A. MINUTES OF THE REGULAR MEETING OF TUESDAY, SEPTEMBER
05, 2017

Upon a motion by Commissioner Guyer, second by Commissioner Dawson, and
carried by a 6-0-1 vote of the Commission, (AYES: Kelly, Dawson, Bixen, Housken,
Guyer, Tanner; NOES: None; ABSENT: Hardin) the Consent Calendar was approved
as presented.
V. NEW BUSINESS
A. FEES AND CHARGES
- DRD Presentation
Ryan Stendell explained to the commission how the contract between the
DRD and the City worked. The contract with the DRD allows them to
charge in two different ways. The DRD charges the city on annual basis
for services they provide us in the parks, and that's actual labor. The
second section of the agreement with the DRD refers to the fees and
charges manual; those are the outward facing charges to the community
for the services that the DRD provides. Brenda Nutcher provided the
Commission with a more simplified report regarding the fees. In the fees
and charges manual, the first proposal is facility use passes. Currently it's
$25 for Palm Desert and Indio residents; the new proposal is $50 for Palm
Desert and Indio residents; annual fees would be $50. For special events
at parks, fees would be based on the number of people and the type of
event being held. Commissioner Housken asked if the residents would be
benefiting with the price increase; some Commissioners don't agree with
doubling the fees for residents; especially for seniors. Rob Ballew pointed
out that the residents are still getting a great deal compared to other dubs
and facilities. A discussion then took place; no action was taken.
Staff recommends continuing the item; give as much input, suggestions,
and concepts, regarding fees and manual changes.
VI. CONTINUED BUSINESS
A. FREEDOM PARK / PICKLEBALL FACILITY IMPROVEMENT
Ryan Stendell introduced Johnny Terfehr, and Ron Moreno who will be
working on the Pickleball Facility Improvement Project; they will both be
working directly with Randy Chavez. They will be out at Freedom Park on
October 17, presenting a tentative masterplan concept to the pickleball
community and receive input as the Commission requested.

VIII. PRESENTATIONS AND UPDATES
A. PARK USE REPORT
- Hovley Soccer Park
Ryan Stendell reminded everyone that soccer is in full swing. He spends
five nights out of the week at the soccer park, and Commissioner Tanner
has also spent time out there. The field itself is incredible. The youth
soccer program is incredible, with 800 kids out there; it's a very popular
sport. Mr. Stendell encouraged the Commissioners to spend some time
out there on a Saturday to see all the activity. Sabby mentioned that it is
very family oriented, and it's a place where race, religion are invisible; the
community is united.
B. PALM DESERT AQUATIC CENTER
Rob Ballew presented for David Keyes. There were close to 2000 people
in the complex for the Y Be Fit event. A major diving event could not be
held in LA, and will be held here in the Aquatic Center, with over 200
entries. All boards are being refinished. Mr. Keyes also spoke with the
Joslyn Center Director, and met up with him with regarding possible future
programs.
C. FAMILY YMCA OF THE DESERT
Rob Ballew went straight into the Y be Fit video. There was great
representation from the City. The total number of people attending was
well over 1700, including the volunteers. Monroe school was the biggest
supporter, with over 774 in attendance. Over 600 lbs. of color and 35
gallons of fluorescent color were used for the Color Run.

• Flag Football — 152 kids
• Youth & Govt. — 62 kids
D. DESERT RECREATION DISTRICT
Brenda Nutcher stated that season is coming back and they are quite
busy with after school programs. The DRD is doing the Teen Driving
Program with over 100 teens attending. Adaptive program is taking off
with the community; registration is open for Senior Games, which will be
held February 7-11, 2018. There is currently over 90 registered for the

pickleball session; another venue will be added this year for volleyball.
Sunday Sounds Concert series will be starting out with the library; and the
Cooking Series as well. Desert Rose Annual Show is scheduled for
November 12-13. A free magic class will be available for after school
programs starting in January. Ms. Nutcher is in the process of hiring
someone to manage the co-ed softball team. The Bicycle Rodeo, for the
bike giveaway, will be held December 16, and they will be teaming up with
the Sheriff's Department. Chair Kelly thanked the DRD and the YMCA for
the great work they do.
Tim Skogen, with the First Tee, stated that registration is in full swing.
Golf Center is currently closed for over seeding; golf course will be up and
running by second week of November. Chamber Mixer will be held on
November 15 at First Tee Golf Center. Also, their 10th Anniversary will be
on January 10. Two local female participants will be at The First Tee
Open at Pebble Beach.
E. FRIENDS OF THE DESERT MOUNTAINS
Tammy Martin mentioned that Carrizo and Dead Indian Canyon are open
through the end of this year. The trails are located across from Santa
Rosa Visitor Center, near the Art Smith Trail access point. They are also
working with the Boy Scouts group at the Bump N Grind trail. New trail
signs are set to arrive soon. They are celebrating their 30th anniversary on
November 3, with a big event. The Wildflower Festival will be held on
March 3, 2018.
IX. COMMISSIONER, COUNCIL -LIAISON, AND STAFF COMMENTS
Commissioner Housken mentioned that Coach Marcia asked her why there
weren't any recycling cans at Washington Charter. Mr. Chavez stated that they
aren't really that cost effective; however, he can look into the issue.
Rob Ballew mentioned that the YMCA is celebrating their 35th anniversary; they
will be having their fund raising event on November 4.
