REQUEST: Request for approval of two (2) permanent mural sites at the Palm
Desert Aquatic Center.
Recommendation
By Minute Motion:
1) Approve two (2) permanent mural sites at the Palm Desert Aquatic
Center.
2) Waive all permit and inspection fees associated with murals for the
designated sites.
Strategic Plan
Murals are traditionally a reflection of the community in which they are painted and
contribute to the Strategic Plan's Arts & Culture Mini -Vision statement that "arts and
culture give a community its soul."
Background
Murals are a dynamic way of displaying art that is painted or applied directly onto a wall,
ceiling, or another permanent surface. A distinguishing characteristic of a mural is its
ability to utilize its design to engage with and reflect the community around it.
In seeking opportunities to add murals to the Palm Desert Public Art Collection, staff
has identified two (2) potential mural sites at the Palm Desert Aquatic Center (PDAC),
as described below:
Site No. 1: Located on the exterior wall on the west side of the building where the
concession stand window is, this site includes the brick wall of the building as well as
the concrete wall of the adjacent walkway ramp. Staff has selected this site so that
the artwork will be visible to those utilizing Civic Center Park, the baseball diamonds,
and PDAC.

Site No. 1
Site No. 2: Located in the PDAC, the surge pit cover is a horizontal surface adjacent
to the splash pool. This site includes the raised area of the surge pit cover and the
adjacent wail to the north. PDAC staff has requested for the surge pit cover to be
painted to assist with keeping people from sitting on it and equipment from being
placed on it.

Site No. 2
Upon approval of the mural locations proposed in this staff report, staff will work with
Fresco Exchange on creating proposals for the sites. Fresco Exchange is a mural
organization that has a team of six (6) artists from Columbia who are interested in
coming to Palm Desert for approximately five (5) days in October 2018 to work with the
community to paint murals. Staff and Fresco Exchange both believe that the proposed
mural sites would be appropriate for these artists. Currently, Fresco Exchange is
finalizing a budget and a proposal for the project. The proposal will be reviewed and

approved by staff and the City Manager, and an agreement will be drafted for signature
by the City Manager. Once approved, Public Art staff will engage with the Marketing
division to assist with the promotion of the artwork.
Designating the aforementioned sites for murals will allow Fresco Exchange to create
artwork for Sites No. 1, No. 2, or both. Additionally, in the event that the murals need to
be replaced, staff will have the ability to seek out new murals for these locations.
Fiscal Analysis
There is no funding required for the designation of the two (2) aforementioned sites for
murals at PDAC.
