CALL TO ORDER Chairperson Boren convened the meeting at 9:00 a.m. II. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on October 11, 2017. Commissioner Campbell moved to approve the Minutes of October 11, 2017. Motion was seconded by Commissioner Miller and carried 6-0-1 with Adney, Boren, Campbell, Darby, and Miller voting AYE, with Hough ABSTAINING. Art in Public Places Minutes November 8, 2017 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Councilmember Susan Marie Weber Councilmember Weber reported that the City Council approved the extension of the contract for the loan of Large Steel Root. B. PLANNING COMMISSION REPORT— Lindsay Holt Ms. Holt reported that the Planning Commission reviewed Garage Town Storage (73660 Dinah Shore Drive) that includes 49 units. The Planning Commission approved a Temporary Use Permit for Church 212 to occupy a building within University Park located at Cook Street and Gerald Ford Drive. The Planning Commission approved an amendment for Carmax within Monterey Crossing. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported that ARC reviewed and approved a monument sign for SpringHill Suites Marriott located on Fred Waring and Highway 111 near Walmart Neighborhood Market. ARC approved construction drawings for Desert Business Club subject to modifications. D. DISCUSSION OF ART IN PUBLIC PLACES GUIDELINES — Deborah Glickman Ms. Glickman stated that Chairperson Boren suggested that the Commission review the Art in Public Places Guidelines. Ms. Glickman noted that the public art for a developer's project must remain with the property if the property owner changes; the artwork cannot be removed. VI. CONSENT ITEMS HELD OVER NONE 2 Art in Public Places Minutes November 8, 2017 VII. NEW BUSINESS A. RECOMMEND TO THE CITY COUNCIL APPROVAL OF STONE PASSAGE BY ROGER AND JACOB HOPKINS AND KISMET BY JENNIFER ASHER AND RECOMMEND TO THE CITY COUNCIL THE DENIAL OF THE ARRIVAL BY LOUIE DECARLO AND THE AIRSTREAM BY DAVID WINICK AS THE PUBLIC ART COMPONENTS FOR THE HOTEL PASEO LOCATED AT 45400 LARKSPUR LANE Ms. Glickman referred to the staff report regarding the art component for Hotel Paseo located at 45400 Larkspur Lane. The developer has proposed four (4) artworks totaling $263,000. The total amount of the public art fee paid by the developer for the hotel is $107,000 which is the maximum amount that can be reimbursed for the hotel's public art component. Ms. Glickman stated that staff believes that two (2) of the four (4) proposed artworks are allotted within the City's public art guidelines and two (2) of the artworks do not fulfill the guidelines, and therefore does not feel comfortable recommending approval. The Arrival by Louie DeCarlo is incorporated into the porte cochere. After reviewing the application, there were no examples of past work from the artist, resume, or biography of the artist which does not satisfy the policy or requirements. Stone Passage by Roger Hopkins is proposed to be located at the entrance of the hotel. Mr. Hopkins is an established artist and the art component complies with the City's public art criteria as does Kismet by Jennifer Asher which is proposed to be placed in the hotel entry. The Airstream by David Winick is a renovated Airstream trailer that is proposed to be placed in the back of the hotel and will be available to reserve as a room. Staff is recommending that The Airstream not be approved as staff did not receive documentation indicating that Mr. Winick is an established artist. Ms. Glickman stated that the fee paid into the fund for The Airstream could utilize the entire public art fee paid by the developer. If not approved as the public art component, The Airstream could be placed at the hotel but would not be considered part of the public art component under the City's Public Art Guidelines. The two (2) artworks that staff is recommending for approval as part of the public art component for the hotel totals approximately $33,000. The developer would have ample public art funds remaining for an additional art project. 3 Art in Public Places Minutes November 8, 2017 Chairperson Boren stated that her concern with accepting The Airstream as the public art component for the project would be the possible unavailability of it if it is occupied by a guest, as it would not be available for the public to view the interior. Commissioner Campbell concurred. Mr. Leach stated that he would consider having late check in so that the interior can be viewed during the day. Mr. Leach stated that The Airstream is a 1950 Airstream trailer that has been restored. The hotel is a desert contemporary building with a hint of mid-century and has art throughout the building. They are hiring a docent instead of a concierge who will educate visitors of the artwork in the hotel. Mr. Leach talked about the hotel and the artwork. Commissioner Adney applauded the idea of The Airstream as the public art component. Commissioner Miller was in favor of The Airstream as it is iconic. Commissioner Hough stated that there is a fine line between fine art, design, and crafts. There is a fusion of design and fine art. The Commission has been talking about how it wants art integrated into the architecture as part of the experience and not plop art. Ms. Glickman mentioned that the total amount for all four (4) proposed artworks is $263,000. It was the consensus of the Commission that the interior of The Airstream remains open to the public with late check in. Chairperson Boren was in favor of Kismet by Jennifer Ash, Stone Passage by Roger Hopkins, or The Airstream by David Winick but not in favor of The Arrival by Louie DeCarlo as it is more of an architectural component than art. Commissioner Adney was in favor of including the area surrounding The Airstream as the public art component, and not just the trailer acting as the public art component. Ms. Glickman stated that staff would require information from the developer on the artist to include past works before moving forward with the project. It would be codified with the Public Art Agreement that gets filed with the County of Riverside in the case of the hotel changing ownership any new owner would know not to change the spirit of the surrounding environment of The Airstream or they would be in violation of the AIPP Policy. Commissioner Hough confirmed that staff 4 Art in Public Places Minutes November 8, 2017 is requiring a statement from the artist that The Airstream will be integrated into the environment setting as part of a whole unit (a defined area). Ms. Glickman stated that she wants artwork that is an installation and interactive. Ms. Glickman asked that the interior not be included as part of the artwork and that the artwork. The artwork would include the exterior and the surrounding environment, all of which needs to be designed by an artist. Commissioner Darby moved to approve The Airstream by David Winick to include the surrounding environment as the public art component created by an established artist as per staff's satisfaction. Motion was seconded by Commissioner Hough. Motion was carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. Staff noted that the Commission was in support of Kismet by Jennifer Asher and Stone Passage by Roger Hopkins as the artworks for the hotel. VIII. CONTINUED BUSINESS A. SELECTION OF UP TO THREE (3) COMMISSION MEMBERS TO SERVE ON A SUBCOMMITTEE FOR ARTWORK SELECTION FOR THE 2019/2020 EL PASEO SCULPTURE EXHIBITION Ms. Glickman stated that due to there being two Commissioners absent at last month's meeting she suggested to continue the selection of choosing three members to serve on a subcommittee for artwork selection for the 2019/2020 El Paseo Sculpture Exhibition. All of the Commissioners expressed an interest in serving on the subcommittee and it was the concurrence of the Commissioners that the entire Commission would serve on the committee to select artwork for the 2019/2020 El Paseo Sculpture Exhibition. Ms. Glickman stated that the artists will submit their proposals on an online database which will make for an easier review process. Commissioner Adney moved to approve that all of the Commission members serve on the committee for artwork selection for the 2019/2020 El Paseo Sculpture Exhibition. Motion seconded by Commissioner Campbell. Motion carried with a 5-0-1 vote with Adney, Boren, Campbell, Hough, and Miller voting AYE, with Darby ABSENT(for this item). 5 Art in Public Places Minutes November 8, 2017 B. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY Artist Daniel Moore applied to be included in the City of Palm Desert's Artist Registry. Commissioner Hough moved to accept artist Daniel Moore in the City of Palm Desert's Artist Registry. Motion was seconded by Campbell and carried 4-1-1 with Adney, Boren, Campbell, and Hough voting AYE, Miller voting NO, with Darby ABSENT(for this item). IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman stated that the current show, Inspiration by CREATE, is doing well. B. Docent Tours Ms. Thompson reported that five fifth grade classes from Washington Charter School took tours of the El Paseo Exhibition. C. First Weekend Ms. Glickman reported that STREET at Westfield Palm Desert, which was the November opening featured event for the November First Weekend, went well. December's First Weekend featured event is Take Me Home Huey at Freedom Park. The Take Me Home Huey helicopter/sculpture will arrive on November 30 and will be removed on December 4. Saturday will include a ceremony at 1:00 p.m. with a screening of the related documentary film at 5:00 p.m. Veterans' organizations, color guard from 29 Palms, someone singing the National Anthem, introduction by the Mayor, Light Horse Legacy, and artist Steve Maloney will be part of the ceremony. Friday night First Weekend events will include Cruise Night on El Paseo, art walks, 6 Art in Public Places Minutes November 8, 2017 Galen First Friday, and more. The City's annual holiday celebration will take place at the Gardens on El Paseo on December 1. D. Film Series Ms. Glickman stated that she is finishing up the details on the films for the 2018 Film Series. XI. REPORTS AND REMARKS A. STAFF No report. B. COMMISSION REPORTS No report. XII.
