HomeMy WebLinkAboutPP-CUP-EA 16-394 - Supplmnt Info 04-20-2018To: CITY OF PALM DESERT COMMUNITY DEVELOPMENT DEPARTMENT CITY COUNCIL PUBLIC HEARING MEMORANDUM Honorable Mayor and Members of the City Council Lauri Aylaian, City Manager Robert Hargreaves, City Attorney From: Eric Ceja, Principal Planner Date: April 26, 2018 Subject: The Sands Apartment Project On April 18, planning staff hosted a community meeting with the applicant and representatives from the Venezia community, Portola Country Club, and the Canterra Apartments. Approximately 30 members attended the meeting and discussions mainly focused on the final placement of the four (4) three-story buildings. Below is a summary of the agreed upon changes from that meeting: • Addition of a two-story apartment building (Building 16) near Hovley Lane, adjacent to Carter Elementary resulting in the following changes: - Removal of open space amenities (dog park and basketball court) to accommodate new "Building 16." - With the addition of Building 16, Building 8 or 11 will be reduced to two -stories. - Proposal to allow Building 4 along Carter Elementary to increase to three -stories, thereby allowing both Building 8 an 11.to be reduced to two -stories. • The developer agrees to install all perimeter landscape during Phase 1 of the project to allow hedges to grow before new buildings are constructed during Phase 2. • The developer agrees to install a small wall adjacent to the southern -most parking spaces to block vehicle headlights. • The developer agrees to place garage units adjacent to Venezia and outside of the eight -foot landscape setback to help with noise attenuation from vehicles. Staff supports changes to the project and a presentation of the changes will be provided to the City Council at the public hearing. In addition, the City Council will receive an updated site plan prior to the. meeting and visual simulations are being prepared now.
