I. CALL TO ORDER
Vice Chairperson Miller convened the meeting at 9:03 a.m.

IV. CONSENT CALENDAR
Minutes of the special meeting held on September 11, 2017.
Commissioner Campbell moved to approve the Minutes of
September 11, 2017. Motion was seconded by Commissioner Adney.
Adney, Campbell, and Miller voted AYE, with Darby ABSTAINING and
Boren and Hough ABSENT. Motion failed for lack of majority vote.
Minutes of the special meeting held on September 11, 2017 will be
continued to the meeting of November 8, 2017.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION —
Councilmember Susan Marie Weber
Councilmember Weber reported that the City Council
approved Afghan by Karen and Tony Barone as the public
art component for Barkingham Pet Hotel California.
B. PLANNING COMMISSION REPORT — Lindsay Holt
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
— John Vuksic
Mr. Vuksic reported that the Architectural Review
Commission took action on the following projects.
Final construction drawings for Desert Business Club located
on Highway 111 near McGowan's were continued due to
inconsistencies.
The Residence Inn by Marriott (Cook and Frank Sinatra) is
adding a separate, stand-alone exercise facility which was
approved.
A 6,800 square foot retail pad for a multi-tenant commercial
building within the Walmart Neighborhood Market center at
Fred Waring Drive and Highway 111 was preliminarily
approved.
A proposal for a new architectural elevation for one and two
story homes on the southwest corner of Dinah Shore Drive and
Dick Kelly Drive were continued.
D. DISCUSSION OF ART IN PUBLIC PLACES GUIDELINES —
Deborah Glickman
Ms. Glickman stated that Chairperson Boren requested that
the Commission review the Art in Public Places Guidelines.
Due to there being two Commission members absent from
today's meeting, Ms. Glickman suggested that the
Commission review this item at its meeting of November 8,
2017. Ms. Glickman circulated the Guidelines to the
Commissioners, and copies of the guidelines will be sent to
the absent Commissioners.

VII. NEW BUSINESS
A. RECOMMEND A THEME AND TITLE FOR THE 2018
STUDENT ART AND ESSAY CONTEST
Ms. Thompson referred to the staff report for the 2018
Student Art and Essay Contest. The report included a list of
titles from the past as well as suggestions for this year's
theme. Chairperson Boren submitted the suggestions, If I
Could Step Into a Book It Would Be... or Surrounded by Art.
Ms. Thompson stated that the contest is open to all Palm
Desert schools grades kindergarten through twelfth. The
students are encouraged to write an essay or submit artwork
based on the chosen theme. Ms. Glickman stated that she
would also like the Commission to consider the title, If I
Could Create Public Art, and possibly create a sculpture
from one of the entries. After discussing several
suggestions, it was the concurrence of the Commission to
choose the theme surrounded by nature. Staff will select an
exact title and present the contest to the schools.
Commissioner Darby moved to select the theme
surrounded by nature for the 2018 Student Art and Essay
Contest. Motion was seconded by Commissioner Campbell
and carried 4-0-0 with Adney, Campbell, Darby, and Miller
voting AYE with Boren and Hough ABSENT.
B. APPROVAL FOR THE ART IN PUBLIC PLACES
COMMISSION TO CURATE THE 2019/2020 EL PASEO
SCULPTURE EXHIBITION AND SELECTION OF UP TO
THREE (3) COMMISSION MEMBERS TO SERVE ON A
SUBCOMMITTEE FOR ARTWORK SELECTION
Ms. Glickman stated that she talked to the City Manager
about the current exhibition honorarium amount being too
low as a contributing factor to the number of submissions for
the recent exhibitions having decreased. Ms. Glickman is
proposing to increase the honorarium amount to $5,000 per
sculpture, up from $2,526. Ms. Glickman will need to get the
City Council's approval of the honorarium increase as well
as the Request for Proposals. Staff has been in contact with

CAFE which is an online call for entries system that includes
a built in group of approximately 1,500 artists who regularly
utilize the site. CAFE is a place where artists bank their
images and resume so that it is easy to enter their
application for calls for artists. Ms. Glickman stated that part
of the request of this item is to select three Commission
members to serve on the subcommittee for artwork
selection. Due to there being two of the Commission
members absent from today's meeting, it was suggested to
continue the selection of three Commission members to the
meeting of November 8, 2017.
Commissioner Darby moved to approve the Art in Public
Places Commission to curate the 2019/2020 El Paseo
Sculpture Exhibition. The selection of up to three (3)
Commissioners to serve on a subcommittee for artwork
selection will be continued to the meeting of November 8,
2017. Motion was seconded by Commissioner Miller and
carried 4-0-0 with Adney, Campbell, Darby, and Miller voting
AYE with Boren and Hough ABSENT.
C. SELECT UP TO THREE (3) FINALISTS TO RECEIVE AN
HONORARIUM TO CREATE ONE (1) PROPOSAL EACH
FOR THE SET OF TWO (2) TRAFFIC SIGNAL CABINETS
ON FRED WARING DRIVE AND DEEP CANYON ROAD
AND SELECT UP TO THREE (3) FINALISTS TO RECEIVE
AN HONORARIUM TO CREATE ONE (1) PROPOSAL
EACH FOR THE SET OF TWO (2) TRAFFIC SIGNAL
CABINETS ON FRED WARING DRIVE AND COOK
STREET
Ms. Glickman reported that staff received six proposals for
the two sets of traffic signal cabinets located at Fred Waring
Drive and Cook Street and at Fred Waring Drive and Deep
Canyon Road. Ms. Glickman stated she would present the
six proposals and the Commission could choose up to three
artists to submit proposals for each location. The following
artists submitted their qualifications. Diane Morgan, Hans
Ladislaus, Jeni Bate, Jessica Schiffman, John Cuevas, and
Sofia Enriquez. After reviewing the artists' qualifications, the
Commission concurred that Diane Morgan, Jessica
Schiffman, and Jeni Bate submit proposals for the set of
traffic signal cabinets located at Fred Waring Drive and Deep
Canyon Road and Diane Morgan, Jessica Schiffman, and
John Cuevas submit proposals for the set of traffic signal
cabinets located at Fred Waring Drive and Cook Street.

Ms. Glickman stated that each artist will receive an
honorarium in the amount of $100 to create a proposal at the
above chosen locations. The artist(s) who are selected to
create a design will receive a contract in the amount of
$1 ,500 per location to create the artwork.
Commissioner Adney moved to select artists Diane
Morgan, Jessica Schiffman, and Jeni Bate to create a proposal
for the set of two traffic signal cabinets at Fred Waring Drive
and Deep Canyon Road, and artists Diane Morgan, Jessica
Schiffman, and John Cuevas to create a proposal for the set of
two traffic signal cabinets at Fred Waring Drive and Cook
Street. Motion was seconded by Commissioner Darby and
carried with a 4-0-0 vote with Adney, Campbell, Darby, and
Miller voting AYE and Boren and Hough ABSENT.
D. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
Due to time constraints, the consideration of Artist(s) to be
included in the City of Palm Desert's Artist Registry will be
continued to the meeting of November 8, 2017.
Commissioner Campbell moved to continue the
Consideration of artist(s) to be included in the City of Palm
Desert's Artist Registry to the meeting of November 8, 2017.
Motion was seconded by Commissioner Campbell and carried
with a 4-0-0 vote with Adney, Campbell, Darby, and Miller
voting AYE and Boren and Hough ABSENT.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman reported that she will send out a Call for
Artists for the upcoming season after the first of the year.

B. Docent Tours
Ms. Glickman reported that the First Weekend tour for
October was of the El Paseo Exhibition.
The third and fifth grade classes from Washington Charter
School will be taking tours of the El Paseo Exhibition. Also,
one of the classes at Palm Desert High School will be taking
a tour at the Civic Center Park in December.
C. First Weekend
Ms. Glickman reported that First Weekend begins on
November 3 with STREET at Westfield Palm Desert, and the
Palm Springs Art Museum will be doing a the Day of the
Dead event on the same day. The First Weekend featured
event in December will be Take Me Home Huey exhibition
and related events in Freedom Park, which includes a
helicopter that has been transformed into a sculpture. The
sculpture will be installed on Thursday, November 30 that
will include a media day. Staff is working to get schools
involved to visit the sculpture on Friday. There is an
educational component accompanying the project that
addresses students of all ages. An organization called Light
Horse Legacy that works with veterans and closely with the
sculpture will be onsite the entire weekend as well as the
artist and his representative. Saturday will include a festival
with veterans, art, and community organizations. There is a
documentary film that accompanies the sculpture and will be
shown on Saturday evening. A song that was created for the
film will be sung prior to the film. Sunday will include the
Coffee in the Park event at Freedom Park which is being
created by the Coachella Valley Art Scene. They will bring
in coffee vendors and create artwork based on coffee. A
second Coffee in the Park event will take place at Palma
Village Park in April.
D. Film Series
Ms. Glickman reported that she is finalizing the films for the
2018 Palm Desert Documentary Film Series. The lineup is
as follows. Levitated Mass, a film on new century modern
photography for February to coincide with Modernism Week,
Doug Aikten film in March, and a film on Andy Warhol's Brillo
Box. She is considering doing a silk screening project after
the final film.

XI. REPORTS AND REMARKS
A. STAFF
No report.
B. COMMISSION REPORTS
Commission member Darby reported that the Coachella
Valley History Museum had its water tower renovated and is
displayed in the street by the museum, which is located near
downtown Indio. In addition to the water tower renovations,
the Indio Arts Commission purchased a projection system to
digitally map the tower and project artwork on it.
XII. ADJOURNMENT
Commissioner Campbell moved to adjourn the meeting at 10:10
a.m. Motion was seconded by Commissioner Darby.
