Home My WebLink AboutFY18-19 - Vendors - General Fleet Repairs 43M1 STAFF REPORT CITY OF PALM DESERT PUBLIC WORKS DEPARTMENT MEETING DATE: July 12, 2018 PREPARED BY: David Reyes, Jr., Street Maintenance Supervisor REQUEST: Approve the use of specific automotive facilities for supplemental general fleet repairs in an amount not to exceed $60,000 in total from Palms to Pines Automotive, and Ozzie's International Tire & Auto, Inc. during Fiscal Year 18/19 Recommendation By Minute Motion: 1. Grant an exception to the bidding requirements, as provided for by Chapter 3.30 of the Municipal Code as provided for by Chapter 3.30 of the Municipal Code during Fiscal Year 2018-19; and 2. Approve the use of specific automotive facilities for supplemental general fleet repairs in an amount not to exceed $60,000 in total from Palms to Pines Automotive, and Ozzie's International Tire & Auto, Inc. Funds are available in General Fund Account No. 1104331-4334000, R/M Fleet. Strategic Plan This is an on-going maintenance function and, as such, does not directly contribute to the objectives of the Strategic Plan. Background The City's fleet inventory consists of 68 vehicles ranging from small sedans to heavy- duty trucks operating on electricity, gasoline, compressed natural gas (CNG), propane, diesel, or a combination of these fuels. The City's maintenance facility is neither equipped, nor staffed to accomplish the necessary repairs and maintenance of these vehicles; consequently, the City relies on outside service facilities. In order to insure efficient use of City resources it is important to establish a pool of qualified service vendors for emergency repairs over $2,000 to specialty maintenance equipment. This minimizes loss of staff time to meet the City's formal bidding requirements for competitive selection of a vendor. Additionally, this process eliminates bids from vendors not qualified to work on, and/or are not familiar with the City's specialty vehicles. July 12, 2018 - Staff Report Approve Use of Specific Automotive Services Page 2 of 2 Public Works routinely distributes a vehicle repair survey to five local repair facilities based on the quality of past work, their familiarity with the City's vehicles as well as their hourly repair rate. Palms to Pines and Ozzie's International Tire & Auto, Inc. completed the survey; however, Kim's Automotive, L&L Automotive, and A&G Toyota Auto Care declined to participate. Therefore, Palms to Pines ($80/hour) and Ozzie's ($86/hour) have been selected for fleet repair services during Fiscal Year 2018-19. The budget amount for each vendor will be determined by staff based on availability and quotes for specific repairs from the two vendors.
