C36930 CITY OF PALM DESERT INFORMATION SYSTEMS DEPARTMENT MEETING DATE: April 26, 2018 PREPARED BY: Clayton von Helf, Information Systems Manager REQUEST: Approve new telecommunications contract with TPX Communications in the amount of $2,690 per month plus usage charges and authorize the City Manager to negotiate, finalize and execute agreement. Recommendation By Minute Motion, that the City Council: Approve new telecommunications contract with TPX Communications in the amount of $2,690 per month plus usage charges and authorize the City Manager to negotiate, finalize and execute agreement. Funds are available in 1104190-4365000. Strategic Plan Although the City's internal I.T. infrastructure is not addressed in the strategic plan, its upgrade underlays, and is essential to, all projects and services performed by the City. Information Technology Master Plan Internet Bandwidth is listed as Initiative 6 in the Information Technology Master Plan adopted by the City Council on February 23, 2017. It was rated as a high priority by the I.T. Steering Committee. Background Analysis The City currently uses a combination of services from Spectrum (formerly Time Warner) and Frontier (formerly Verizon) for our internet and phone service. For phone service there are two digital trunks of phone numbers (called PRI's), one from Frontier and one from Spectrum. The dual line setup provides some redundancy, and gives the City some outgoing call capabilities if one line is down. However true failover (the capacity to keep both lines up in both directions) of the primary phone number has never been possible using these carriers, so if the Frontier line goes down, the main published phone number for City Hall (346-0611) goes dead. Since this system was set up, both companies have experienced significant changes in their ownership and customer support structure. The customer service that the City has received from Frontier has been poor. The PRI has gone down more than once and at April 26, 2018 - Staff Report TPX telecommunications contract Page 2 of 2 times it has taken IT staff several hours on the phone to find someone to help. Frontier provides no direct support for business class customers, so staff must contact the same customer support as residential customers —with the same hold times. Currently the City spends $1,800 per month for those lines, plus usage charges. For its Internet connection, the City has a 50 MB connection from Spectrum which costs $1,035 per month. With more services being pushed to the Internet and more inspectors working in the field, this connection is now too slow for the City's needs. Total for the two phone lines and 50 MB internet connection is $2,835 — plus call usage charges. The City received a proposal from TPX Communications, a reseller of phone and internet services. They have many other customers in the Coachella Valley and have approached the City with a proposal for Internet and phone service. TPX would provide the City with a 100 MB fiber internet connection, and a backup 50 MB wireless connection. Over these two connections, TPX will provide two PRI phone lines with the City's current phone numbers. If one connection goes down, the phone traffic will automatically move to the other connection — without dropping a call. As long as one of the connections is up, all of the phone numbers will function as they do today. The month rate for the 2 PRI lines, 100 MB Fiber connection, and a 50 MB wireless connection is $2,690. TPX would be our single point of contact, and they have a 24 hour direct dial business class support center. This is a 60 month service agreement — with our monthly cost of $2,690 remaining the same for the duration this contract, a savings of at least $200 per month. Fiscal Analysis Approval of staffs request would result in a monthly expense of $2,690 from 1104190- 4365000. Funds were budgeted and are available for this fiscal year. LEGAL REVIEW DEPT.
