HomeMy WebLinkAboutFY18-19 - Vendors - Operating Xpns DWGR 9 _I STAFF REPORT CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT MEETING DATE: June 14, 2018 PREPARED BY: Randy Chavetandscape Supervisor REQUEST: Streamline the use of vendors for the Desert Willow Golf Resort by granting exception to the bidding requirements and approving the Operating Expense Vendors List for FY 2018/19. Recommendation By Minute Motion: 1. Grant an exception to the bidding requirements, as provided for by Section 3.30.160 (K) of the Municipal Code, not to exceed $50,000 for any one vendor during Fiscal Year 2018/19; and 2. Approve the Desert Willow Golf Resort's Operating Expense Vendors List. Strategic Plan This is an on-going maintenance function and as such, does not directly contribute to the objectives of the Strategic Plan. Background Analysis Each year, Desert Willow Golf Resort (DWGR) requests approval from the City Council to use on a regular basis the vendors on the attached list, pursuant to Section 3.30.160 (K) of the Municipal Code. This section gives the authority to DWGR to obtain routine and recurring services, supplies, and maintenance using one of these vendors. The vendors on this list are used because they offer immediate accessibility and/or wholesale/discounted pricing, or they are the only local source. The approval of the list simplifies the process to purchase and acquire the services needed during events where time is of the essence. Staff evaluates the initial estimate of the most readily available vendor from the list. If they deem the cost to be too high, another vendor from the list is contacted. The Public Works Department was recently tasked to oversee compliance with the public contracting requirements as they apply to the maintenance of the Desert Willow Golf Resort. Therefore, conforming to the department's practices, on June 1, June 14, 2018 - Staff Report DWGR Various Operating Expense Vendors List Page 2 of 2 2017, staff posted at City Hall a notice inviting vendors to apply if they wish to be added to the list for Fiscal Year 2018-19. The notice, along with a list of the vendors for FY 17/18, remained in place the entire fiscal year. A notice for fiscal year 2019/20 replaced the previous notice on May 25, 2018, and will remain posted for the entire fiscal year as notice for next year's call for vendors. Purchases and/or services valued at more than $50,000 will follow the standard procedure for procurement. Fiscal Analysis There is no fiscal impact associated with this action. LEGAL REVIEW DEPT.
