Aryan, Risk Manager REQUEST: Approve an exception to Palm Desert Municipal Code Section 9.58.010 (Consumption of alcoholic beverages on public property) for the sale and consumption of alcohol at the Joslyn Center (73-750 Catalina Way) for FY 2018-19. Recommendation By Minute Motion, 1. Approve an exception to Palm Desert Municipal Code Section 9.58.010 (Consumption of alcoholic beverages on public property) for the sale and consumption of alcohol at the Joslyn Center (73-750 Catalina Way) for FY 2018-19 2. Authorize the City Manager to execute any California Department of Alcoholic Beverage Control documents, as required. Strategic Plan Approval of this request does not directly tie into the strategic results portion identified in the Palm Desert Strategic Plan. However, events at the Joslyn Center are geared toward a wide audience and provide a cultural and lifestyle enrichment for all ages. Background Analysis The Joslyn Center is a nonprofit community organization providing programs, services and activities for adults over 50 years old in Palm Desert, Rancho Mirage and Indian Wells. The Center hosts numerous weekly programs and activities that are designed to encourage active involvement. In FY 2018-19, the Joslyn Center will have various events (both internal and external) at their facility and some may involve the serving of alcohol beverages. As alcohol may be served, they are requesting a municipal code exception to Palm Desert Municipal Code Section 9.58.010 (Consumption of alcoholic beverages on public property). Under their new lease agreement with the City, the Joslyn Center is also required to maintain liquor liability insurance. Municipal Code Exception -Joslyn Center September 27, 2018 Page 2 of 2 Staff recommends approval of the exception from July 1, 2018, through June 30, 2019, and authorization of the City Manager to sign any California Department of Alcoholic Beverage Control documents, as required.
