Hotel Paseo's Airstream-palooza event scheduled for Friday, October 5, and Saturday, October 6, 2018; 2. Road closure on Larkspur Lane from Shadow Mountain Drive to the north driveway of Hotel Paseo; 3. Consumption of Alcoholic Beverages on City-owned property pursuant to Palm Desert Municipal Code 9.58.040; and 4. Event sponsorship in the amount of $5,000. Strategic Plan Objective Approval of Hotel Paseo's 2018 Airstream-palooza event would help address the following priorities as specified in the 2013-2033 Strategic Plan, Envision Palm Desert— Forward Together. — Economic Development Priority 3: Create and attract entertainment and events to enhance and expand the Palm Desert economy and lifestyle. — Tourism and Marketing Priority 2: Grow existing events and develop new events to enhance the desirability of Palm Desert as a year round destination. Discussion Hotel Paseo is planning their first annual "Airstream-palooza" event for Friday, October 5, and Saturday, October 6, 2018. The event, which will be free to the public, will take place in front of the hotel from 6 p.m. to 10 p.m. each night. Programming includes live entertainment (Friday night "Pablo Cruise" and "Fox Wilde"/Saturday night "Fortunate Son" and "The Flusters"), a beer and wine garden, food trucks, a classic Airstream Trailer show, and more. All event proceeds will benefit the Family YMCA of the Desert. This event will require overnight closure of Larkspur Lane from Shadow Mountain Drive to the north driveway of Hotel Paseo from the morning of Friday, October 5, through midnight on Saturday, October 6. This will allow for set-up of the stage, beer garden, tables/chairs, and placement of the Airstream trailers for the two-day event. Maintaining the STAFF REPORT APPROVAL OF HOTEL PASEO'S 2018 AIRSTREAM-PALOOZA EVENT SEPTEMBER 6, 2018 PAGE 2 closure overnight is more cost effective for the event producer. Staff has spoken with the Gardens on El Paseo management and they are supportive of the event and road closure as it will not affect access to their parking garage. Upon City Council approval, staff will begin working with the event producer to ensure that that a traffic control plan is submitted to the Public Works Department for review. Staff will also work to ensure that they obtain a permit from the Department of Alcohol and Beverage Control (ABC) for the beer and wine garden and attain the required security measures that go along with serving alcoholic beverages at these types of events. Fiscal Analysis The event producer, Mr. Robert Leach (Hotel Paseo owner), is requesting a sponsorship from the City of Palm Desert to offset some of the costs associated with production of the event. While staff has had some concerns about the short window of time there is to promote this first annual event, Mr. Leach has made progress with promotion and is planning to market heavily on social media both locally and within the drive market. Staff sees value in adding the event to Palm Desert's portfolio and therefore recommends sponsorship in the amount of $5,000. Funds are available in Account No. 1104416- 4306201. APPLICANT: Robert A.
