C36760 C-1 STAFF REPORT Ate,_ -k W CITY OF PALM DESERT ADMINISTRATIVE SERVICES MEETING DATE: February 22, 2018 PREPARED BY: Lori Carney, Director of Administrative Services REQUEST: Approve the selection of The Hartford as the City's provider for Life, Accidental Death & Dismemberment, Long Term Disability and Short Term Disability insurance products, and authorize the City Manager to execute an application for coverage and related agreements necessary to effectuate this request. Strategic Plan This is not specifically addressed in the Strategic Plan, however it supports the goal of prudent fiscal stewardship while providing appropriate and attractive employment benefits. Background Analysis In July 2004 the City entered into a contract with The Standard (StanCorp Financial Group, Inc.) to provide employees with insurance coverage for Life, Accidental Death and Dismemberment (AD&D), and Long Term Disability (LTD). In 2008 that contract was expanded to include voluntary Short Term Disability (STD) plans that employees could purchase. Late in 2017 staff engaged the City's insurance brokerage, USI Insurance Services, to survey the market and request quotes for these products. They obtained proposals from four companies: The Standard, Lincoln, Hartford and Mutual of Omaha. Each of these companies has an A.M. Best Rating of A+ and is qualified to provide these products. They prepared a comparison (Exhibit "A") and staff has reviewed them. The Hartford offered significantly lower rates for each insurance product, along with some benefit enhancements such as improved coordination of benefits, return to work program, and specified illness (typically cancers) coverage. They also offer a lower rate for STD policies, which will benefit employees because they pay for this coverage themselves. March 8, 2018 - Staff Report Approve Agreement —The Hartford Insurance, Life, AD&D, LTD & STD Page 2 of 2 Staff requests approval to enter into a new contract with The Hartford for these benefits, with a target implementation date of April 1, 2018 and to authorize the City Manager to execute the agreement and take any steps necessary to effectuate this action.
