REQUEST: Request for approval of the 2018 Rotary Family Holiday Fiesta
including temporary waiver of various sections Palm Desert
Municipal Code related to park facility use.
Recommendation
By Minute Motion:
1. Approval of the 2018 Rotary Family Holiday Fiesta scheduled for
Saturday, December 8, 2018; and
2. Temporary waiver of Palm Desert Municipal Code (PDMC) sections:
a. 11.01.140 (Amplified Sound in City Parks);
b. 11.01.080.0 (Placement of Advertising Signage in City Parks);
c. 11.01.080 Q (Vendor Sales in City Parks); and
d. 11.01.080 W (Possession/Consumption of Alcohol in City Parks)
pursuant to PDMC 9.58.040.
Strategic Plan Objective
Approval of the 2018 Rotary Family Holiday Fiesta would help address the following
priorities outlined in the 2013/2033 Strategic Plan, Envision Palm Desert — Forward
Together.
• Economic Development Priority 3: Create and attract entertainment and events
to enhance and expand the Palm Desert economy and lifestyle.
• Parks and Recreation Priority 3: Make recreational and exercise opportunities
available in all public spaces.
• Tourism and Marketing Priority 2: Grow existing events and develop new events
to enhance the desirability of Palm Desert as a year-round destination.
Background Analysis
The Rotary Family Holiday Fiesta, scheduled for Saturday, December 8, 2018, is
planned as a community "open to all" celebration for residents of the Coachella Valley
and neighboring Riverside and San Bernardino communities. Its primary purpose is to
attract 2,500+ people to Palm Desert Civic Park where community organizations and
institutions will gather to showcase the many services and activities they provide in the
area. Family resources and excellence in education will be the primary theme but the

purpose is to celebrate and have fun. Participating organizations are encouraged to
provide interactive activities for the attendees.
The highlight of the event will be a concert presented by the Family YMCA of the Desert
featuring original Beach Boys band member David Marks and the Surf City Allstars.
They will be singing all the popular Beach Boys Classics. There will also be Mariachi
music, dance groups, contests & games, pinatas, food vendors and a beer, wine, and
margarita garden. Admission is free.
Additionally, 62 rotary clubs, the College of the Desert, Cal State University San
Bernardino, the Family YMCA of the Desert, Boys and Girls Clubs of Coachella Valley,
the Desert Recreation District, the RAP foundation, Lincoln Elementary, Cesar Chavez
Elementary, and the Galilee Center are expected to participate in the event.
Fiscal Analysis
The Rotary Club expects costs for the event including music, decorations, sound,
security, promotion, etc. to exceed $10,000 and is therefore requesting a sponsorship
from the City. If the event and waivers are approved by City Council and given that this
event will tie into the City's First Weekend programming, the City Manager is authorized
to approve a sponsorship in the amount of $5,000 to help defray some of these costs.

The Rotary Family Holiday Fiesta,planned for December 8, 2018,will be a community-
wide,"open to all"celebration for residents of the Coachella Valley and neighboring

Activities such as mariachi music,dance groups,contests and games,pinatas,and more will
be occurring during the day.Additionally,food vendors and a beer/wine/margarita garden
will be offered.This event will be fun,engaging,and involve people of all ages,and
admission is free.As indicated,it is expected that approximately 2,500 or more will attend.
62 Rotary clubs,including Earlyact, Interact and Rotaract youth clubs will participate,and
College of the Desert,Cal State University San Bernardino- Palm Desert Campus,the Family
YMCA,Boys and Girls Clubs of Coachella Valley,Desert Recreation District, RAP Foundation,
Lincoln Elementary,Cesar Chavez Elementary School Mariachi performers,Galilee Center,
and are expected to be there as well.This will include 30 to 40 community non profits.
Costs for music,decorations,sound systems,security,promotion,one or 2 invited speakers
(travel/lodging) should not exceed $8,000 to$10,000.Accordingly,sponsorships are being
sought,and food and beverage sales will be structured to yield revenue.Any event surplus
will be channeled to youth and scholarship programs sponsored by Rotary.
We encourage sponsors and non-profits to sign up and help us make this"Fun, Fun,Fun!"
