ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on December 13, 2017. Commissioner Campbell moved to approve the Minutes of December 13, 2017. Motion was seconded by Commissioner Darby and carried 6-1-1 with Boren, Campbell, Darby, and Miller voting AYE, with Hough ABSENT (during this item only) and Adney ABSTAINING. Art in Public Places Minutes February 14, 2018 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Pro Tern Susan Marie Weber Mayor Pro Tern Susan Marie Weber reported that the City Council approved the artists to paint designs on the set of two traffic signal cabinets on Deep Canyon Road and Fred Waring Drive (Diane Morgan) and the set of two cabinets on Cook Street and Fred Waring Drive (John Cuevas). B. PLANNING COMMISSION REPORT — Lindsay Holt Ms. Holt stated that the Planning Commission reviewed a request for an addition of a new tract map on Dinah Shore. She added that the Cannabis item will come before the Planning Commission in the next few months including the dispensary on El Paseo. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. Modifications to the new multi-tenant building next to Walmart Neighbor Market on Highway 111 and Fred Waring Drive were approved; new elevations for a housing project on Dick Kelly and Dinah Shore drives were approved; color changes to the exterior of Buffalo Wild Wings were approved; a six-unit housing development on Hwy 74 was approved; awnings and signs for Wildest Greens Organic in the Palms to Pines center were approved with comments. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON FOR 2018 Commissioner Campbell moved to re-elect Chairperson Boren as Chairperson and Commissioner Miller as Vice 2 Art in Public Places Minutes February 14, 2018 Chairperson for 2018. Motion was seconded by Commissioner Hough and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY Artist Blessing Hancock applied to be included in the City of Palm Desert's Artist Registry. Commissioner Miller moved to accept Blessing Hancock in the City of Palm Desert's Artist Registry. Motion was seconded by Commissioner Campbell. Motion was carried 6- 0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. C. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN THE PALM DESERT COMMUNITY GALLERY FOR THE 2018/2019 SEASON Ms. Glickman stated that she received nine proposals for exhibition in the Palm Desert Community Gallery. The following artists submitted proposals to be considered for exhibition in the Palm Desert Community Gallery for the 2018/2019 season. Barbara Price, CancerPartners, Charlotte Lerner, Hunter Johnson, Myrn Ellen Krengel, Sun City Print Makers, Veronique Branger, Chantal Houle, and Toshiko Ousdal. It was the concurrence of the Commission to include the following artists to show in the Community Gallery for the upcoming season. Barbara Price, Toshiko Ousdal, Hunter Johnson, Myrn Ellen Krengel, Veronique Branger, and Sun City Print Makers. Commissioner Adney moved to accept Barbara Price and Toshiko Ousdal as one show; Hunter Johnson as a solo show; Myrn Ellen Krengel and Veronique Branger as one show; and Sun City Print Makers as a group show who will exhibit in the Palm Desert Community Gallery for the 2018/2019 season. Motion was seconded by Commissioner Campbell and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. 3 Art in Public Places Minutes February 14, 2018 D. APPROVAL OF THE REVISED ART IN PUBLIC PLACES PROGRAM GUIDELINES Ms. Glickman stated that the City Attorney reviewed and approved the changes that were discussed at the last two Art in Public Places Commission meetings. Staff will provide an updated copy of the guidelines to the Commissioners once the changes have been approved by the City Council. Ms. Glickman stated that she added, "That if a public art consultant is used no more than five percent of the project budget can go to a public art consultant and is an industry standard." Also, The Commission had some questions on Page 13, number 12 regarding the wording. Staff will check with the City Attorney on the wording of that section. Commissioner Darby moved to approve the revised Art in Public Places Program Guidelines as discussed. Motion was seconded by Commissioner Hough and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman stated that the gallery opening reception for Ron Dalberg and Grant McMillan was very well attended. B. Docent Tours Ms. Glickman reported that she gave the First Weekend docent tour on February 3 of the art at the Civic Center Park and had fourteen people. Ms. Glickman gave a lecture to an OLLI class a few weeks ago talking about the public art program. Those students followed up with a tour of the art in the Civic Center Park. 4 Art in Public Places Minutes February 14, 2018 Ms. Glickman will be seeking new docents to train starting in October. Ms. Glickman stated that due to the smaller group of current docents, Commissioner Darby agreed to help out with tours when necessary. C. First Weekend Ms. Glickman reported that the Swing `N Hops event on February 3 was well attended with approximately 5,000 people. The Coachella Valley Wildflower Festival will be held on March 3 at the Santa Rosa & San Jacinto Mountains Monument Visitor Center as the First Weekend featured event. The Brew at the Zoo event will be held on April 7 at The Living Desert as the First Weekend featured event. D. Film Series Ms. Glickman stated that the film series is going well. The upcoming film schedule is as follows. February 15 — Visual Acoustics; March 15 — Electric Earth: Doug Aitken; April 19 — Brillo Box(3 Cents Oft). E. Student Art and Essay Contest Ms. Thompson reported that the entry deadline for the 2018 Student Art and Essay Contest is April 5. Commissioner Darby volunteered to read and judge all of the essays again this year. Chairperson Boren and Commissioner Adney will judge the individual artworks and murals. Chairperson Boren will announce the winners at the Award Ceremony on Wednesday, May 16 at 6:30 p.m. in the Council Chamber. Ms. Glickman reported that staff met with some of the principals and teachers from Palm Desert schools regarding the Art and Essay Contest to seek suggestions on how to better enhance the contest. Suggestions included a gift card or art supplies as the award for the class projects instead of cash, and winners to be posted on social media. One teacher commented that the Contest information is left on a table as opposed to distributing it to the teachers. It would 5 Art in Public Places Minutes February 14, 2018 be helpful for staff and the schools to have an appointed person from the schools as the contact for all contest information. A special needs teacher was in attendance and there was discussion on how their art can be incorporated into the contest because several grades are combined into one class of students and the contest is judged by grade level. A separate category would need to be created to accommodate that group of students. The awards for the contest are currently funded through donations (those funds do not come from the Art in Public Places fund) which have declined in the last several years. In order to support higher award amounts, Ms. Glickman is going to seek funds from the Art in Public Places budget in the next budgeting cycle. F. El Paseo Sculpture Exhibition Ms. Glickman reported that to-date she has received forty applications for the 2019/2020 El Paseo Sculpture Exhibition. The deadline for the entries is February 28. The selection for the 2019/2020 El Paseo Sculpture Exhibition will be on the March agenda when the applications will be reviewed by the Commission. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman reported that the color of blue that Diane Morgan chose as the background for her design on the set of traffic signal cabinets on Deep Canyon Road and Fred Waring Drive was too dark to be used as the darker colors heat up the cabinets and can damage the electrical unit inside. Instead, Ms. Morgan is going to use a shade of aqua for the background which has been approved by the Traffic Signal Technician. Both artists have turned in their contracts and should be starting on the projects soon. Ms. Glickman announced that Delos Van Earl's sculpture, Heroic Interlude, that was part of the 2017/2018 El Paseo Exhibition sold. It was removed on February 6 and was replaced with Mr. Earl's sculpture entitled Temptress. Ms. Glickman stated that she will be reviewing the sculptures in the current El Paseo Exhibition for consideration of purchase. 6 Art in Public Places Minutes February 14, 2018 B. COMMISSION REPORTS Chairperson Boren stated that, Recycle located on the west end of El Paseo, is looking "tired". She asked about moving it to another location. Ms. Glickman explained to the Commission that it is not the City's policy to relocate an artwork unless there is a particular issue with the art and the location in which it has been placed. If art was moved from one location to another because it is not a popular piece or someone does not like it, it sets a precedence that the City does not want to set. Chairperson Boren inquired about the artwork that will be included in the San Pablo plan. Ms. Glickman stated that the RFP for construction of San Pablo included a requirement that an artist be on the design team. Chairperson Boren reported that the docents from the Palm Springs Art Museum went to Claremont and saw a James Turrell sculpture and canopies where one could sit under and view the sky and thought something similar would be a good addition on San Pablo. Commissioner Miller suggested shade stops. XII. ADJOURNMENT Commissioner Adney moved to adjourn the meeting at 10:57 a.m. Motion was seconded by Commissioner Miller.
