HomeMy WebLinkAboutFY18-19 - Vendors - Temp and Contract Staffing Svcs t STAFF REPORT CITY OF PALM DESERT ADMINISTRATIVE SERVICES DEPARTMENT MEETING DATE: July 12, 2018 PREPARED BY: Lori Carney, Director of Administrative Services REQUEST: Approval of designated vendors for temporary and contract staffing services not to exceed an aggregate of $100,000 for FY 2018/2019; Approve the use of Office Team for the purpose of payroll processing for student interns and ratify an increase to the FY 2017/2018 Office Team Purchase Order No. P113796 of $25,000. Recommendation By Minute Motion: 1. Approve and authorize staff to use the enclosed designated vendors for temporary and contract staffing services not to exceed an aggregate of $100,000. 2. Authorize the use of Office Team for the purpose of payroll processing for Student Interns for FY 2018/2019 in an amount not to exceed $20,000. 3. Ratify an increase in the Office Team Purchase Order No. P113796 for an additional $25,000. Strategic Plan Objective Although this item is not related specifically to the Palm Desert Strategic Plan, adequate staffing is required to achieve the goals outlined in the plan. This request provides staff the ability to quickly and efficiently fill gaps due to leaves of absences, vacancies and temporary unexpected workload increases. Background The City requires temporary and contract staffing services throughout the year in order to continue normal operations due to vacancies, leaves of absence and/or unusual and temporary workload increases. By their nature, these needs are unpredictable and must be responded to quickly in order to maintain service levels. In addition, contract staffing is a unique service, dependent entirely on the labor pool available at the time of the request. Over the years, temporary staff have been contracted as needed and charged to the individual requesting department. As the City has dealt with both an increased vacancy rate and increased activity, the need for temporary staff has also increased. As a result, Staff Report: Approve Designated Temporary Staffing Vendors July 12, 2018 Page 2 of 3 the City Council approved $100,000 in the Human Resources budget for Fiscal Year 2018/2019 for supplying temporary staffing through a centralized budget line item. Due to the unique nature of temporary staffing services, and the City's desire to have access to workers who meet our qualification and customer service standards, staff requests the approval to utilize the vendors designated below for an aggregate amount not to exceed $100,000 under this approval. Three vendors have offices in the Coachella Valley, which is necessary to access local workers, have provided satisfactory services to the City in the past, maintain the appropriate insurance requirements, have agreements with other local cities and public agencies, and offer selection services for contracted staff. MuniTemps is requested because they specialize in technical and professional government employees (i.e., public sector accounting, planners, and analysts.) 1. MuniTemps (Specializes in technical and professional government staff) 14241 E Firestone Blvd, Suite 400 La Mirada, CA 90638 Student Intern Program The City Council identified as a FY 2017/2018 and FY 2018/2019 goal to increase the use of student interns. This benefits the City by providing extra help for special projects and in recruiting future professionals to public service. It also provides the student with concrete experience in a real world office setting, and hopefully inspires them to continue their careers in the Coachella Valley. Adding student interns to the City's payroll system is cumbersome for such short term assignments. Office Team provides a "payroll" only service, in which they provide payroll processing, worker's compensation insurance and other payroll benefits for a competitive fee. They also offer electronic timekeeping, which is not offered by Proper Solutions, and provides for a more efficient process for students and the City's accounts payable process. Professional Services/Unique Services Palm Desert Municipal Code Sections 3.30.080 (B) allows for Professional Services to be awarded utilizing Best Competitive Value Procedure (Section 3.30.140.) Staff has requested pricing information for the suggested vendors, along with information on Staff Report: Approve Designated Temporary Staffing Vendors July 12, 2018 Page 3 of 3 services provided, accounting and time keeping methods and recommends the enclosed vendors based on this evaluation.
