Glickman, Management Analyst REQUEST: Adopt City Council Resolution No. 2018- 17 of the City of Palm Desert, California, authorizing the submittal of an application to the League of California Cities for the Helen Putnam Award for the category of the Ruth Vreeland Award for Engaging Youth in City Government. Recommendation Waive further reading and adopt City Council Resolution No. 2018 - 17 of the City of Palm Desert authorizing the submittal of an application to the League of California Cities for the Helen Putnam Award for Excellence in the category of the Ruth Vreeland Award for Engaging Youth in City Government. Strategic Plan Obiective The Palm Desert Youth Committee is in line with the Education Mini -Vision which states that the City's goal is to: Create community awareness of, and support for, the building blocks of student success, including academic, vocational and career success. Background Analysis Established in 1982 by the League of California Cities, the California Cities Helen Putnam Award for Excellence program recognizes outstanding achievements by California's Cities. The program honors cities that have made unique contributions to its residents and businesses. The purpose of the California Cities Helen Putnam Award for the Ruth Vreeland Award for Engaging Youth in City Government is to recognize cities for the following: • Youth commissions that have maintained active and diverse youth involvement and that have provided young people with a real voice in their city's public decision making; • Collaborative efforts between cities and other agencies (schools, public agencies, non -profits, churches, and private) to inform and engage youth about city issues and their community; Staff Report Helen Putnam Award Application Submittal April 12, 2018 Page 2 of 2 • Promotion of understanding of local government by young people; their own roles and responsibilities as citizens; and their engagement in the community in ways that advance this understanding and benefit the community; and • Improvements in how the student community functions in terms of attitude, involvement, knowledge and the skills of good citizenship. The programs that the Youth Committee currently and formerly have conducted are directly in line with the criteria for this award. Ryan Stendell Hargreaves Director of City Attorney Community Development FINANCIAL REVIEW N/A Janet Moore Director of Finance CITY MANAGER Lauri Aylaian City Manager ATTACHMENTS: City Council Resolution No. 2018 - 17 Description of the Ruth Vreeland Award for Engaging Youth in City Government RESOLUTION NO. 2018 - 17 A RESOLUTION OF THE CITY OF PALM DESERT WHEREIN THE CITY COUNCIL HEREBY AUTHORIZES THE SUBMITTAL OF AN APPLICATION TO THE LEAGUE OF CALIFORNIA CITIES FOR THE HELEN PUTNAM AWARD FOR EXCELLENCE FOR THE CATEGORY OF THE RUTH VREELAND AWARD FOR ENGAGING YOUTH IN CITY GOVERNMENT, AND THE EXECUTION OF ANY RELATED DOCUMENTS NECESSARY FOR THE APPLICATION. WHEREAS, the League of California Cities (hereinafter referred to as the "League") has issued a call for applications for the 2018 Helen Putnam Award for Excellence; and WHEREAS, the City of Palm Desert, a municipal corporation, ("Applicant") desires to apply for the Helen Putnam Award for Excellence and submit an application for the Youth Committee program in the Category of the Ruth Vreeland Award for Engaging Youth in City Government. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM DESERT DOES HEREBY DETERMINE, RESOLVE, AND ORDER AS FOLLOWS: 1. Applicant is hereby authorized and directed to apply for and submit to the League the 2018 Helen Putnam Award for Excellence application in the category of the Ruth Vreeland Award for Engaging Youth in City Government. 2. That the City Manager or her designee is authorized to execute in the name of the Applicant the application package and related documents as required by the League in participation of this program.
