Recommendation Waive further reading and adopt Resolution No. 2019 - 87, establishing dates for regular meetings of the Palm Desert City Council during calendar year 2020. Strategic Plan This request represents routine administrative business of the City; there is no specific Strategic Plan objective to associate. Background Analysis Beginning in 2018 City Council requested that an annual schedule of its regular meetings be set in advance by resolution, as provided for in Palm Desert Municipal Code (P.D.M.C.) Section 2.36.020 (copy attached) so that Members could calendar them and then plan for other important events and activities throughout the year. The attached resolution provides a schedule of second and fourth Thursday dates generally, allowing City Council, the public, and staff to plan accordingly for the conduct of City business and any required noticing. The 2020 schedule takes into account the routine practice of cancelling the second meeting in July and the first meeting in August for a summer recess, along with the tradition of holding one meeting in November and December, as holiday observances also occur on or around the fourth Thursday of each of those months. Further, the proposed schedule is set to avoid conflict with certain holidays and events where City Councilmembers may be absent from the regular meeting dates, including, but not limited to, the League of California Cities (the "League") Executive Forum and Advanced Leadership Academy (June 17-19, Monterey) and the Annual Conference (October 7-9, Long Beach). Below are specific meeting dates that are scheduled around the aforementioned events: December 12, 2019 — Staff Report Resolution to Set the 2020 Schedule of Regular City Council Meetings Page 2of2 ➢ April 2020 has five Thursdays; April 9 is first day of Passover, Easter falls on April 12, and staff proposes holding that month's meetings on the 16th and 30th to avoid conflicts. ➢ Second Thursday in October falls during the League's 2020 Annual Conference being held October 7-9, and staff suggests the meetings be conducted instead on Thursday, October 15, and Thursday, October 29. ➢ Subsequently, with only one meeting in November and based on past practice, staff also recommends that the only November meeting be held on November 19 (instead of the 12th, with Thanksgiving occurring on November 26). Lastly, while adoption of this resolution sets the regular meeting schedule, it is also understood that if City business needs to be conducted, Council retains authority to convene a meeting on any date that is not listed herein, as is set forth in P.D.M.C. RESOLUTION NO. 2019 - 87 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, RESCINDING RESOLUTION NO. 2018-92 AND SETTING THE SCHEDULE FOR REGULAR MEETINGS OF THE PALM DESERT CITY COUNCIL IN CALENDAR 2020 WHEREAS, the City Council of the City of Palm Desert, California, has established the time, place, and conduct for its regular meetings on the second and fourth Thursday each month, pursuant to Palm Desert Municipal Code Chapter 2.36; and WHEREAS, it has been acknowledged that the City Council wishes to adopt a set annual schedule of regular meetings, doing so with its first in 2018, followed by Resolution No. 2018-92 for calendar 2019, and it is now appropriate to rescind that policy and adopt a subsequent plan for calendar 2020; and WHEREAS, the schedule will primarily follow the recognized routine of meetings on the second and fourth Thursdays of each month, with some limited exceptions to account for holidays and events where City Councilmembers would be absent from the meeting, resulting in less than the full City Council or the complete lack of a quorum on certain dates. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Palm Desert, California, that: Section 1. Regular meetings will be held generally on the second and fourth Thursdays of each month, pursuant to Section 2.36.020 of the Palm Desert Municipal Code, in the Council Chamber of the Palm Desert Civic Center, 73510 Fred Waring Drive, Palm Desert, California, with some limited exceptions, with all regular meetings in calendar 2020 to be held as specified herein on the attached Exhibit "A." Section 2. If matters of business necessitate during the planned summer and holiday recesses, the Mayor or his/her designee may determine if a quorum of the City Council is available and, if so, schedule a meeting on the second or fourth Thursday of the month as it would have normally been conducted but for adoption of this resolution. Section 3. Each regular meeting will be convened at 3:00 p.m. and immediately adjourn for the purpose of conducting a Closed Session to consider the items listed as such on the posted agenda for the regular meeting of that date. Section 4. The regular and public hearings sessions of each regular meeting of the City Council of the City of Palm Desert, California, will convene at RESOLUTION NO. 2019 - 87 4:00 p.m. and run until approximately 6:00 p.m., if the amount of business so warrants. Section 5. If the amount of business to be conducted requires, a dinner break may be observed by the City Council between 6:00 p.m. and 7:00 p.m., with the meeting to be reconvened at 7:00 p.m. to complete any unfinished business remaining on the agenda. BE IT FURTHER RESOLVED that the Mayor/Mayor Pro Tem is hereby given authority to take up items on the agenda in the order deemed most appropriate in consideration of public interest and/or time constraints. Except as otherwise set by city council resolution, the city council shall hold regular meetings on the date of second and fourth Thursday, at the location and time as may from time to time be set forth by the council by resolution. If by reason afire, flood, or other emergency, it is unsafe to meet in the regular meeting place, the meetings may be held for the duration of the emergency at such other place as is designated by the city council. When the day for any regular meeting falls on a holiday, Christmas Eve or New Year's Eve, such meeting shall be held at the same hour and place on the next succeeding day not a holiday, or such other time as designated by the city council.
