Patriot Ride for our Heroes Bike Ride scheduled for Friday, October 19, and Saturday, October 20, 2018, at the Palm Desert Civic Center Park; 2. Event sponsorship in the amount of $5,000; and 3. Temporary waiver of Palm Desert Municipal Code (PDMC) sections: a. 11.01.140 (Amplified Sound in City Parks); b. 11.01.080.0 (Placement of Advertising Signage in City Parks); c. 11.01.080 Q (Vendor Sales in City Parks); d. 11.01.080 R (Remain Overnight in City Parks); and e. 11.01.080 W (Possession/Consumption of Alcohol in City Parks) pursuant to PDMC 9.58.040. Strategic Plan Objective Approval of the 2018 Patriot Ride for our Heroes Bike Ride would help address the following priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert- Forward Together. - Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. - Parks and Recreation Priority 3: Make recreational and exercise opportunities available in all public spaces. - Tourism and Marketing Priority 2: Grow existing events and develop new events to enhance the desirability of Palm Desert as a year round destination. Executive Summary Coachella Valley Serving People in Need (CVSPIN) is requesting to hold their 6th annual Patriot Ride for our Heroes Bike Ride event at the Palm Desert Civic Center Park on Friday, October 19, and Saturday, October 20, 2018. This event honors military, veterans, and first responders for their service and raises funds for local organizations that support them. Programming includes 100, 50, 25, and 10-mile bike ride options, a two-mile walk, live STAFF REPORT APPROVAL OF 2018 PATRIOT RIDE FOR OUR HEROES BIKE RIDE AUGUST 23, 2018 PAGE 2 entertainment, a beer garden, various vendors and displays, a "Salute to Service" program, and more. Discussion In October, CVSPIN will hold their 6th annual Patriot Ride for our Heroes Bike Ride. Over the last several years, the event has seen steady growth with an average of 550 participants consisting of Coachella Valley residents and others from across California, the United States, and Canada. The producer is seeking a new venue for the event where participants and their families can easily access shopping and dining locations before, during, and after the event. (Previous event locations included the Indio Fairgrounds and Southwest Community Church in Indian Wells). Upon review of the event's needs and logistics, it was determined that the Civic Center Park would be the best location in Palm Desert for the Patriot Ride. Outlined below are specifics relative to the event: - Event Details: Registration for the Patriot Ride will be held on Friday, October 19, 2018, from 2 p.m. to 8 p.m., and will include live entertainment and a variety of vendor booths and displays. The main event will take place on Saturday, October 20, 2018, from 6 a.m. to 4 p.m., and will include live entertainment, a variety of vendors and displays, a beer garden, and a "Salute to Service" program. The "Salute to Service" program will consist of honoring a fallen hero, donation of a bicycle to a disabled veteran, donation of a PTSD dog to a veteran, and more. Both events and all programming, to include the start/finish line, will be confined to the Civic Center Park. - Event Set-up and Tear-down: CVSPIN will begin set-up in the Civic Center Park on Friday, October 19, around 8 a.m. Many of the vendors and displays that set-up for the registration event on Friday will remain in place overnight for the main event on Saturday. As such, CVSPIN will arrange for overnight security to monitor all items stored overnight. Tear-down will began after the event ends at 4 p.m. on Saturday, and all should be cleared out by 10 p.m. - Bike Ride/Walk Courses: This event includes 100, 50, 25, and 10-mile bike ride segments with the first ride departing at 7 a.m. There is also a two-mile walk option. All bike ride and walk participants will be reminded that safety is the number one priority and that traffic laws shall be obeyed at all times during the event. - Traffic Impacts/Public Safety: All proposed routes in and out of the city will be reviewed by the City's Public Works Department and the Police Department to determine those that are the safest and least impactful to traffic. Police officers will provide traffic control to assist riders out of the city limits quickly and safely. On the return, police officers will be present along the route to ensure riders are obeying the rules of the road. Citizens on Patrol may be requested to assist, as well. Additionally, some traffic control may be implemented along San Pablo and Magnesia Falls to assist the riders as they depart onto Portola to head north out of the city limits. At this time, no road closures are being proposed. STAFF REPORT APPROVAL OF 2018 PATRIOT RIDE FOR OUR HEROES BIKE RIDE AUGUST 23, 2018 PAGE 3 Upon City Council approval, City staff will begin working with CVSPIN and various City departments (i.e. Public Works, Police Department, etc.) on all aspects of the event to include bike routes in and out of the city, traffic control, and public safety plans, as well as logistics for park use, portable restrooms, trash/recycling, parking, etc. Staff will also work with CVSPIN to ensure that they obtain the proper permit from the Department of Alcohol and Beverage Control (ABC) for the beer garden and secure the required security measures that go along with serving alcoholic beverages at these types of events. Fiscal Analysis CVSPIN is requesting a sponsorship in the amount of $5,000 to offset some of the costs associated with moving the 2018 Patriot Ride for our Heroes event to Palm Desert (i.e. police services, Burrtec costs, etc.) They have also indicated their intention to utilize some of the sponsorship funding for marketing and promotion of the event. Seeing the advantage of adding this event to Palm Desert's portfolio, staff recommends funding at this level for the 2018 event. Funds are available in Account No. 1104416-4306201.
