Glickman, Management Analyst REQUEST: Request for approval of the temporary placement of a mural entitled Off the Wonderland Trail by Jacqueline Scibona on the south walls of the amphitheater in Civic Center Park. Recommendation By Minute Motion: Approve the temporary placement of a mural entitled Off the Wonderland Trail by Jacqueline Scibona on the south walls of the amphitheater in Civic Center Park. Committee/Commission Recommendation At its adjourned regular meeting of September 18, 2018, the Art in Public Places (AIPP) Commission recommended the temporary placement of the mural by Jaqueline Scibona at the Civic Center Park for a period of six (6) months to one (1) year. The Commission also recommended to the City Council the funding of the mural in the amount of a $400 honorarium for the artist with a vote of 4-0-0, with Commissioners Adney, Darby, Hough, and Miller voting aye and Commissioners Boren and Campbell absent. Strategic Plan The installation of public art helps to create a better community for residents and visitors to Palm Desert. This concept is in line with the Arts & Culture Mini-Vision which states: "Arts and culture give a community its soul. Palm Desert is the cultural core of the Coachella Valley. Cultural tourism drives economic growth in Palm Desert. The community is host to internationally recognized cultural events that bring significant economic benefits to the City. Palm Desert is a leader in arts education, ensuring a well- rounded population that possesses high levels of creativity and critical thinking skills." Background Palm Desert Youth Committee member Jacqueline Scibona approached staff with a proposal to create a temporary mural to be placed in Civic Center Park on the two small walls on the south side of the amphitheater. The proposed mural was inspired by a trip that the artist took to the state of Washington where she was hiking in the woods and encountered a lone cabin in the pines. With the artwork, Scibona aims to share the beauty October 11, 2018 - Staff Report Off the Wonderland Trail Page 2 of 4 she encountered and "...remind the citizens of the greater Coachella Valley that there is beauty in viewing an environment that lies in direct contrast with our own." She believes that, "the pine trees surrounded in a musky haze will emphasize the power of our own palm trees that rise from the dusty ground we stand on." The mural would be painted as a diptych in two (2) parts (as illustrated on the next page) using exterior acrylic paint on boards that will be affixed to the southern walls of the amphitheater. The murals will be painted offsite and upon completion affixed to the walls. The exact size of the murals will be determined if the project is approved to move forward. Hargreaves Director of Community et Moore Lauri Aylaian City Attorney Development Director of Finance City Manager ATTACHMENT: Artwork Proposal Jacqueline Scibona City of Palm Desert Mural 28 June 2018 "Off the Wonderland Trail" Artist statement: Though the desert is environmental diverse with its many inhabitants, plants, and weather patterns and being surrounded by the beige dust of the Coachella Valley, often it is easy to forget about the world that lies beyond the San Jacinto mountains. We forget that beyond our valley lies ecosystems that range from lush green hills to the cold depths of the ocean and the tundras of Alaska to the forests of the Northern Pacific. In this sketch of a cabin in the woods of North Western Washington State, I aim to remind the citizens of the greater coachella valley that there is beauty in viewing an environment that lies in direct contrast with our own. I believe that the pine trees surrounded in a musky haze will emphasize the power of our own palm trees that rise from the dusty ground we stand on, and only open our eyes to the vast power that the Earth surrounds, protects, and inspires us to be and do with its existence in itself. I discovered this cabin in the woods while hiking on a trail in Washington State called the "Wonderland Trail". I happened to wander off the trail and was awestruck by the mystic beauty of a house I had found that was nested in a small dip on the trail. I felt compelled to show the world this little corner of the universe that I have acquired such a deep appreciation for. Technicalities: I plan to install the mural on the backside of the wall of the amphitheater, where the wall splits and there two bronze plates are on each section of the wall. I believe that the easiest way to conduct installation would be to paint the mural on a board and then mount it to the wall. Ideally, I would like to cut the board so that it goes around the bronze plates as opposed to being cut off at the plates. If the project is approved, it would only take about a month for me to paint it. I would request funding for the list of materials provided below, and if acceptable, an artist fee of $250. I have worked with my AP Art teacher to compose this proposal as well as find the proper and materials for the project for the lowest price. She has also helped me sort through other technicalities in the composition of the piece it self. A Brief Resume: I am currently a student at Xavier College Preparatory High School, and I will be a senior this August. With adding this mural to my resume, I hope to attend the Art Institute in San Francisco or Chicago in the 2019-2020 school year. I have created several album artwork covers for local musicians, I am currently working on my AP Art Portfolio along with several personal projects. It is my dream to continue to help other creative people express themselves and to give back to more communities through my work, and it is my belief that I should start this journey by leaving the town I grew up in with a piece of that dream.
