C36810A-*** STAFF REPORT CITY OF PALM DESERT SPECIAL PROGRAMS DEPARTMENT MEETING DATE: March 22, 2018 PREPARED BY: AmyLawrence, Management Analyst (Ytk/ 9 Y REQUEST: Approval of Palm Desert's 2018 Spring Concert Series Recommendation By Minute Motion, 1. Authorize City Manager to finalize the 2018 Spring Concert Series lineup; 2. Authorize City Manager to execute all contracts associated with the series; and 3. Approve expenditures in an amount not to exceed $45,000.00 for production of the series. Strategic Plan Objective Approval of Palm Desert's 2018 Spring Concert Series would help address the following priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert— Forward Together. — Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. — Tourism and Marketing Priority 2: Grow existing events and develop new events to enhance the desirability of Palm Desert as a year round destination. Discussion Palm Desert's Spring Concert Series has become a well-attended and anticipated event. This year's first concert of the series is slated as the featured First Weekend event for May and will highlight the energetic and well-known ska/reggae band, "The English Beat". The rest of the season's lineup includes a popular Tom Petty tribute band, an eclectic bluegrass band from Lake Tahoe, the return of a popular Motown/R&B cover band, and a unique all-female indie-folk band from Australia. Outlined below is the proposed schedule, including dates and designated performers. All performances will start at 7:30 p.m. and end at 8 p.m. • Thursday, May 3, 2018 —The English Beat (Ska/Reggae) • Thursday, May 10, 2018 — The PettyBreakers (Tom Petty Tribute Band) • Thursday, May 17, 2018 — Dead Winter Carpenters (Americana/Bluegrass) • Thursday, May 24, 2018 — Blue Breeze Band (Motown/R&B) • Thursday, May 31, 2018 —All Our Exes Live In Texas (Indie-Folk) March 22, 2018 - Staff Report Approval of Palm Desert's 2018 Spring Concert Series Page 2 of 2 In the past, staff brought all contracts related to each concert series to the City Council for approval. In effort to make the process of producing the series more efficient, staff is requesting that the City Council authorize the City Manager to finalize the band lineup and execute all contracts associated with the series. This will streamline the process in the event that the lineup needs to change for any reason (i.e. staff will not need to come back to the City Council to request approval for a change to the lineup and approval of a new contract.) A copy of the contract is available upon request. In addition, staff is requesting approval of expenditures in an amount not to exceed $45,000 for bands, sound and lighting, event insurance, radio advertising and remotes, food truck guarantees, heath department permit, printing of promotional rack cards and posters, and other incidental costs associated with production of the series. Fiscal Analysis Staff is pleased to report that the Desert Recreation District generously contributed $10,000 for the City's 2017/18 concerts in the park. Funds for the First Weekend featured event concert in the amount of $8,700 are available in City-Sponsored Events Account No. 1104416-4306102. Funds for the remainder of the Spring Concert Series in the amount of$36,300 are available in City-Produced Events Account No. 1104416-4306101. LEGAL REVIEW DEPT.
