed by Kaptur and also built in 1974 (Appendix—A-S Tahquitz Plaza Watercolour Rendering). As noted on the Kings Point at Palm Desert placard at the Palm Springs Architecture and Design Centre Exhibition: Hugh Kaptur: Organic Desert Architecture. 'Kaptur's creativity is seen in the soaring rooflines and geometric building volumes, which are similar to those of Tahquitz Plaza 1 completed the same year.' Another example of a Palm Springs Class 1 designated property, designed by Kaptur, is Hogback "Spec" House at 1577 South Calle Marcus, (Deepwell Estates) Palm Springs built in 1959 for Axel Werner Hogback (1901-2000). The William Holden House, in Palm Springs, is also a Class 1 designation. Other homes and properties throughout Palm Springs have also been Class 1 designated to preserve the architectural design heritage of Hugh Michael Kaptur. With only a handful of properties(3 homes,3 commercial buildings and 1 condominium complex) designed by Kaptur in Palm Desert, Kings Point at Palm Desert, stands alone as an exemplar of his design work from the 1970's in the City of Palm Desert. Kings Point at Palm Desert is the work of Kings Point Development— Robert Grundt and David Greene, both very well-known developers and builders in the Coachella Valley during the late 1950's to late 1970's. They started Kings Point at Palm Desert in 1974 and completed the two cul-de-sac project in 1976. The complex name is derived from their development company and follows on the Kings Point(East and West), connected to the now Indian Canyons Golf Club, Palm Springs. These Palm Springs properties are much showcased at Mid Century Modern Week, and were developed by Grundt and Greene. 7 `Kings Point(at Palm Springs)is a collection of 43 William Krisel, A/A-designed detached condominium homes in south Palm Springs, CA. Kings Point was developed and built by Bob Grundt between 1968-1970.'(kriselconnection.com) Grundt and Greene are recognized as being builders who created premier properties enhancing the beauty and functionality of homes in the desert. In addition, they also worked with some of the most recognized architects of the'Palm Springs School': Kaptur, Krisel, Wexler, Harrison and others. During the 1960's to late 1970's, Grundt was one of the most active developers of quality condominium complexes in Palm Springs. Some of his company's developments,just in 1971 and 1972 alone, were: • The Diplomat—48 units on 5 acres, E. Palm Canyon Drive • Palm Canyon Resort—367 units with a tennis complex • Canyon Sands Resort—303 units • A 420 unit complex on 120 acres on the corner of Sonora and Mesquite. He was also one of the developers for what is now Indian Canyon Golf Club, as well as its President for many years. The Kings Point West and East properties Grundt built were a cornerstone of the condominiums and homes around the golf course at that time. Grundt was an active member of the community, bringing together people of influence in both the community and the movie industry. He was a contemporary and friend of Frank Sinatra's as well as Chuck Connors. Grundt, with Sinatra, inaugurated the first Frank Sinatra Golf Tournament. During the 1960's and 70's,there are many Desert Sun society articles such as the following related to these connections. A huge birthday cake was presented to Mrs. Sinatra as the staff at The Beachcomber sang birthday greetings to her. The senior Sinatras'are here for the holidays with Frank Sinatra at his Palm Springs home. Frank Sinatra's guests for the happy occasion included, among others,Jill St. John, Mr. and Mrs. William Goetz, and Mr. and Mrs. Robert Grundt(it is at their(Grundt's -sic) Canyon Country Club that the 1st Invitational Frank Sinatra Golf Tournament was successfully held earlier this year). Desert Sun March 26, 1965 These attest to Grundt's role as a builder of not only properties, but also of the community. Like Kaptur with his 'quiet' architectural elegance, Grundt quietly facilitated activities and opportunities in the Coachella Valley which enhanced the allure of living in the desert. The City of Palm Desert was incorporated on November 26, 1973 and is now considered the `heart' of the Coachella Valley. At that time, as a new city, Palm Desert was just beginning to establish itself. In the early 1970's, there was very little development on the slopes above El Paseo. This young city was just embarking on the start of its land development journey. In the years prior to 1973, Palm Village (later incorporated as the City of Palm Desert) had experienced a great deal of difficulty with McKeon Development, a company not from, nor familiar with building in the desert. Owning much of the south slope and having already developed multiple family housing on it, McKeon's proposals for the remaining section of land on the slope were widely protested due to the cramped and unappealing nature of their previous development. McKeon's latest proposal for the south slope saw legal challenges during the process from the 'Concerned Citizens' group who in the end, declared victory in stopping the development by working with the City. 9 "A 78 per cent return from 775 letters mailed to property owners, all within two miles of the McKeon project, showed 100 per cent opposition, it was reported." Desert Sun,Volume 45, Number 78,3 November 1971 As a result, McKeon eventually sold the property. (Appendix A-9: Desert Sun, 12 May 1973 — 'Citizens' Claim Major Victory). Having a great deal of experience working in the Coachella Valley,and already recognized as both a leading and outstanding development company, Kings Point Development, headed by Robert Grundt and David Greene,purchased the land from McKeon in 1973. Working with Hugh Kaptur, who designed a mid-century modern, low density complex with a sense of space and openness to match the surrounding desert area, Grundt and Greene met all the requirements set out by the City, as well as the community, to develop Kings Point at Palm Desert. They anticipated these high quality homes would entice buyers to this fledgling city and new undeveloped area of the desert. A January 24, 1975 Desert Sun article titled 'Kings Point Homes Open Today' (Appendix A-7 — Desert Sun) noted that: "After 15 years of creating luxury living in the desert area, the builders of Kings Point in Palm Desert believe they are offering elegant and majestic homes at reasonable cost." In that same Desert Sun article Grundt is quoted as saying his purpose was, "...to provide ultra-spacious living quarters in each home and to place the homes in a beautiful and scenic area surrounded by the Santa Rosa Mountains." (Appendix A-7) During the late 1960's and early 1970's,it was difficult for families to own a home in the Coachella Valley due to the prohibitive initial cost-$65,000 to$129,500. (Appendix A-9—1974 Palm Desert Homes for Sale). In addition, mortgage interest rates averaged 8.54% in 1974 — (federaiprirnerate.com/mortgage rates history)which made mortgage payments very difficult for middle class families. During this same time,the average January 1974 home price across the US was $32,000 (https://www.census.gov/const/uspricemon.pdf). Therefore, housing costs in the Coachella Valley were much higher which made it even more difficult for families to own a home. Grundt and Greene believed that higher end condominiums with price points between $45,000 to$49,950 would help middle class families acquire the home of their dreams.Their Kings Point at Paim Desert development not only met this requirement, but allowed families an opportunity to own a home with all the luxury features of a single family property, but with the much lower purchase price that a condominium offered. As a result, both Phase 1 and 2 of Kings Point at Palm Desert sold out very quickly. As well,Grundt and Greene,allowed the buyer to alter various aspects of the property to make the home of his/her dreams. Kings Point at Palm Desert is a showcase of how this innovative developer allowed new homeowners to customize their property to meet their lifestyle needs. 10 MII=Ellirt_tteri.ors, landscape and Interiors Many records have been lost or destroyed from those early years, so we have been unable to ascertain who the landscape architect was for the project. However, we know from records and accounts, that Hugh Kaptur often played an integral role in both the building design and its landscape. We understand he regularly visited his design project sites to follow up and check on all aspects of the building and grounds progress and his slide collection of Kings Point at Palm Desert attest to this. (Appendix B—Kings Point Then and Now- Exteriors.) "Kaptur frequently practiced"total design", creating the site plan, architecture, landscape and color palette."(Keylon pg. 77) In discussions with Mr. Frank Lopez,who spoke directly to Mr. Kaptur, he was unable to ascertain who the three show homes interior designer was. Mr. Kaptur did say that it was not Arthur Elrod. It may have been Vee Nisley, perhaps Bob Burke, or Noel F. Birk, (whom Grundt had used previously) however, investigations to date have not been able to discover the interior designer. Current Property Condition In producing this document, it was felt that the pictures, taken by Kaptur in the mid 1970's of Kings Point at Palm Desert, highlighted with those taken in 2019 would best exemplify the exteriors, grounds, setting and interiors of this project. Please refer to Appendix B and C—Kings Point -Then and Now— Exteriors and Interiors. In researching at the County of Riverside for this application,the writers found the original Grant Deed for their own property — 72720 Cactus Court #D. (Appendix A-ID— 1974 Grant Deed) The date of purchase, December 13, 1974 and the owner's signature, Robert Grundt attest to the time frame and provenance of the development. In addition, Appendix A-11 — Articles of Incorporation of Kings Point at Palm Desert Homeowners Association clearly show that on March 25, 1974, the document was filed and accepted by the Secretary of State for the State of California. Note on page 6 the signatories are — Robert Grundt, David J. Greene and James M. Schlecht. In an interview with Julia Ciambetti, an original resident of Kings Point at Palm Desert, she affirmed that Hugh Kaptur designed the property and that she purchased her unit directly from Robert Grundt in 1974. She kindly provided an original copy of the brochure she received at the time of purchase. (Appendix A-6 Two Bedroom,Two Bathroom Floorplan, pg 21). 11 Summary—29.50.010 Historigstrict Designation Criteria _____AINK JIM Kings Point at Palm Desert is a unique and significant property in that: • It is the only existing Palm Desert complex designed by Hugh Michael Kaptur. Only 3 private residences and 3 commercial buildings are of his design in Palm Desert,therefore it is also the largest example of his work in the city. (Appendix D— Findings Collections) • It exhibits the clean mid-century modern style of the Palm Springs School • 1t echoes similar design features as Kaptur (Tahquitz) Plaza also built in 1974 (Class 1 designated Palm Springs property) - (Appendix A-8— Kaptur/Tahquitz Plaza Rendering): o Soaring roof lines that echo the Santa Rosa Mountains behind o Clerestory windows o `Eyebrows' around windows and doorways o Trellises o Slump stone, thick stucco and angled walls • The complex is expansive and open, a feature seldom seen in condominium projects, while the six-plexes are settled into the hill becoming a part of their environment. • Kings Point Development—Robert Grundt and David Greene,themselves well known for their work in Palm Springs at Kings Point West and East, custom built the complex. • Offered middle class families, who wanted to live in the new city of Palm Desert, the opportunity to own their own home during a time when home costs and mortgage rates made it very difficult to do so. There have been few changes at Kings Point at Palm Desert over the 45 years since it was designed by Kaptur and built by Grundt and Greene. The Homeowner's Association has done an admirable job of ensuring the properties exteriors have been maintained in virtually original shape and form. An HOA architectural committee,with the management company,continuously reviews the integrity of the property and makes recommendations to the Homeowners' Association Board for upkeep and preservation. Kings Point at Palm Desert is a mid-century modern development, is significant for its architectural design, the developers who built it, the style it exhibits and the type of housing which created home ownership opportunities. This high end complex fit the sensibilities of the fledgling City of Palm Desert, in the 1970's, just as it does now and, will into the future. Its preservation is important for future generations. A. Exemplifies or reflects special elements of cultural, social, economic, political, aesthetic, engineering, architectural, or natural or history. Kings Point at Palm Desert forms a small, but important part of the Mid Century Modern movement in the Coachella Valley. It is especially important as the only and largest example of Hugh Michael Kaptur's architectural work in Palm Desert. 12 B. Is identified with persons or events significant in history. Both Hugh Michael Kaptur, AlA and Robert Grundt (Kings Point Development), played key roles in facilitating the growth and style of communities in the Coachella Valley. Both men are widely recognized for their skills, knowledge and abilities in their respective fields. C. Embodies distinct characteristics, of a style, type, period, or method of construction or is a valuable example of the use of indigenous materials or craftmanship. Kaptur's design of Kings Point at Palm Desert is a recognized mid-century style from the Palm Springs School: clerestory windows, soaring sloped roofs, 'eyebrow' detail around windows, for example. His work has been honoured with Class 1 designation in other Coachella Valley communities ie. Kaptur Plaza - 1974. Grundt used classic mid-century materials to create Kings Point at Palm Desert—slump stone,thick stucco,wood accents. D. Represents the work of a master builder, designer or architect. Both the architect- Hugh Michael Kaptur,AIA and Robert Grundt,the builder/developer are recognized as masters in their areas of work. E. Reflects distinctive examples of community planning or significant development patterns, including, those associated with different eras of settlement and growth, agriculture or transportation. Kings Point at Palm Desert meets this criteria. From the information in 1973, the City of Palm Desert (newly established) had determined how they wanted their city to develop its land over time as well as what the development should look like. Their refusal to endorse the McKeon Development, its sale to Kings Point Development and their approval of Hugh Michael Kaptur's design and Grundt's building proposal show the significant directions on development the City was taking in the early 1970's. F. Conveys a sense of historic and architectural cohesiveness through its design, setting, materials, workmanship or associations. Kaptur's design and Grundt's build using wide open spaces, similar to the desert itself, nestling the units into the land, and echoing the Santa Rosa mountains behind illustrate that Kings Point at Palm Desert has a strong sense of architectural cohesiveness. G. Is an archeological, paleontological, botanical, geological, topographical, ecological, geographical resource that has yielded or has the potential to yield important information in history or prehistory. During his fifty years as an architect,w Kaptur has designed residential homes,apartment complexes, civic buildings, including two of Palm Springs'fire stations, commercial office buildings and hotels.al The bulk of his work is in the Mid-Century modem style. He is considered a contemporary''of William Cody, Donald Wexler, Richard Harrison and Howard Lapham. He was born in Michigan where his father was a designer in the Packard and GM studios.After his honorable discharge from the Marines, he moved to Palm Springs in 1956 where he apprenticed in the offices of Wexler and Harrison?I After being laid off, Kaptur went on his own and designed a several model homes for the Ranch Construction Company.'In 1962 he formed a partnership with licensed architect Robert Ricciardi so that he could get the commission for Palm Springs Fire Station #3. After that partnership broke up, in 1965 he formed a company with Larry Lapham, noted architect Howard Lapham's son which was to last ten years. The new developers, according to the announcement, have agreed to reduce the density of the development, restrict the height of buildings to not more than 15-feet and to provide a swimming pool for every 25 units. Grundt was the developer of the Palm Canyon Hotel and the Palm Canyon Country Club in Palm Springs. The new development in Palm Desert has been named, "Kings Point at Palm Desert." The original development was blocked by legal action on the part of the Concerned Citizens. It was one of several suits filed against Palm Desert developers. The McKeon Development met stiff opposition from Palm Desert residents from the beginning. Most residents complained that it was too much like the original development and, therefore, undesirable, The Concerned Citizens objected to the second McKeon development on the grounds that, in their opinion, the density was too high for the area. Concerned Citizens took the matter to court after it was approved by the County Board of Supervisors. It was then thrown out of court, but the attorney for Concerned Citizens refiled.
