REQUEST: Approval to purchase and utilize two mobile camera recording
systems for use by the City of Palm Desert Police Department.
Recommendation
By Minute Motion, authorize the purchase and use of two mobile camera
systems by the City of Palm Desert Police Department, to be placed within
the City's jurisdictional boundaries based on operational need.
Commission Recommendation
The Public Safety Commission does not meet in July and August, but staff will
provide an update on this matter at their next meeting.
Strategic Plan
This item is keeping with the intent of Public Safety and Emergency Services section of
the Palm Desert Strategic Plan, specifically under Priority 1: Enhance the delivery of
public safety services. The priority's strategy is to expand the existing superlative
services provided by the fire and police departments to address future growth and
safety concerns. The recommended action assists in meeting this goal by ensuring the
Police Department can utilize cameras along the El Paseo Shopping District to deter
criminal activity and aid in any criminal case that may occur in this region.
Background
In order to reduce criminal activity and help in any future criminal investigations, the City
of Palm Desert Police Department (under contract with the Riverside County Sheriff's
Department), would like to purchase and utilize two mobile camera systems that can be
placed anywhere within the City in response to criminal activity.
The Police Department previously temporarily installed two cameras along El Paseo in
response to various "smash and grab" burglaries that occurred. This was only a pilot
program that proved the system's effectiveness as a law enforcement tool to assist
ongoing investigations.
The Palm Desert Police Department will respond to requests for records in accordance
with Riverside County Sheriff's Department policy at the time of the request.

The data or any information obtained will not be owned or operated by the city of Palm
Desert and will be kept by the Police Department for thirty days, eliminating any cost to
the City for storage and reducing potential liability as a result of the captured data. Staff
respectfully recommends that the City Council authorize the use of mobile cameras
within the City's jurisdictional boundaries, with locations determined by the Police
Department, based on operational need.
Fiscal Analysis
The costs for two mobile camera systems is estimated to be approximately $27,000.
Staff will utilize existing CaICOPS funds and not require any general fund expenditure.
The Police Department will follow the City's purchasing policies, but have indicated that
this item is sole source and will provide the City with written justification prior to
purchasing them.
