REQUEST: Reject all bids for Contract No. C37290 for the Street Light Conduit
Installation Project and authorize the City Clerk to re-advertise
(Project No. 599-17).
Recommendation
By Minute Motion:
1. Reject all bids for Contract No. C37290 for the Street Light Conduit
Installation Project (Project 599-17); and
2. Authorize City Clerk to re-advertise and call for bids for the subject
project.
Strategic Plan
The proposed action will further the goals of the strategic plan by providing a safe and
efficient transportation system for both drivers and pedestrians.
Background Analysis
The Public Works department has received requests for safety lighting at various
intersections within the City. The requests were reviewed and a project was created to
install pedestrian safety lighting at two intersections on El Paseo and one intersection on
Country Club Drive. Public Works has coordinated with Southern California Edison to
design the street light project. The project was advertised and the following three bids
were received on August 21, 2018:

Alfaro Communications Construction, the apparent low bidder at $54,000, contacted
Public Works after the bid opening requesting that they be allowed to withdraw their bid.
The contractor indicated that they made a mathematical error because their estimating
software didn't include all the expenses when totaling the bid price. The next lowest
bidder, PTM General Engineering, is almost 50 percent higher than the low bidder with a
proposed contract cost of $78,778.
Local contractors were contacted regarding the project, but the only bids received were
from out-of-town contractors. Staff contacted various local contractors to inquire as to
why they did not submit bids on the project. Several indicated that they missed the bid
deadline due to timing and would be interested in bidding on the project should it be re-
advertised. Others suggested that prevailing wage requirements deterred them from
pursing the project. Public Works staff will reach out to local contractors and encourage
them to bid on the project when it is re-advertised. Staff recommends that the City Council
reject all bids and authorize the City Clerk to re-advertise the project for bid.
Fiscal Analysis
There is no fiscal impact associated with this action.
